Mullah Abdul Ghani Baradar accused Tajikistan of interfering in Afghanistan’s affairs.

Mullah Baradar in his recent interview with Al Jazeera though did not mention any specific action, said that there is a reaction to every action.

Tajikistan’s president Emomali Rahman had recently said that there should be transparent elections in Afghanistan and an all-inclusive government should be established through this means.

On the other hand, Rahman in his UN speech said that they are forging further security layers on the border with Afghanistan in order to prevent the spread of terrorism from Afghanistan.

Taliban has been always been saying that they are not interfering in any other country’s affairs and they should also be left alone.

Officials of the IEA say that they are willing to engage with the world but do not accept interference in their internal affairs.

ICC Prosecutor Will Not Focus on US Forces in New Probe
[ToloNews] The International Criminal Court prosecutor on Monday said he is seeking approval to resume a war crimes investigation of Afghanistan, focusing on the actions of the Taliban

A statement said the request was being made to the court's judges in light of developments since the Taliban seized control of Afghanistan in a lightning advance last month.

Prosecutors had previously also looked into suspected crimes by US forces and Afghan government troops. But Karim Khan, six months into his nine-year tenure, said they would now "deprioritise" that element due to lack of resources, and instead focus on "the scale and nature of crimes within the jurisdiction of the court".

But that probe was put on hold by the Afghan government, which said it was investigating the crimes itself. The Hague-based ICC is a court of last resort, intervening only when a member country is unable or unwilling to prosecute war crimes, crimes against humanity or genocide.

Khan said the fall of the internationally recognised Afghan government and its replacement by the Taliban represented a "significant change of circumstances".

"After reviewing matters carefully, I have reached the conclusion that, at this time, there is no longer the prospect of genuine and effective domestic investigations ... within Afghanistan," his statement said.

MoJ to Enforce Zahir Shah-Era Constitution
[ToloNews] The Ministry of Justice (MoJ) on Tuesday said that the constitution from King Zahir Shah’s era
...ratified in 1964, and used briefly by the Hamid Karzai government before they got one of their very own...
will be enforced in the country for an interim period.

Acting Justice Minister Abdul Hakim Sharie made the remarks in his meeting in Tuesday with the Chinese ambassador to Afghanistan Wang Yu.

Sharie also said the Islamic Emirate of Afghanistan will respect international laws that are not against Sharia Law and the Emirate’s principles.
And those that are will be ignored as pretty frosting on the same stale cake. No doubt in the end they’ll go back to whatever they came up with the first time round.
In a statement posted on the Justice Ministry website, Sharie said: "The Islamic Emirate will enforce the constitution from the era of King Zahir Shah, Afghanistan’s last king, for an interim period, except those articles that are in conflict with Sharia Law and the principles of the Islamic Emirate."

King Zahir Shah’s constitution has 11 chapters and 128 articles. According to the document, the king is the ultimate authority in decision-making.

Sources told TOLOnews that the enforcement of the King Zahir Shah-era constitution was repeatedly put forward by the negotiating team of the Islamic Emirate in the intra-Afghan talks in Doha.

UK Labour approves new review process for antisemitism complaints

Labour members attending the British opposition party’s annual conference passed a rule on how they will handle antisemitism complaints, leading the party’s leader to declare they had "closed the door this evening to antisemitism in the Labour Party."

"We’ve turned our back on the dark chapter. Having closed that door, that door will never be opened again in our Labour Party to antisemitism," Labour leader Keir Starmer said.

France slashes visas for Algeria, Morocco, Tunisia in migrant row
[AlAhram] Gay Paree will sharply reduce the number of visas granted to people from Algeria, Morocco and Tunisia, accusing the former French colonies of not doing enough to allow illegal immigrants colonists to return, a government front man said Tuesday.

"It's a drastic decision, and unprecedented, but one made necessary by the fact that these countries are refusing to take back nationals who we do not want or cannot keep in La Belle France," Gabriel Attal told Europa

When visa requests are denied, French authorities must still secure a consular pass in order to forcibly expel individuals to their home countries, a document that Gay Paree says Algiers, Rabat and Tunis are refusing to provide.

"There was dialogue, then there were threats, and today we're carrying out those threats," Attal said.

"We're hoping that the response will be more cooperation with La Belle France so that we can apply our immigration rules," he said.

According to Europe 1, citing administration figures, Macron has ordered the number of visa deliveries to Algeria and Morocco to be halved from 2020 levels, and by a third for Tunisia.

It said that in the case of Algeria, French courts had rejected 7,731 visa requests in the first six months of this year, yet because consular passes had not been granted, only 22 individuals had been expelled from French territory.

For the next six months, Macron has capped visas for Algerians at 31,500, the report said.

La Belle France granted a record number of visas -- 275,000 -- to Algerians in 2019.

Kurdistan Region launches two electricity projects in Makhmour
[Rudaw] The Kurdistan Regional Government (KRG) on Monday launched two electricity projects in Makhmour district worth over one billion dinars. The projects are expected to improve the strained grid in the area.

The Bnar power station was built by the Girshin Company for the district, according to a statement from the KRG. A power-line was also launched in the Qaraj plains.

Both projects "will improve electricity supply and reduce pressure on existing power lines," it added.

Located in Erbil province, Makhmour district lies in territory whose control is disputed by Erbil and Baghdad. The lack of electricity has previously angered villagers, forcing them to consider leaving their houses.

Iraq and the Kurdistan Region suffer from chronic electricity shortages and dilapidated infrastructure. The failure of successive Iraqi and Kurdish governments to alleviate the chronic shortages since the 2003 war has been a near constant source of public anger.

The Kurdistan Region can generate 6,902 megawatts of power, but it only manages to generate between 3,400 and 3,500 megawatts "due to fuel shortages and high costs," the Ministry of Electricity said in a July report. Losses were particularly high in 2014 and 2015 with the start of the Islamic State

American spending on the Kurds: US launches million-dollar program to invest in Kurdistan Region agriculture
[Rudaw] A governmental United States agency on Sunday announced a yearlong one-million-dollar program in partnership with an Iraq-based consulting firm to develop the agricultural sector and promote local consumption in the Kurdistan Region, according to a blurb.

The United States Agency for International Development (USAID) and Iraqi consulting firm Top Mountain have partnered to launch the Agribusiness Incubator and Accelerator Program "to increase the competitiveness of the Iraqi agriculture," the statement said.

The program will support enterprises "as well as start-ups working in agriculture and agribusiness sectors in the IKR [Iraqi Kurdistan Region] through in-kind grants and technical assistance" in addition to organizing events for "showcasing local products, and promoting local consumption and investment" by facilitating private and public stakeholder partnerships, according to the statement.

The Kurdistan Region depends on neighboring countries for cheap imports of fresh produce - benefiting consumers but harming local farmers.

The release said that the Kurdistan Region offers "rich soil and ample access to water resources," but remains underdeveloped due to a "lack of investment in new technology, outdated management practices, and weak value chains" that render the agricultural market subject to product spoilage and fluctuations in price and supply.

"As a result, Iraq remains a net food importer, which eliminates significant economic opportunities and poses risks to food security," the statement said.

In early September, farmers in eastern Sulaimani province led protests in accusation of the government for failing to secure a market for them as cheap, illegal imports left them unable to compete each year. Produce from southern Iraqi provinces can be imported into the Region without restriction, but Kurdish traders say they must pay to pass through checkpoints in order to send their fruit and vegetables to Iraqi provinces.

Azerbaijani President Ilham Aliyev had criticized Tehran over the drills, calling them "a very surprising event."

"Every country can carry out any military drill on its own territory. It’s their sovereign right. But why now, and why on our border?" he said in an interview with Ottoman Turkish news agency Anadolu published on Monday.

Fighting broke out between Azerbaijan and Armenia in September last year over the disputed Nagorno-Karabakh region, claiming some 6,000 lives over six weeks.

A secular, Moslem-majority state, Azerbaijan has long had warm relations with Jerusalem. Baku has bought billions of dollars of weapons from Israel and provided the Jewish state with oil.

The arms deals have sparked controversy and diplomatic flareups between Israel and Armenia, Azerbaijan’s neighbor and rival.

Armenia has since 2016 accused Azerbaijan of deploying Israeli-made kamikaze drones against Armenian forces. An Azerbaijani official acknowledged using Israeli-made attack drones, including loitering munitions during fighting last year.

Iran and Azerbaijan share a border of around 700 kilometers (430 miles) and enjoy good relations.

According to some estimates, there are around 10 million members of Iran’s Azeri-speaking community.

Iran exports to Iraq totaled $3.8 billion in past 6 months
[Rudaw] Iran’s foreign trade increased by nearly 50 percent in the past six months compared to the same period last year, the head of the country’s custom authority said on Monday.

"Iran's foreign trade during this period, while maintaining the growth of exports, reached $45 billion, which compared to the same period last year showed a 47 percent growth," said Mehdi Mirasharfi, director general of customs, state media reported.

Of that, $3.8 billion went to Iraq, he added.

The Kurdistan Region at times closed its border to tourists, though trade continued normally.

More American spending on the Kurds, this time in Rojava: US announces $4 million for fight against COVID-19 in Rojava
[Rudaw] The United States on Sunday announced $4 million in funding to fight COVID-19 in northeast Syria (Rojava) as numbers of new cases spike across the country.

The money is coming from the United States Agency for International Development (USAID) to meet "urgent COVID19 needs in northeast Syria. With these funds, the @USAID will increase access to medical supplies, rehabilitate health infrastructure, and improve health worker training," tweeted the US embassy. The embassy office in Damascus has been closed since 2012 after the outbreak of civil war.

There was no immediate statement from USAID, which is an independent agency that works in development assistance.

The Syrian government recorded 393 new cases of the virus in regime-held areas and nine deaths on Sunday, making the total number of cases 32,873, with 2,207 deaths.
