In 2003, a man was arrested for eating the flesh of a freshly buried old woman in what he believed was part of a ritual to make him invincible.
It was easier to get to a dead old lady and eat part of her than it was to get to somebody who was invincible and eat part of him. Being a good Moslem he could only eat a woman after she was dead.
The justice ministry earlier this year proposed banning "black magic" that causes death or suffering, an offence which would carry a five-year prison sentence.
Good idea.

Sea Levels Rising on East Coast Really Fast!
During the 20th century, sea levels along the highly populated U.S. Mid-Atlantic coastline between New York and Virginia rose faster than in any other century during the past 4,300 years, according to a new study. And as those sea levels continue to increase as a result of global warming and local land elevation changes, the risks of coastal flooding will dramatically escalate.
I wonder how we measured sea level 4,300 years ago? And who'd of thought that local land elevation changes could be caused by global warming? But I'm not surprised, really.

The study, by geoscientists at Rutgers and Tufts Universities and published in the new journal “Earth’s Future,” took a comprehensive look at the history of sea level in the Mid-Atlantic, combining sediment records of prehistoric sea level with modern data, which includes readings from tide gauges and satellite instruments. The result is one of the most in-depth examinations of past, present, and future sea level rise of any region in the U.S.
An older (2005?)GPS satellite study showed ocean levels varied from expectations by 75-150 feet, (IIRC), because of local gravity fluctuations. Higher local gravity means lower sea levels. Lighter sediment, rock, and magma underlying the ocean means higher sea levels.

The study found that a 7.87-inch global sea level rise during the 20th century, which was largely driven by manmade global warming, caused Hurricane Sandy to flood an additional 27 square miles compared to what it would have if the storm had struck in 1880 when sea levels were lower. Using figures from Climate Central’s sea level rise database, the researchers found that sea level rise exposed an additional 83,000 people to coastal flooding, with about 45,000 in New York City and the rest in New Jersey.
How many of those 83,000 people came after 1880? Maybe the problem is too many folks too close to the water's edge!

While the U.N. Intergovernmental Panel on Climate Change (IPCC) projected that global mean sea level rise for 2081-2100 will likely be between 10-to-32 inches, those numbers mean little to local policymakers, who must make decisions based on local sea level rise rates that often differ from the global average.
The IPCC, you'll recall, took "big reductions in Himalayan glaciers by 2350" (from a 1989 hydrology study, by the way), to "Himalayan glaciers disappearing by 2035".

Those differences are the result of several factors, including ocean currents that can cause faster or slower rates of sea level rise in some areas, groundwater depletion, which can result in sinking land, and gradual post-ice age adjustments of the land.
Post-ice age adjustments would be up, as the ground rebounds after having a mile of ice removed. I think the author overlooks the rebound, below.

In the Mid-Atlantic region, it turns out, all three of these factors are conspiring to accelerate sea level rise. Every part of the region saw the level rise at a faster rate than the global trend, the study found. In fact, that rate since the early 1900s was nearly double the global average.
So ground rising now causes sea levels to rise? Ask me if I am surprised!

Locations that sit atop a coastal plain, such as the Jersey Shore, are seeing the fastest rates of sea level rise compared to those Mid-Atlantic coastal locations that are built on top of bedrock, such as New York City, since the geology of the coastal plain features more settling of the land from groundwater depletion and long-term sediment compaction. Other studies have also identified the Mid-Atlantic as a so-called “hot spot” of sea level rise, but the new research provides more statistical proof that modern sea level rise in this region is outpacing even periods from several thousand years ago.
We need more money to improve our infrastructure to protect us from MMGW. More boodle!

Even the Federal Emergency Management Agency’s newest flood elevation data, released this year and used to help determine federal flood insurance requirements, failed to include sea level rise projections.

South Sudan declares curfew after troops clash around capital
[Egypt Independent] The South Sudanese president declared a curfew in the capital Juba on Monday after festivities overnight between rival factions of soldiers.

The fighting broke out following months of tension after President Salva Kiir sacked his deputy Riek Machar in July. Kiir blamed troops loyal to Machar for the violence.

Flanked by ministers and wearing combat fatigues rather than civilian clothes, Kiir declared an overnight curfew in Juba effective from Monday night. It would run each night from 6pm to 6am, he said.

An unidentified person had initially fired shots in the air near a conference being held by the ruling party, Kiir said.

"This was followed later by an attack at the SPLA headquarters near Juba University by a group of soldiers allied to the former vice-president Dr Riek Machar and his group. These attacks continued until this morning," he said.

"However,
a woman is only as old as she admits...
I would like to inform you, at the outset, that your government is in full control of the security situation in Juba."

Kiir and Machar are from rival ethnic groups which have clashed in the past. Witnesses said the sound of gunfire and artillery fire had subsided by late Monday morning.

3 out of 5 on 'all-Egyptian' constitution banner likely aren't Egyptian
[Al Ahram] Egypt's outgoing constitution-amending committee has repeatedly stressed that it has drafted a national charter that represents all Egyptians. The huge banner reading "All Egyptians Constitution" hanging in the background during Sunday's international presser, however, barely reflected their assertion. Three out of the five people whose images were used on the banner appear to be foreigners.

The first figure from the far left is a photo of a man dressed as a doctor. Twitter users circulated the same exact photo of the man appearing in an advertisement for a website registered in Arizona, USA that sells treatments for stretch marks.

Next to the "doctor" appears a woman whose picture shows up on the homepage of the Irish website Network Ireland, which labels itself as "business networking for women across Ireland."

The photo of the second person from the right is currently used by AZ Business Magazine -- also registered in Arizona, USA -- in an article about down syndrome patients.

The photo of an Egyptian soldier on the far right of the banner was taken during the first 18 days of the 2011 uprising by Ahram Online news hound Rowan El-Shimi. It was used without her permission. The photo was posted on the writer's blog in February, 2011.

The picture in the middle of the banner of what seems to be an Egyptian farmer was taken by polish photographer Frantisek Staud.

Moreover, the word "Egyptians" in Arabic (Misreyeen) -- placed above the photos on the huge banner -- is misspelled. Instead, missing one letter, the banner uses the Arabic word for "determined" (Mosireen).

38 arrested in Tanzania for female genital mutilation

38 women for carrying out illegal genital mutilation on a group of girls, a local mayor said Monday.

The women were arrested on Sunday as they performed a traditional dance around a house where police found 21 girls, aged from 3 to 15, who had recently undergone excision.

"As soon as I heard about it I sent the police round," Herman Kapufi, mayor of Same district in northern Tanzania, told national television.

Kapufi said some of the girls were still bleeding while others had wounds that were healing.

Female genital mutilation is still performed in some parts of Tanzania, despite having been outlawed officially in 1998.

Studies estimate that 15 percent of women and girls have undergone genital mutilation -- removal of the clitoris in the vast majority of cases.

The practice, generally carried out with a knife or a razor blade without anaesthesia and in non-sterile conditions, attracts a maximum sentence of 15 years in prison.

In some communities in Tanzania, women who have not undergone excision are victims of social exclusion.

Observers also cite a widespread belief that a woman who has been "cut" is more faithful to her husband.

Given the conditions in which the excision is done, girls often die from their injuries or from resulting infections.

At least 21 killed in Congo's east

Most of those killed appeared to have been hacked to death on Friday and Saturday in villages not far from Beni, in Congo's North Kivu province, according to a statement by Martin Kobler, head of the MONUSCO peacekeeping mission. It was not clear who was responsible for the killings, but they highlighted the challenge facing Congo's army and UN forces pacifying Congo's east despite the defeat of M23 rebels, the most serious uprising in years. "These atrocities will not go unpunished," Kobler said in a statement. Three girls appear to have been raped and then beheaded while one of the victims was just months old, the statement added.

Yemen Girl, 3, Hospitalised after Rape by Father
[An Nahar] A three-year-old Yemeni girl has been admitted to intensive care with severe bleeding after being raped by her father, the September.net news website reported Monday.

The little girl was unconscious when she arrived at Al-Thawra hospital in Sanaa, and suffered a vaginal rupture which caused the severe bleeding, the website linked to the defense ministry said.

It did not say when the assault happened.

The girl's uncle has demanded his brother be executed for the alleged crime, saying that the whole family "disowns" the man for the "unforgivable heinous crime," according to September.net.

The unnamed man warned that the family is ready to execute the father if authorities "do not act swiftly."

Executing the father would be _grossly_ unislamic. You sse, in Sharaish it is up to father to sue the perpetrator of a crime against his children. So this ialmic judge would have to relaase him that is the law.

And in case the child's remaing familiy would cut the throat of this animal the perpetrators would get into trouble.

Besides it is just a girl, so even if perpetrator would not be her father, sentence and blood mmoney would be halved. if a man is killed after murdering a woman, the perpetrator has to pay half the price of a man's life to the mudere's family.

NSA leaker Edward Snowden wrote in a lengthy “open letter to the people of Brazil” that he’s been inspired by the global debate ignited by his release of thousands of National Security Agency documents, and that the NSA’s culture of indiscriminate global espionage “is collapsing.”

He said he’d be willing to help the South American nation investigate NSA spying on its soil, but could not fully participate in doing so without being granted political asylum, because the U.S. “government will continue to interfere with my ability to speak.”

The documents revealed that Brazil is the top NSA target in Latin America, in spying that has included the monitoring of Brazilian President Dilma Rousseff's cellphone and hacking into the internal network of state-run oil company Petrobras.

The revelations enraged Rousseff, who in October canceled an official visit to Washington that was to include a state dinner. She's also pushing the United Nations to give citizens more protections against spying.

Armenian soldier killed in Azerbaijan border clash
[Pak Daily Times] Azerbaijani troops killed an Armenian soldier in a fresh clash along the volatile border between the two bitter rivals, the Armenian government said on Monday.

Hrant Pokhosyan, 26, was killed on Saturday when his convoy came under attack at a northeastern sector of the border, Armenia's defence ministry said.

"Azerbaijan continues ceasefire violations... The actions of the Armenian Armed Forced will be preventive and stern," the ministry said in a statement.

Armenia and Azerbaijan are locked in a festering decades-long feud over the breakaway region of Nagorny Karabakh.

Ukraine ruling party demands government reshuffle
[Pak Daily Times] Ukraine's ruling party on Monday demanded a sweeping cabinet reshuffle, as politicians seek to defuse the country's biggest political crisis in a decade.

President Viktor Yanukovych's decision to scrap key agreements with the EU last month and then use police force against protesters sparked the largest demonstrations in the ex-Soviet country since the 2004 pro-democracy Orange Revolution.

But the pro-EU opposition has dismissed these moves as half-measures. It is demanding the resignation of Prime Minister Mykola Azarov, and early presidential and parliamentary elections.

"We have put forward a demand before Azarov to reformat the government by 90 percent," Anna German, a politician with Yanukovych's Regions Party, told news hounds after talks with Azarov.

"Azarov said that he will today let the position of the faction be known to the president and conclusions will certainly be made," she told news hounds after the closed-door meeting attended by the entire cabinet.

German, a former Yanukovych aide, said the resignation of Azarov was not discussed. The president's parliamentary representative, Yuriy Miroshnychenko, told news hounds "decisive steps" were needed.

"An emotional conversation based on principals was held. We have to take the decisive steps necessary to solve the problems," he said. Azarov proposed creating a working group, but the details and timing of any reshuffle had yet to be hammered out, Miroshnychenko added.

The announcement comes after the first direct talks between Yanukovych and the opposition collapsed on Friday.

Turkish cleric poses challenge to Erdogan's might
[Pak Daily Times] Prime Minister Tayyip Erdogan has won three general elections, weathered summer riots, subdued a meddling army and changed Turkey like few leaders before him in a decade in power.

But a rift with an enigmatic U.S.-based Islamic preacher, whose quiet influence in the police, secret services and judiciary looms large over the Turkish state, threatens to shake his hold on power ahead of elections next year.

The powerful network of Fethullah Gulen, who leads a worldwide Islamic movement from a forested compound in the United States, had helped Erdogan's Islamist-rooted AK Party win a growing share of the vote in three successive elections.

"This is a nasty and bloody divorce," wrote Kadri Gursel, a columnist critical of the government but who writes for the broadly pro-Erdogan Milliyet daily.

Summer protests and riots in central Istanbul underlined growing concern especially among secularists about Erdogan's increasingly authoritarian style of government.

Recent months have also brought into the open conflicts with Gulen's "Hizmet" (Service) movement. Chief focus in recent weeks has been a government plan to abolish private "prep" schools, many financed and run by Gulen, on the grounds they give unfair advantage to wealthy parents.

Gulen has set up schools across Africa, the Middle East, the United States and Asia. They are a key source of income but also a powerful instrument of influence, especially in Turkey, creating a network of elite contacts and personal loyalties.

The Hizmet movement is widely seen as having helped break the grip of the army, self-appointed guardians of secularism, over Turkish politics, arguably Erdogan's greatest achievement, through its influence in the judiciary, with hundreds of officers convicted on coup plot charges.

Erdogan has built his own body of wealthy loyalists since he came to power in 2002, largely from the same religiously-minded professional class that revere Gulen, but a rift between the two risks fracturing that support base as polls approach.

When Erdogan visited Washington this year he sent an ally to Pennsylvania to sound out the plans of Gulen, who left Turkey in 1999 after being charged with plotting to establish Islamic law.

Senators seek tougher penalty for rapists
[Pak Daily Times] Legislators in the Upper House of Parliament on Monday passed a resolution demanding appropriate measures against increasing incidents of rape, particularly of minor girls in the country.

Pakistain People's Party (PPP) Senator Mian Raza Rabbani presented the resolution, which was passed unanimously.

He strongly condemned such heinous acts, particularly the recent rape of a minor girl in Lahore. In the resolution, he called upon civil society, intellectuals, holy mans and media to launch a social campaign against perpetrators of this crime and urged federal and provincial governments to amend the law to award stern punishment to those who are found guilty.

Leader of the House Raja Zafarul Haq termed cases of rape "shameful" for the country.

He added, "Rape of a minor is a psychological problem and it should be addressed." He urged all segments of society to play their role against this crime.

India judge ordered to release daughter held over lover
[Pak Daily Times] India's top court on Monday ordered a judge release his 30-year-old daughter who was being placed in durance vile

The Supreme Court ordered Supriya Rathore be reunited with her boyfriend who was forced to take legal action to have her released from her father, a high court judge in the northwestern state of Rajasthan.

"She is a major and has the liberty to make her choice in marriage," judges H.L. Dattu and C. Nagappan told the couple, who were in the court in New Delhi for the ruling.

The boyfriend, Siddharath Mukherjee, had petitioned the court, saying the father, who belongs to the Hindu Rajput warrior caste, opposed his daughter marrying a man from the Bengali-speaking Brahmin caste.

Rathore herself had also emailed police and the courts during her month-long detention at the family home in Jaipur city, seeking their help to get her released and reunited.

Acting on the boyfriend's petition, the court ordered police on December 12 to transport Supriya to New Delhi for Monday's hearing.

"I have no complaints against anyone including my parents," Supriya told the court during the hearing. "I love them all but I want to go with Siddharath Mukherjee as I want to marry him," she said, as the court offered her protection if she felt threatened in any way.

Illegals Want In-State Tuition - Unexpectedly!
To the WaPo, she's an "immigrant", a disservice to all the legal immigrants.
Giancarla Rojas is not an American citizen, but she has an American dream. The Falls Church resident has worked doggedly to become the first in her family to attend a four-year college, since her parents brought her here illegally from Bolivia as a child.
So it's not her fault she's illegal!

She won a reprieve to stay in this country under an Obama administration proclamation initiative, maintains a 3.8 GPA at a community college and has a résumé packed with volunteer work, but George Mason University is still out of reach.
Are there any legal citizens who could use a subsidy to go to George Mason?

The 19-year-old cannot afford the $29,000 a year out-of-state tuition Virginia charges for enrollees with her immigration status, so she and six other students filed a lawsuit Tuesday in Arlington County Circuit Court arguing that they should pay the same lower rates as other long-time Virginia residents.
I scanned the rest of the article; nowhere do I see the comparable in-state tuition.

Specifically, the suit seeks in-state tuition at public colleges for recipients of the Obama administration’s Deferred Action for Childhood Arrivals (DACA) program, which was created in the wake of the failure of the DREAM Act in Congress.
Who needs Congress, when you can just dictate pronouncements?

The lawsuit marks the latest flashpoint in a heated national debate over whether to grant the benefit to children brought here illegally. Maryland became one of at least 17 states to do so last year. The issue is also the subject of litigation in Georgia and Arizona.

A legislative analyst did not predict the financial impact on schools, saying the number of undocumented students enrolled in Virginia colleges was unknown. However, the analyst said schools might offset any potential financial losses by enrolling more out-of-state students.
Or simply charging more money (call it a "tax")to all the legal citizens!

Were that even true, how quickly did 'the month' occur? The reported diversity of disease suggests an initiation trigger event for what might have been the naturally occurring progression of disease.
