Afghanistan
Jizya: Fourth batch of $19.2 million arrives in Kabul
[KhaamaPress] Afghanistan’s central bank (Da Afghanistan Bank) announced that Afghanistan International Bank (AIB) received the fourth batch of dollars in cash that contained $19.2 million.

The money is part of humanitarian aids from the United Nations
...a formerly good idea gone bad...
to Afghanistan that arrived in Kabul on Wednesday, December 15.

Prior to that Afghanistan had received the same amount of dollars in cash both by the UN and UNAMA.

It comes as Afghanistan is now going through the toughest times when it comes to having dollars in cash in the banks.

Economic analysts believe that cash can solve the problem of the absence of cash and the highest price of dollars against Afghani.

The UN has decided to be sending Afghanistan $20 million every week until March 2022.

Ghani Fled to Save His Life: Mohib
[ToloNews] A former aid to ex-president Ashraf Ghani
...former chancellor of Kabul University, ex-president of Afghanistan. Before returning to Afghanistan in 2002 he was a scholar of political science and anthropology. He worked at the World Bank working on international development assistance. As Finance Minister of Afghanistan between July 2002 and December 2004, he led Afghanistan's attempted economic recovery until the Karzais stole all the money. When Biden abandoned the country left with a helicopter, four cars, and part of the national treasury...
said that Ghani fled the country to save his life and rescue himself from being hanged.

The former national security adviser, Hamdullah Mohib, made the remarks in an interview with Radio Liberty. According to Mohib, the fall of the republic started after the US and the Islamic Emirate signed an agreement on February 29, 2020.

He said that Ghani’s fleeing was unexpected and that a delegation was set to visit Doha on the same day to reach an agreement with the "Taliban
...the Pashtun equivalent of men...
" over a transition of power.

"We were preparing to travel to Doha to negotiate with the Taliban about convening a Loya Jirga (National Assembly) and about a transition of power," Mohib said.

Mohib said that he was living in the US but the president was still in the UAE. He suggested that Ghani will give his account at some point.

On August 15 Kabul fell to the forces of the Islamic Emirate.

Normalcy: Provincial judges appointed, Mazar-e-Sharif processes IDs

Talib Supreme Court Appoints 69 Provincial Judges

[ToloNews] The Supreme Court
...the political football known as The Highest Court in the Land, home of penumbrae and emanations...
has appointed 69 judges to 33 provinces (Panjshir province was not included.)
Hmmm...Is that because it is still under military rule or because they are still working in subduing it?
The Islamic Emirate said that the appointees to the provinces are qualified to address legal cases.

"The 69 individuals are introduced by the Supreme Court and are appointed to positions of appellate court judges and provincial judges- they are all skillful and are experts in Sharia law," said Inamullah Samangai, deputy front man for the Islamic Emirate.

But some political officials reacted to the new appointments in the judicial system, saying that the system needs well-experienced officials.

"It is necessary to appoint officials based on talent, skills, integrity and capability," said Janat Fahim, a political analyst.

"These should be lawyers who are familiar with Afghan and international law," said Toreq Farhadi, a political analyst.

Some lawyers said that the newly appointed officials should not have been accused of committing war crimes.

"The individuals who are being appointed in this section should not have any background of violating human rights
When they're defined by the state or an NGO they don't mean much...
or committing war crimes--they should be honest," said Rohulah Sakhi Zada, a lawyer.

The citizens hoped that the new judges would take decisive action in judicial cases.

"Honest and good people should be appointed who can ensure justice," said Khalil Rahman, a Kabul resident.
Electronic ID Distribution Restarts in Mazar-e-Sharif

[ToloNews] Four months since the processing and distribution of electronic Nations Identity Cards (eNIC) was halted, the National Statistics and information Authority (NSIA) of Balkh province said on Wednesday that the process of distributing identity cards (e-Tazkiras) has resumed in Mazar-e-Sharif.

The acting head of the NSIA in Balkh, Mohammad Noor Wasiq, said so far one center has been activated to restart services and two more centers will be opened in the coming days.

"People can register offline for the electronic Tazkira ... we will reopen more centers, if the capital ( Kabul Officials) gives permission," said Mohammad Noor Wasiq.

The residents of Mazar-e-Sharif, who were queuing in front of the center, welcomed the opening of the center. They called on officials to reopen more centers in the city.

"The process restarted, we are happy about it, women are allowed to receive Tazkiras, we are happy," said Maasoma Nazari, a resident in Mazar.

Officials said that more than 300 persons a day go through the biometric processing at the center.

After the victory of the Islamic Emirate in Afghanistan, the process of issuing passports and identity cards was disrupted for weeks across the country, and citizens--including students who study abroad and patients who need to travel for medical care--were faced with serious travel challenges.

Africa Horn
Burundi contingent commander hails SNA in Al-Shabaab war in Somalia
[Garowe] A top general with Burundi Defense Forces has hailed the Somali National Army [SNA] for their dedication in the fight against al-Shabaab
...... al-Qaeda's tentacle in East Africa...
bad boys, who have been wreaking havoc in the Horn of Africa nation for over a decade.

Brig Gen. Telesphore Barandereka, whose tenure in Somalia has ended, attributed his contingent’s victories over al-Shabaab to the existing cordial relations with Somali security forces and residents of Hirshabelle State.

Brig Gen. Barandereka completed his one-year tour of duty under AMISOM. He commanded the Burundi troops based in Jowhar, under the AMISOM Sector 5, which oversees security in the Middle Shabelle region.

"It was a good opportunity as an African military officer to contribute to the stability of Somalia, the region, Africa, and global stability because terrorism haunts the entire world," Brig. Gen. Barandereka said.

According to him, despite a myriad of challenges including the outbreak of Covid-19, the Burundian troops serving under AMISOM had played a key role in fulfilling the mission’s mandate. AMISOM Burundi troops operate in 18 forward operating bases [FOBs].

They also secure the major population centers of Jowhar, Balcad, Mahaday, and Adale along the Indian Ocean coastline north of Mogadishu.

"There are so many challenges that we had to overcome, which tested my command capabilities as I had to try to overcome the challenges. There were particularly climate-related challenges, others related to the COVID-19 pandemic, which raged and affected several activities. However,
there's no worse danger than telling a mother her baby is ugly...
we tried to adapt to the environment," he added.

During his one year of service as Burundi contingent commander, Brig Gen. Barandereka and his troops conducted joint operations with the Somali National Army to degrade al-Shabaab in Hirshabelle State and liberated key locations from al-Shabaab control.

"Some of the important operations conducted to degrade al-Shabaab threat included the operation to liberate Basra, which was an al-Shabaab stronghold. The operation was carried out in collaboration with Sector One and jointly with the Somali security forces," said the Brigadier General.

Other achievements included supporting the Somali security forces to secure the elections in Hirshabelle State for the Upper House of the federal Parliament and extending the runway at the Jowhar Airport.

Also, AMISOM Sector 5 has established a Joint Operations Coordination Cell to bolster planning and coordination of joint operations against al-Shabaab snuffies by AMISOM and Somali security forces.

Barandereka also urged the people of Somalia to support ongoing efforts by the federal government and international partners to restore peace and stability in the country.

In 2007, Burundi became the second country to deploy troops in Somalia, after the federal republic of Æthiopia. Currently, the Force Commander Lt. General Ndegeya, comes from Burundi and has been at the helm for almost a year.

#2  Well, first off, there should be no "assistance to Afghanistan." After that, I can think of a couple hundred gummint programs that should be raided to get the money.

#3  /\ "assistance to Afghanistan"

I believe "assistance" was how it all began over 20+ years ago. In fact, US "assistance" appears to be common denominator in many global conflicts, or am I wrong ?

Nice job burying the lede there. If this not-so-minor proviso were referenced in the headlines, Rand Paul would be a national hero and household name in this country.

Why on earth are we funding a foreign country's defense? What are they, broke or something? They can well afford it themselves! Our people are suffering and THIS is what our Congress thinks a good use of our money!?!

Because in ever aid, assistance or funding package, a certain amount comes back in the form of kickbacks.

Iraq
Bodies of Iraqi soldiers found in ISIS mass grave in Kifri, or possibly police in Duraji
[Rudaw] Kurdish Peshmerga forces have discovered a mass grave in the northwest of Kifri containing the bodies of at least ten members of the Iraqi army, a Peshmerga official told Rudaw on Thursday.

The mass grave holding members of the Iraqi army was found in a former Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that they were al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're really very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear western pols talk they're not really Moslems....
(ISIS) prison, which the terror group used during their grip on the country to imprison people, Mohammed Syasi, the deputy head of Qaratapa-Hamrin front told Rudaw.

The soldiers "were kidnapped by ISIS militias in 2018," Syasi said.

The mass grave was found between Palkana and Duraji villages, around 10 kilometers northwest of Kifri. It is one of hundreds of mass graves in the country.

Rudaw English reached out to Iraqi Grave Protection but they were not immediately available for comment.

There are more than 200 ISIS mass graves in the country that could contain up to 12,000 bodies, according to the United Nations
...an organization originally established to war on dictatorships which was promptly infiltrated by dictatorships and is now held in thrall to dictatorships...

Kurds find mass grave of Islamic State victims in Iraq

[IsraelTimes] Kurdish forces in northern Iraq find a mass grave containing the bodies of at least 11 Iraqi policemen presumed killed by jihadists, a peshmerga security official says.

“A mass grave was discovered on Thursday in the Duraji area” where there are many caves once used as hideouts by the Islamic State group (IS), the official says.

Duraji is in Salaheddin province in an area disputed between the federal government and the autonomous region of Kurdistan.

“The bodies of at least 11 Iraqi police officers have been taken from the grave so far” since the operation began in the morning, says the official. “We think they had been prisoners of IS in 2018,” the official says, adding that both peshmerga and Iraqi federal police were taking part in the search.

He says the mass grave was discovered as a result of “information obtained from IS hideouts in the region where the jihadists imprisoned members of the Iraqi forces they captured.”

Russia repatriates ISIS-affiliated children from Rojava
[Rudaw] Russia is repatriating a number of Russian children from families affiliated with the Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that they were al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're really very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear western pols talk they're not really Moslems....
(ISIS) group, an official from northeast Syria (Rojava) said on Thursday, raising the toll of repatriated orphans to the soviet state from the region’s camps to over two hundred.

Rojava will handover eight Russian children to the Presidential Commissioner for Children’s Rights in Russia Maria Lvova-Belova and her accompanying delegation, the co-chair of Rojava’s foreign relations commission Abdulkarim Omar said in a presser on Thursday.

"We have previously handed over 225 orphaned children to Russia," Omar added.

Omar did not disclose from which camps the children were taken from.

At least 126 crimes have been committed in al-Hol camp since the start of the year and 13 tents were deliberately set on fire, ANHA said. A Syrian refugee was found shot dead on Wednesday morning.

The head of a humanitarian organization described the camp as “the place where hope is going to die” during a visit to al-Hol in late March.
