Afghans and Taliban representatives meet in Pakistan for peace talks
[WASHINGTONPOST] Representatives of the Taliban were meeting with an Afghan government delegation Tuesday in the Pak capital of Islamabad, in what Afghan officials hope will be a step toward negotiating a peace deal with the Lion of Islam group and ending the country's protracted war, according to Afghan and Pak officials.
I thought this might happen, with the Islamic State rearing its ugly turban in Nangarhar. Now they've got a common enemy.
The gathering, under discussion for several weeks, is not the first time both sides have met to discuss a cease-fire. Several other meetings between Taliban representatives and Afghan officials have taken place in recent months in Qatar

"But we see, at this point, a sustained effort by the Paks to support President Ghani's effort."

and its supporters as supreme commander of the Libyan armed forces. At the session, he was quoted saying that the move would create a more effective army, allowing for it to be better trained and organised, and that its ranks would be open to the regular army and the revolutionaries.

The decision is, however, seen as largely meaningly gesture in the current fractured state of Libyan politics, given that the forces under Abu Sahmain's authority are only in the west and south, that it is a nominal authority in the best of cases and that, with the local reconciliation movement spreading in both areas, it also appears a diminishing authority.

It also indicates, however, that Abu Sahmain, the GNC and the Ghwell "government" are turning their backs on the UN-brokered Diloague process and the recent drafts provided by UNSMIL. In none of them are Congress's decisions viewed as legitimate once a Government of National Accord is established.

Bangladesh
DB: Avijit killers inspired Oyasiqur's murderers
[Dhaka Tribune] Seven Ansarullah Bangla Team members, who the Detective Branch of police claims killed science writer Avijit Roy, had also allegedly instigated the murder of secular activist Oyasiqur Rahman Babu.

"In our investigation, we have so far found that these seven people are not directly involved in Babu killing. But they motivated the killers to do it," DB Joint Commissioner Monirul Islam told the Dhaka Tribune yesterday.

He also claimed that the two killers, caught just after killing Babu on March 30, did not belong to Ansarullah but were followers of its chief Jasim Uddin Rahmani who professed to kill atheists.

"We also suspect that some of these seven killers were present when Babu had been attacked [at Begunbari of Tejgaon]," said Monirul, also the chief of DB police, who are investigating both the cases.

On February 27, US citizen Avijit was murdered near the TSC intersection of Dhaka University after he came out of the Amar Ekushey Book Fair. His wife, Rafida Ahmed Bonya, lost a finger in the attack.

Babu, who was vocal to demand justice for Avijit murder, was killed while going to office. The two detained killers in interrogation earlier said they had seen Avijit's killers at a mess in Jatrabari area.

Monirul hopes that they will be able to solve mystery behind the killings after the arrest of the seven suspects. "Two of them launched the attack on the couple with machetes while the five others took position around the spot," he said.

"We have verified their identity and photos by analysing the evidence with technological help."

One of them is a medical student while the others are also highly educated. "Their age is below 30. They learnt about Avijit through Facebook."

The DB chief says all the members of the team were highly expert in making bombs, operating arms and other technical issues.

"We suspect that they belong to a single sleeper cell of Ansarullah and this is why a Twitter account named Ansar Bangla 7 took responsibility of the murder."

The DB official said the turbans had tried to kill Avijit several times after the couple came to Dhaka on February 16.

He said they had all necessary evidence to prove the case against the seven holy warriors. "We are now trying to trace their location. Their names can be fake too, but we have their photos." Asked about the involvement of Buet teacher Farseem Mannan Mohammedy, Monirul replied in the negative.

[EN.ZAMANALWSL.NET] Tens of displaced families from ancient city of Palmyra have arrived Gaziantep, Turkish border city, fleeing ISIS-captured city and to escape daily barrel bombs attacks by Syrian regime, sources told Zaman al-Wasl Monday.

People who managed to escape Palmyra reported that Syrian regime had handed the city to ISIS last month without fighting.

Other sources mentioned that regime had left huge storage of arms and ISIS seized them, while in other areas, regime used to transfer all arms in advance from any area it withdrew from, or destroy them in that was not possible.

"A motion seeking disqualification of PTI MNAs has been submitted to the National Assembly secretariat...and if the motion gets passed by the House all the amount paid to them as salaries and other perks will be retrieved from them," Mr Sadiq said while inaugurating an infrastructure development project in his constituency here on Monday.

The PTI politicians had boycotted parliament's proceedings during their 126-day Islamabad sit-in without submitting their formal leave applications. Under the National Assembly rules of business a politician absenting himself/herself for consecutive 40 sittings without approval of the House may be disqualified to be a member if a motion to that effect is adopted by it.

Witness in Benazir case retracts statement
[DAWN] Another key witness in Benazir murder case retracted his earlier statement during cross examination before the Anti-Terrorism Court (ATC).

Earlier, witnesses like former director general National Crisis Management Cell (NCMC) retired Brigadier Javed Iqbal Cheema and SSP Yasin Farooq had disowned the statements attributed to them by the prosecution.

ATC Judge Rai Mohammad Ayub Marth commenced hearing in the Benazir murder case in Adiala Jail when a prosecution witness, retired SSP Maj Imtiaz -- a key security official of Ms Bhutto -- withdrew his earlier statement.

Earlier, in a statement attributed to Maj Imtiaz it was claimed that Benazir Bhutto

He added, "Had Benazir not appeared from sunroof of the vehicle, she might not have been killed," he said.

After the cross-examining, the ATC special Judge Rai Mohammad Ayub Marth adjourned further proceedings till July 8, 2015.

Nisar asks Nadra to prepare counter-terrorism database
[DAWN] Interior Minister Chaudhry Nisar Ali Khan
...Currently the Interior Minister of Pakistain. He is the senior leader of the Pak Moslem League (N) and a close aide to Nawaz Uncle Fester Sharif. He is noted for his vocal anti-American railing in the National Assembly. However (comma) Khan told the U.S. ambassador that he was in fact pro-American but he and the PML-N would have to be critical of US actions in order to remain publicly credible. Khan cited his wife and children's US citizenship as proof, which means he's lying to one side or the other and probably both. He wears a wig, but you probably guessed that. since hair doesn't grow naturally in that shape or texture...
directed National Database and Registration Authority (Nadra) to prepare a national counter-terrorism database in addition to the one on international non-governmental organizations (INGOs) in the country.

During his visit to Nadra headquarters on Tuesday, Nisar took notice of the difficulties faced by people due to long queues at Nadra offices. He directed the Nadra chairman to put in place an online CNIC application system. This, he said, would not only benefit the citizens of the country but also overseas Paks.

Talking about long queues of people in front of Nadra offices, the interior minister said every effort should be made to provide people relief from standing in long queues.

He further ordered to ensure that all the processes involved in getting CNIC were completed within shortest possible time.

Discussing pay package and perks of Nadra employees, Chaudhry Nisar said Nadra employees should be given their due share from the profit the body earns.

In this regard, Nisar announced that every Nadra employee of grade 1 to 15 would be given Rs15,000 as Eid bonus.

Altaf asks CM, Sindh Assembly to 'send back oppressive Rangers'

on Tuesday asked Sindh Chief Minister Qaim Ali Shah and all members of the Sindh Assembly to pass a bill to "send back the oppressive Rangers."

Talking to party office bearers via telephone from London, Hussain said:

"We will hold a sit-in at the Chief Minister House against the repressive actions, arbitrary arrests, torture, and extra-judicial killings by Rangers. If they open fire on the participants of the sit-in, the Rangers and their 'captain' will be responsible for the consequences."

Interestingly, this demand by Hussain comes a day before Rangers' special powers in Sindh are due to expire. While the duration of these special powers has been extended multiple times in the past, it is not clear whether the provincial government will go ahead with the move this time around.

"The Islamic State entered many areas of Anbar and started recruiting children from the local tribes of Anbar. They have camps in Raqqa and Hiit where they train them," Sheikh Khalid Awad al-Shabani told Rudaw on Tuesday.

"We ask the government to expedite the process of liberating the areas under ISIS control and destroy the camps that recruit children," he added.

The sheikh also stressed that the bad boys' radical interpretation of Sunni Islam was not welcomed in Sunni-majority Anbar province.

"We all know that bad boy ideology of ISIS is not related to Islam. They make up verses that do not exist in the Koran," he added,

According to the sheikh, ISIS brainwashes the newly recruited children in their camps in Rutbah and al-Qaem in Iraq and teaches them how to carry out suicide kabooms against military checkpoints and civilians.

"The government has the responsibility to direct the parents to prevent their children from joining ISIS. The government should use all its forces in order to prevent recruiting children," Shabani said

Syria parliament approves deal for Iranian credit
[AlAhram] Syria's parliament on Tuesday approved a deal with Iran under which Tehran will provide the government a new line of credit worth $1 billion, state media said.

The credit line will be the third that Tehran has extended to Damascus since the conflict in Syria erupted with anti-government protests in March 2011.

"The People's Council today approved a deal on a line of credit of $1 billion," which was signed on May 19 in Damascus by Syria's Commercial Bank and the Export Development Bank of Iran, the official SANA news agency said.

It said the credit would be used for "importing merchandise and carrying out projects," without giving further details.

'Very, very, very tough' Iran talks extended
[DAWN] Global powers wrestling for a historic nuclear deal with Iran gave themselves yet more time Tuesday after foreign ministers failed to bridge what one diplomat called "very, very, very tough" remaining issues.

Iran and the P5+1 group -- the United States, Russia, China, La Belle France, Britannia and Germany -- effectively gave themselves until Friday to agree a deal by extending the terms of a 2013 interim accord under which Iran has been curtailing its nuclear programme in return for sanctions relief.

"Removing the remaining brackets (in the text of the agreement), this seems to be very, very, very tough," the senior diplomat said as an 11th day of talks stretched late into the night in Vienna.

But the envoy insisted the negotiations are "not an open-ended process".

"We've given ourselves a couple more days because we think it can be done."

Pentagon unveils new company-level rebel force
The U.S. has begun training only 60 fighters to take on the Islamic State in Syria, Defense Secretary Ash Carter acknowledged in a heated hearing of the Senate Armed Services Committee Tuesday morning. And not only is the number “much smaller than [the 15,000] we hoped for at this point” — three months into the program — but the U.S. has not yet determined what it will do when those fighters are attacked by the forces of Syrian President Bashar al-Assad, Carter said.

“I can look at your faces and you have the same reaction I do, which is that’s an awfully small number,” the defense secretary told the senators. It will, he said, “get larger over time.”
Some 7,000 volunteers are awaiting approval to begin the training, Carter said. The defense secretary explained that U.S. law sets a high bar for the vetting, which includes counterintelligence screenings to ensure trainees won’t “pose a green-on-blue-threat to trainers.” Potential fighters must also pass a background check for atrocities and display a willingness to abide by the laws of armed conflict.

Senate Armed Services Committee Chairman John McCain, R-Ariz., is generally deferential to Carter but hostile toward Joint Chiefs Chairman Gen. Martin Dempsey, who testified with him. Yet on Wednesday, McCain did little to hide his frustration about the effort to train and equip moderate Syrians to fight the Islamic State.

The train-and-equip program is meant to enable Syrians to fight the Islamic State, as an alternative to inserting American and coalition forces into the country. Such an intervention is opposed by Assad, who is battling both the Islamic State and rebels amid a four-year civil war believed to have killed more than 200,000 people. The Obama administration’s stated position is that Assad does not have a role in Syria’s future, but it has been ambiguous on its strategy to achieve that end.

“We know from our history in the region that putting U.S. combat troops on the ground as a substitute for local forces will not produce enduring results,” Carter said in his opening statement Tuesday.

Carter, who had promised in his February confirmation hearing before the committee to give unvarnished military advice, later added, “I wanted to tell the truth and I did tell the truth. We expect that number [of Syrian fighters being trained] to improve, but you deserve to know where things stand.”

Carter said the military is way behind its interim goal of training 3,000 fighters by year’s end, 5,400 by May 2016. But even if the military meets its ultimate goal of training more than 15,000 fighters over three years, few expect this strategy to defeat the Islamic State and lead to a political solution that would remove Assad and restore a stable Syria. The revelation that a mere 60 fighters are being trained did little to assuage concerned lawmakers who, after some debate, approved the $500 million train-and-equip program last September.

Carter said Wednesday that a similar effort is also struggling in Iraq, which is the main theater of the U.S. fight against the Islamic State because of Baghdad’s request for help.

Some 3,550 American personnel at six locations across Iraq are working to build the capacity of Iraqi forces and advise and assist them. But that effort too is suffering from a lack of trainees, Carter said. As of June 30, the coalition has received enough volunteers to train roughly 8,800 Iraqi Army soldiers and Peshmerga fighters, along with 2,000 counterterrorism service personnel. Another 4,000 are undergoing training.

Carter and Dempsey’s appearance on Capitol Hill followed a rare visit from President Obama to the Pentagon Monday to meet with his national security team and receive a briefing on the Islamic State fight. In brief comments, the president defended the strategy and again urged patience.

“This will not be quick,” Obama said. “This is a long-term campaign.”

Wednesday’s hearing is likely to be one of Dempsey’s last before he retires this summer. Last week, in releasing a new National Military Strategy, he warned, “We are more likely to face prolonged campaigns than conflicts that are resolved quickly.”

Obama’s pick to replace Dempsey, Marine Corps Commandant Gen. Joseph Dunford, will receive his confirmation hearing before the Armed Services Committee on Thursday. Dunford’s nomination is expected to be the first of several shakeups to top brass with a year and a half left in Obama’s term and nearly a year into the Islamic State fight.

Back when our great Nation finally escaped the yoke of the BushHitler regime, our New President said we had to shift away from a permanent war footing. I guess that statement is no longer operative.
