#3 At last check, CHINA is snubbing the UNCLOS Arbitration panel, whilst the PHILIPPINES on its part is claiming the integrity of the UN + UNCLOS is at stake iff the latter fails to invalidate China's claims to nearly all of the SCS.

OTOH, CHINA = is offering to sit down wid the Philippines to discuss the matter outside of the UNCLOS.
