LNA Spokesman: Non-Ideological Militias May Be integrated into Libyan Army


Major General Ahmed Al-Mismari, Spokesman for the Libyan National Army (LNA), commented on Defense Minister, Ahmed Houma’s recent statement regarding the integration of “revolutionaries” into the military.

In statements to ‘Cairo 24 News’, Al-Mismari explained that the revolutionaries mentioned in Houma’s statement meant “the non-ideological militias, provided that they do not carry any extremist or takfiri ideology and are not affiliated with ISIS or Al-Qaeda.”

On Monday, Houma announced his intention to integrate revolutionaries into special programs, in a bid to unify the divided military.

Al-Mismari added that this comes within the framework of a comprehensive plan to address the issue of militias, in accordance with the conditions of work in the Libyan armed forces.

“The plan aims to dismantle the militias and integrate them into the LNA, through the Military Recruitment Committees in individual regions,” Al-Mismari explained.

“Of the conditions that must be met for integration into the armed forces, is that the ages of the applicants should be in accordance with the ages specified by the recruitment committees, they must be physically fit, and no ruling must have been issued against the applicant in any military court,” he added.

He expected the integration plan to take about two years to be implemented.

The Spokesman concluded that the presence of foreign forces in the west of the country “represents the real obstacle to the work of the 5+5 Joint Military Committee (JMC). There are Turkish forces with weapons and equipment that have not been removed from Libyan territory.”

Notably, Houma stressed that the army will “work to protect the borders and defend the civil democratic state, based on the principles and objectives of the glorious February 17 revolution.”

“The responsibility to defend Libya and maintain its security and borders is a national responsibility for everyone, and is not limited to a specific party or entity,” the statement said.

He affirmed his support for the JMC, “and all its decisions and the outcome of its work,” calling on all actors to participate in the national reconciliation project.

Tensions High in Mexican Border City near Texas amid Gulf Cartel Power Vacuum
[Breitbart] Tension remains high in a Mexican border city in the weeks after the capture of the area’s top cartel boss because an heir remains to be named.

While Matamoros has not seen any major gun battles since the arrest of Jose Alfredo “El Contador” last month, instability remains as the boss’ family appears split on naming a successor for the Gulf Cartel faction.

Last month, Mexican federal authorities arrested El Contador” on a series of warrants for organized crime and kidnapping charges. His arrest left a power vacuum, however, violence has yet to dramatically follow.

The border city near Texas has seen a few smaller shootouts between gunmen, particularly on the southern and eastern sides, however, those clashes are ignored by local news outlets.

One of the possible successors to El Contador is his right-hand man Juan Manuel “Erick” Juarez Lawton. Juarez Lawton has begun approaching other commanders by threatening them into submission. Unconfirmed intelligence suggests he leaked El Contador’s location as a way to take control of the organization.

The main rival to Juarez Lawton is Jose Alberto “La Kena or Ciclon 19” Garcia Vilano, the former plaza boss for Matamoros. La Kena lost his position as regional leader following a fierce shootout with authorities. That shootout lasted for hours and left casualties including two innocent bystanders. One of those casualties was Ariel “El Tigre” Trevino, a top enforcer for the Gulf Cartel who led a strike team to rescue La Kena. However, when authorities began to hunt for El Tigre, La Kena left him to his fate, a move that got him demoted and forced to leave Matamoros.

Germany Admits Radical Islam, NOT Mental Issues, Likely Motivated Mass Stabbing by Syrian
[Breitbart] Despite initially ruling out terrorism, officials have now said that radical Islam, not mental health issues, was the likely motivation for a Syrian knifeman’s stabbing spree on a German train.

There are "serious indications" that a migrant man who went on a knife rampage in Germany back in November was inspired by radical Islam, the local prosecutor’s office has reportedly said.
That’d be known wolf Abdullah A H H, 27, who arrived in Germany in the 2015 wave of migration. He was released from juvenile prison only five days before the attack. Despite being categorized as high risk, with a history as an ISIS recruiter, the authorities declined to monitor him. His asylum request had been rejected, but German policy was not to deport Syrians until their home country was peaceful. When he was finally found two weeks after the November 6, 2021 attack, matched to the DNA on the knife he used, the police claimed his motivation as paranoid schizophrenia.
This is despite public officials initially ruling out the possibility of the attack being a terror event, claiming that there was no evidence for such a claim.

According to a report by Die Welt, however, the terror motive appears to be squarely back on the table, with the migrant man now believed to hold hardline Islamic views by prosecutors, including the desire to live in a state ruled in accordance with Sharia law.

Prosecutors also believe the 27-year old rejects the very notion of a Western democratic nation, with Die Welt saying that the man seemingly "disregards all Germans".

The comments made by German officials in regards to the rampaging Syrian migrant stands in complete contrast to initial claims made by police shortly after the attack.

According to authorities at the time, there was no evidence of any sort of terror motive for the incident, despite Die Welt now reporting that ISIS propaganda was apparently found on the knifeman’s very person.

Instead, it was reported that the man had reportedly shown signs of suffering from paranoid schizophrenia, and that he believed people were following him.

"There are no indications of an Islamist background," claimed one official at the time regarding the incident.

However,

this initial rejection that the attack was terror-related was rolled back later by officials, who admitted that a terrorist motive was being looked at as a possible motivation for the incident.

"Indications pointing in this direction include the contents of the defendant’s Facebook account and propaganda videos of the terrorist organization Islamic State found on him," prosecutors said according to a report drawn up by AFP.

The man has since been sent to jail after an expert said that he could be held criminally liable for his actions, which include wound four people, two near-fatally.

Federal agency that broadcasts America's message had chronic security lapses, records show

The federal agency responsible for broadcasting America's message to the world routinely ignored security protocols "for at least a decade" while using the same visas intended for au pairs to hire foreign nationals as journalists, according to a report its first Senate-confirmed CEO sent investigators.

A week before President Biden took office and immediately fired him, Michael Pack submitted a formal request to the State Department's Office of Inspector General for a full investigation of security, financial and other issues in the U.S. Agency for Global Media (USAGM), which Pack led for seven months.

His report, and supporting materials, alleged that 1,500 of the agency's 4,000 workers had security clearance issues such as improper background checks.

Pack's leadership team "learned that previous senior management had repeatedly failed to adhere to national security protocols and essential federal government personnel security practices for at least a decade," the report said. "The actions — and, in many cases, inactions — of the individuals responsible for producing this crisis placed U.S. national security in danger and imperiled USAGM's ability to fulfill its legal mandate of advancing U.S. foreign policy."

Biden's new USAGM leadership quickly rehired senior officials dismissed on the recommendation of career adjudicators, following investigations by McGuireWoods, an outside law firm. Just the News has reviewed the official summaries of the law firm’s investigation, which were recently submitted by Rep. Scott Perry (R-Pa.) into the Congressional Record along with Pack's Jan. 14, 2021 letter.

Perry told Just the News Not Noise Tuesday that he "legally" obtained those materials after the agency refused to share them. USAGM then told him "you don't have all of it" and refused to provide the rest. "American taxpayers have paid for this," Perry said. "This is corruption at the highest level," including an employee subsequently convicted of embezzling.

The NIA judge, Praveen Singh said that the above analysis reflects that the statements of witnesses and documentary evidence have connected almost all the accused with each other and to a common object of secession, to the commonality of means they were to use, their close association to terrorist/terrorist organizations under the guiding hand and funding of Pak establishment.

While all the above mentioned persons have played a huge role in furthering terror in Jammu and Kashmir, one of the most notorious among them is Yasin Malik. The several documents on Malik seen by OneIndia suggest that the cases against him are not ordinary in nature. They range from acts of terror, causing unrest and also murder of Indian Air Force officials.

Malik's name also cropped in terror funding cases since 1995. In 2019, the Centre had banned his outfit, the Jammu Kashmir Liberation Front (JKLF). Malik is also facing cases relating to the kidnapping of Rubaiya Saeed, daughter of then Union home minister Mufti Mohammed Sayeed, in 1989, and the killing of four IAF personnel in 1990.

The National Investigation Agency (NIA) started the paperwork but haven't done much else on May 30, 2017 against separatist and secessionist leaders, including unknown members of the Hurriyat Conference, who have been acting in connivance with active holy warriors of proscribed terrorist organizations Hizbul Mujahideen, Dukhtaran-e-Millat, Lashkar-e-Taiba

The case was registered for raising, receiving and collecting funds through various illegal means, including hawala transactions, for funding separatist and terrorist activities in J&K and for causing disruption in the Valley by way of pelting stones on the security forces, burning schools, damaging public property and waging war against India, the probe agency said in the FIR.

The JKLF is also responsible for illegal funnelling of funds for fomenting terrorism. The JKLF is actively involved in raising of funds and its distribution to Hurriyat cadres and stone-pelters to fuel unrest in Kashmir Valley as well as for subversive activities.

A total of 37 FIRs have been registered by the J&K Police against JKLF and two cases, including that of murder of IAF personnel, were registered by the CBI.

The organization was also involved in the kidnapping and killing of Ravindra Mhatre, an Indian diplomat posted the UK, in 1984. A week later, India executed Maqbool Bhat, a JKLF activist, who had been sentenced to death.

"Pakistain is definitely changing its subversion narrative, giving it a religious tone not only to manipulate the minds of the youth in the Valley but also to exploit the religious fault lines that exist within India," an official said.

Having seen its failure in mobilising locals, especially after the death of veteran separatist leader Syed Ali Shah Geelani in September last year, the ISI believes that religion holds the key to its next move in Kashmir.

"The neighbour has been and still remains the biggest menacing factor that has pulled back Kashmir and its people. Having vitiated and radicalised the Sufi soul of the Valley for the last three decades to meet its nefarious design, the masters of destruction across the border now believe that the time is ripe to infuse religious schism into the mix, and champion itself (Pakistain) as the saviour of religion," the official said.

Analysis of the recent intercepts and questioning of arrested Lions of Islam show that the ISI and others in Pakistain are desperate to polarise the local population in Jammu and Kashmir and generate dissent against the State in the name of religion, the officials said.

Carrying out a detailed analysis of last year's incidents of targeting of minorities in Kashmir, especially prominent chemist Makhan Lal Bindroo, the officials said that initially terror groups grabbed credit and labelled him as a government agent but the number of people who joined his funeral was an eye-opener as locals, despite the false claims, expressed their anger at his killing.

The officials said the changing contours of Pakistain's narrative in Kashmir are the outcome of the fact that its rhetoric of the right to self-determination has failed and the propaganda machinery being run from across the border has realised the futility of the call for "freedom movement and resistance against the so-called occupational forces".

Once the vanguard of the indigenous face of terrorism in Kashmir, Hizbul Mujahideen has fallen in the hierarchy of terror groups with its cadres dwindling drastically. As on January 1, the outfit only had 30-odd Lions of Islam operating in the Valley, primarily in Anantnag district in south Kashmir, and negligible presence in north and central Kashmir.

Al-Monitor: Islamic State takes advantage of Ukraine war to increase attacks


Shafaq News/ The Islamic State (IS) regularly targets military bases and vehicles in the Syrian desert, which extends between the governorates of Homs and Deir ez-Zor on the border with Iraq, the area to which IS fighters have retreated since they lost their last stronghold in Syria in 2019.

On March 6, Syria’s official SANA news agency quoted a government military source as saying that “13 soldiers were killed and 18 others were wounded when a military bus was attacked by terrorists in the Palmyra desert in the Homs countryside.”

More recently, on March 16, IS militants staged an ambush against military targets belonging to Iranian forces in the Syrian desert, killing three of them.

Sources told Al-Monitor that the government forces brought in military reinforcements to Palmyra from other areas in the Homs governorate, including military vehicles, weapons and soldiers from the 14th Special Forces Division.

On March 10, the Syrian Observatory for Human Rights (SOHR) reported that six members of the government forces were killed and seven others were injured after a landmine left behind by IS exploded near Jabal al-Amour in the Palmyra desert in eastern Homs.

The SOHR quoted sources as saying, “The regime forces supported by armed proxies and Russian helicopters that took off from Palmyra military airport have started a combing operation for the Syrian desert from Palmyra and Al-Soukhna en route to T2 and T3 areas in the Syrian desert in search of [IS] cells that have escalated its activities in the region recently.”

SOHR reported on March 10 that the death toll during the military operations pitting government forces and IS militants in the Syrian desert has reached 136 since the beginning of 2022. This includes 69 IS members; 67 government forces and allied fighters were killed in 21 IS operations, which were carried out through ambushes, armed attacks and bombings.

Raed al-Hamid, an Erbil-based journalist and researcher, told Al-Monitor, “Most of IS’ activities in Syria are linked to several factors, including taking advantage of security gaps in its areas of control in the desert, and the opportunities available to inflict more losses in the ranks of the regime forces by setting ambushes and targeting [military] cars. It also clashes with regime forces or Iranian-backed militias or Russian forces. It is crucial for IS to claim responsibility for every attack in order to prove its existence.”

He added, “Linking IS’ operations to the developments in Ukraine may not seem logical, as Russia, which is the first party to the war in Ukraine, has not reduced its ground presence in Syria, and its flights over the desert were already few compared to the flights targeting the Syrian opposition factions in Idlib and its countryside.”

Hamid noted that the death of IS’ leaders, including Abu Bakr al-Baghdadi and more recently Abu Ibrahim al-Qurayshi in early February, does not affect the group’s activities against the regime forces. “The military campaigns [against IS cells], led by the regime with Russian air support or with the participation of Russian ground forces, achieve some successes, but not at a level that could affect IS’ strength and capabilities.”

He added, “The regime forces’ losses may be double those of IS, despite the Russian air support. I believe this is due to several factors, the most important of which is the absence of combat motivation among the soldiers of the regime, especially those who were led to compulsory service.”

“IS still has many fighters whom it is keen to preserve as it has become more difficult to recruit more, especially after it lost a lot of support among the Sunni communities,” he said.

Hamid stressed that IS’ future in Syria depends on the strategies of the new leader, Abu al-Hassan al-Hashemi, as the policies of each leader differ, although the goals remain the same, all of which ultimately aim to establish an “Islamic State.”

Hammam Issa, a journalist based in Idlib, told Al-Monitor, “IS’ attacks against regime forces for years prove that IS still has the ability to plan and execute through mobile cells that often move on motorbikes. The regime forces and allied militias seem to have become almost powerless against IS’ mobile cells in the Syrian desert.”

British-US-Iranian citizen held in Tehran is ‘on hunger strike,’ sister says
[IsraelTimes] Environmentalist Morad Tahbaz wasn’t part of last week’s release of 2 UK-Iranian prisoners; family says London authorities attributed their inaction to fact that he’s American too.

Morad Tahbaz, an environmental campaigner being held in Iran, has gone on hunger strike, his sister said on Monday, accusing the UK government of abandoning him after two other detainees were released.

Nazanin Zaghari-Ratcliffe and Anoosheh Ashoori flew home last week, at the same time as the UK government repaid a longstanding debt to Tehran.

But Tahbaz, 69, who holds British, US and Iranian citizenship, was only released on furlough from Tehran’s Evin prison and was not allowed to leave the country.

After 48 hours he was taken back to prison, reportedly to have an ankle bracelet fitted, but he has not been heard from since.

"We have heard through a relative just now... that he’s been taken from the prison and he’s been taken to an undisclosed location and that he’s gone on hunger strike," Tarane Tahbaz told BBC radio.

"He continues to be used as a pawn on a chessboard. And it’s very distressing, we’re agonizing, we’re absolutely distraught, and we don’t know what the next moves are."

Tarane Tahbaz said that her brother has cancer and has already lost 40 kilograms (88 pounds) in weight.

She accused the government in London of not communicating with the family and not doing enough to secure Morad’s release.

"The only answer we’ve heard from them since is that it’s because Morad is also an American citizen," she said.

The foreign ministry said in a statement that "Morad has now been moved from Evin prison to a residential location in Tehran."

"We have been in touch with Morad’s family throughout the day and continue to lobby the Iranian authorities at the highest levels to allow him to return home immediately, as the Iranian government committed to doing," it said.

He and seven others convicted on similar charges worked with environmental group Persian Wildlife Heritage Foundation to track endangered species and were arrested on suspicion of espionage in early 2018.
