Accused Rwandan war criminal arrested crossing US border
A Rwandan man accused of war crimes was nabbed by the US Border Patrol in northern Maine after a local citizen reported a "suspicious person" walking near the Canadian border, law enforcement officials said Thursday.
Not the Mexican border? Fascinating.
Jean Leonard Teganya, a Rwandan who authorities said had violated international law and the Canadian Crimes Against Humanity and War Crimes Act, walked across the border illegally on Sunday when he was spotted, according to a statement from the Department of Homeland Security. He was later detained and processed for removal from the United States.

Canadian court documents say that Teganya, an ethnic Hutu, and his family fled Rwanda in 1994. He traveled first to Congo, then Kenya, and India, before finally entering Quebec to seek asylum..

A Canadian immigration agency denied refugee status to Teganya, saying he was complicit in the killing of 200 Tutsis at a hospital where he was a medical intern. Teganya, the son of a convicted war criminal in Rwanda, told a judge he could be detained and subject to torture and punishment if returned to Rwanda.

After multiple appeals, a Canadian court issued a warrant for Teganya's removal from Canada. A spokeswoman for the US Customs and Border Protection said formal charges had yet to be filed and that a judge would ultimately determine whether Teganya would be returned to Rwanda, or Canada.

The Liberian slum where Ebola spreads death among killer virus 'deniers'
[TELEGRAPH.CO.UK] If ever there was a likely spot for an outbreak of the deadly Ebola virus, New Kru Town in Liberia is it. A sprawling slum of the country's war-ravaged capital, Monrovia, it is home to 50,000 people, and has next to no functioning lavatories, sinks or bathrooms.

Sewage runs openly through its maze of corrugated shacks, and in Liberia's wet season — at its height right now — tropical torrents turn it into one vast, warm, moist, breeding pool for germs.

It hardly feels surprising then, in the wake of several locals dying from Ebola, to see health teams daubing blue crosses on a number of shacks around town.

These, however, are not to identify those who have caught the disease, but to mark the relatively few New Kru Towners who have been visited by the teams and accepted their advice on how to avoid getting it. So far, only around 500 houses have been marked — and with health workers themselves accused of spreading the disease, some parts of New Kru Town remain decidedly hostile.

"This is a very poor neighbourhood where sanitation is lacking and people are not well educated in the principles of hygiene," said Tamba Bundor, leader of a team of hardy volunteers from local health charity Community Development Services, a Unicef partner, as he drove his car through wet, sandy backlanes.

Zambia Bars Entry for Citizens from Ebola Countries
[AnNahar] Zambia has banned the entry of citizens from countries hit by the deadly Ebola virus, which is ravaging nations to the north of the continent, the health ministry said Saturday.

The ruling targets citizens of Liberia, Nigeria, Sierra Leone and Guinea.

Even delegates to conferences already organised in Zambia would be barred, Health Minister Joseph Kasonde said in a statement on the ministry's website.

"Ensure that all international events that may involve delegates (from) affected countries are postponed, cancelled or such delegates excluded," he said.

Zambians returning from travel to Ebola affected nations would be thoroughly screened and quarantined if they were seen to be at risk of carrying the virus, the statement said.

World Health Organisation chief Margaret Chan said in Geneva Friday that the epidemic in west Africa which has killed nearly 1,000 people in Guinea, Liberia, Sierra Leone and Nigeria was the worst of its kind in four decades.

Guinea Closes Land Borders with Liberia, S. Leone over Ebola Fears
[AnNahar] Guinea on Saturday said it was closing its land borders with Liberia and Sierra Leone in a bid to halt the spread of the deadly Ebola virus which has claimed hundreds of lives in the three west African countries.

"In order to better control contact" with people suspected of carrying the Ebola virus, "Guinea has decided to temporarily close its land borders with Liberia and Sierra Leone," government front man Albert Damantang Camara said.

Socialist Student Front of Rajshahi University unit Alamgir Hossain Sujon said a group of people with plain dresses picked up Debashis Ray from Kazla gate of the university at around 2:45pm while they were returning home from campus together on Saturday noon.

Sujon also informed that Debashis was picked up on a police van that left the spot quickly.

Debashis might be arrested by the law enforcers, Sujon said.

They, however, were not aware of the reasons behind his arrest, he said.

In a purging move by the embattled world leader, heads of the Ministry of Internal Affairs, the Federal Drug Control Service and the Investigative Committee of the Russian Federation lost their jobs.

The dismissals, reported exclusively by Euromaidan Press, are said to have been carried out in secret.

While no official announcement appears to have been made by Mr Putin, news hounds have posted links to the Kremlin's official website — which can be translated into English — that show a list of staff "released" from their posts.

The move is understood to have been made on Wednesday, 6 August, but has not been reported in any of the mainstream media, either at home or abroad.

A number of high ranking military personnel are included among the 18 named.

The dismissals are laid out in two decrees. One has the rather abstruse title: "On the appointment, removal from office or dismissal from military service military personnel and employees of some federal government agencies."

Eyewitnesses: Rocket crashes in Inner Mongolia
Herders in a remote region of Inner Mongolia were evacuated from their homes by local authorities after a rocket exploded in their neighborhood on Thursday.

Photos posted on China's Sina Weibo service and later deleted showed clouds of orange smoke and wreckage bearing the logo of China Aerospace. Local residents and eyewitnesses said the rocket exploded in Arbas subdivision of Otog Banner in the Ordos administrative region.

One resident, named Chagaanbaar said, "I saw it ... the smoke was red and yellow. [It crashed] about one kilometer away."

He said no one had died in the explosion, which hit Bulong Gachaa, a remote and sparsely populated rural area inhabited by traditional herding families. Chagaanbaar said they were told to leave.

Meanwhile, local resident Huhe, who posted the photographs, said the rocket had first been wrongly reported as a missile.

He said, "I wrote the wrong thing in Chinese, but yes, it did come down in that location, and the local authorities have now sealed off the area. Neither the police nor the government have given an explanation of what is going on here."

"A lot of people saw it, such a massive impact. It left a huge crater," Huhe added. He said the authorities had been quick to clear away the wreckage.

A duty officer who answered the phone at the Arbas police station said, "We can't let you have any information, because this is a secret matter."

But he confirmed that a clean-up operation had already been carried out. "There is nothing remaining at the scene now," he added.

He said police were "currently looking for the source of the online photographs."

The U.S.-based website Mongolia News reported on Thursday that the 'rocket' was a missile launched from the Jiuquan Satellite Launch Base, also known as the Dongfeng Aerospace Base, and that local people feared it could cause contamination of the grasslands.

Closing a four month gap since the previous orbital launch, China successfully launched the Yaogan Weixing-20 mission from the Jiuquan Satellite Launch Center. Launch took place on Saturday at 05:45 UTC from the 603 launch pad of the LC43 launch complex using a Long March-4C (Chang Zheng-4C) launch vehicle.



Chinese Launch:

The Yaogan Weixing-20 mission is composed of three satellites, with Chinese media referring to the new satellite as “a new remote sensing bird that will be used for scientific experiments, land survey, crop yield assessment, and disaster monitoring.”

As was the case in the last launches of the Yaogan Weixing series, Western analysts believe this class of satellites is being used for military purposes.

In particular this mission is similar to the Yaogan Weixing-9, Yaogan Weixing-16 and Yaogan Weixing-17, with three satellites flying in formation like a type of NOSS system.

Designed for locating and tracking foreign warships, the satellites will collect the optical and radio electronic signatures of the maritime vessels that will be used in conjunction with other information valuable for the Chinese maritime forces.

Yaogan-9 was launched on March 5, 2010, with Yaogan-16 bring was launched on November 25, 2012, and Yaogan-17 launched on September 1st, 2013.

This launch was the 202nd Chinese orbital launch and the 201st launch of the Long March launch vehicle family. It was also the 65th successful orbital launch from the Jiuquan Satellite launch Center.

De-Dollarization Accelerates - China/Russia Complete Currency Swap Agreement
As RT reports,
In early July, the Central Bank’s chairwoman Elvira Nabiullina said Moscow and Beijing were close to reaching an agreement on conducting swap operations in national currencies to boost trade. The deal was later discussed during her trip to China.

President Vladimir Putin, during his visit to Shanghai in May, said cooperation between Russian and Chinese banks was growing, and the two sides were set to continue developing the financial infrastructure.

“Work is underway to increase the amount of mutual payments in national currencies, and we intend to consider new financial instruments,” Putin said after talks with President Xi Jinping.

The Russian and Chinese central banks have agreed a draft currency swap agreement, which will allow them to increase trade in domestic currencies and cut the dependence on the US dollar in bilateral payments.

“The draft document between the Central Bank of Russia and the People’s Bank of China on national currency swaps has been agreed by the parties,” and is at the stage of formal approval procedures, ITAR-TASS quotes the Russian regulator’s office on The last 3 months have seen Russia's "de-dollarization" plans accelerate. First Gazprom clients shift to Euros and Renminbi, then the UK signs currency swap agreements with China, then NATO ally Turkey cuts ties and mulls de-dollarization,Switzerland jumps in the currency swap agreements, and BRICS create their own non-US-based funding vehicle, and then finally this week, Russia's oligarchs have shifted cash holdings to Hong Kong. But this week, as RT reports, Russian and Chinese central banks have agreed a draft currency swap agreement, which will allow them to increase trade in domestic currencies and cut the dependence on the US dollar in bilateral payments. “"The agreement will stimulate further development of direct trade in yuan and rubles on the domestic foreign exchange markets of Russia and China," the Russian Thursday.

The Russian Central Bank is not giving precise details on the size of the currency swaps, nor when it will be launched. It says this will depend on demand.

According to the bank, the agreement will serve as an additional instrument for ensuring international financial stability. Also, it will offer the possibility to obtain liquidity in critical situations.

“The agreement will stimulate further development of direct trade in yuan and rubles on the domestic foreign exchange markets of Russia and China,” the Russian regulator said.

Currently, over 75 percent of payments in Russia-China trade settlements are made in US dollars, according to Rossiyskaya Gazeta newspaper.

And as we have explained repeatedly in the past, the further the west antagonizes Russia, and the more economic sanctions it lobs at it, the more Russia will be forced away from a USD-denominated trading system and into one which faces China and India.

Ukraine Says Another 13 Of Its Troops Die In Conflict-Torn East
[AnNahar] Fears mounted Saturday in Ukraine of a possible Russian invasion in the guise of a "humanitarian" mission to the conflict-torn east where Kiev said another 13 of its troops died in fighting with pro-Moscow rebels.

The United States has warned that any unilateral intervention by Russia, including in the form of a humanitarian mission, would be considered an invasion.

Shelling meanwhile continued in the rebels' main eastern stronghold of Donetsk, which has become the new battleground in the four-month conflict between Ukrainian government forces and eastern separatists.

An Agence La Belle France Presse journalist heard repeated shelling in the city throughout the morning. Local authorities said mortar fire hit neighborhoods north and southwest of the center, and one person was killed.

Ukraine's forces, which have been battling to wrest control of eastern strongholds from the rebels, which the West believes to be backed by Russia, reported 13 casualties in the last 24 hours.

The Red Thingy also announced it was stepping up its aid activities in Donetsk and the second main myrmidon bastion of Lugansk where local authorities have warned of a looming humanitarian catastrophe with many residents left without water and power for days.

A top official from Ukrainian President Petro Poroshenko's office revealed late Friday that Kiev had managed through diplomatic channels to halt a Russian convoy, including troops and military hardware, advancing towards the border under the guise of a humanitarian mission.

"The Ukrainian side has reasonable grounds to believe that the convoy could be used to further escalate tensions," the foreign ministry added on Saturday.

The Red Thingy acknowledged that it had received an offer from Moscow to organize aid convoys, and would welcome any effort to ease civilian suffering in the region, but denied Saturday that any such action had taken place.

U.S. ambassador to the U.N. Samantha Power on Friday slammed Russian proposals to set up humanitarian corridors to east Ukraine.

A "unilateral intervention by Russia in Ukrainian territory, including one under the guise of providing humanitarian aid, would be completely unacceptable and deeply alarming and would be viewed as an invasion of Ukraine," she said.

She drew a parallel with the 2008 crisis in South Ossetia, when Russia justified sending troops into the Georgian territory in response to civilian suffering.

Russia's Deputy Foreign Minister Sergei Ryabkov hit back Saturday that Power's comments demonstrated the extent of "anti-Russian hysteria" in Washington.

"Our proposal has clearly humanitarian objectives but our initiative is tossed aside and they only talk about how Russia would supposedly try to slip into Ukraine under the guise of humanitarian aid something that doesn't please the U.S.," he told ITAR-TASS news agency.

In Donetsk, an AFP news hound heard loud kabooms in two different locations around 6 am (0300 GMT) Saturday and again later in the morning. Apartment blocks and a hostel in the Kievsky district north of the city had shattered windows and there was shelling damage inside flats, AFP witnessed.

A local resident said: "It was the Ukrainian authorities. They have been firing on the (self-proclaimed) Donetsk People's Republic all morning from the direction of the airport."

The one-million-strong city has been at the heart of fighting in recent days as government forces seek to recapture rebel strongholds and cut them off from the Russian border. Almost 50 troops have been killed over the last three days alone.

So far, the four-month conflict has left over 1,300 dead and over 4,000 injured, according to the U.N.

The Red Thingy announced it was stepping up its activities in eastern Ukraine citing the "deteriorating humanitarian and security environments" there.

Red Thingy spokeswoman Sitara Jabeen told AFP however that aid could only be distributed "if our teams have safe access to work in those areas."

Local authorities in Lugansk said Saturday that the situation was "critical," with no power, running water or phone connections for a week now, while fuel had run out and food supplies were running low.

Some 285,000 people have fled their homes in four months of what the Red Thingy has already called a civil war.

The sanctions war between Russia and the West also simmered on with La Belle France now threatening to take Moscow to the World Trade Organization over its food embargo -- a tit-for-tat move taken in retaliation for massive EU and U.S. sanctions against Russia over its support for the Ukrainian rebels.

Tensions between Russia and the West have hit their highest point since the Cold War over the crisis in Ukraine.

Rebel leader calls for cease-fire in besieged Donetsk
[USATODAY] A top separatist leader on Saturday admitted that Ukrainian forces had surrounded Donetsk, the stronghold of Russian-backed rebels, and called for a ceasefire on humanitarian grounds.

"We are ready for a ceasefire in order to avert the humanitarian catastrophe growing," Alexander Zakharchenko, prime minister of the self-styled Donetsk People's Republic, said in a statement posted on a rebel website, according to the News Agency that Dare Not be Named and AFP news agency.

Igor Girkin, a top commander of the pro-Russia bully boys, also acknowledged Saturday that Donetsk was surrounded and conceded that Ukrainian troops had gotten the upper hand in eastern Ukraine after four months of fighting.

The appeal by Zakharchenko comes as Russia is pressing to send a humanitarian convoy into Ukraine to parts of the besieged eastern regions, an offer that the Ukrainian government has labeled a ploy to cover a military invasion.

Although Western countries says Moscow has assembled some 20,000 troops just across the border, Russia has denied it .

Zakharchenko -- who took over as prime minister of of the DPR last week -- warned that rebels were determined the defend Donestk if Ukrainian forces tried to capture the city of one million people.

"The fight will be for every street, for every house, for every meter of our land," Zakharchenko said, and would turned the city into a new "Stalingrad," a reference to the Soviet Union's refusal to surrender the city of Stalingrad to the Nazis during World War II.

His revitalization of the economy, which grew an average of 5 percent over the past 11 years, has coincided with a more authoritarian style of rule. Turkey last year was the world's leading jailer of journalists, according to a Committee to Protect Journalists census.

At least 39 killed in Iranian plane crash
[REUTERS] At least 39 people were killed on Sunday when an Iran-140 Sepahan Air passenger plane crashed after takeoff from Tehran's Mehrabad airport on a flight to Tabas in northeast Iran, state media reported.

Initial reports said that all of the 48 passengers and crew had been killed, but state media later reported that some passengers had been injured and transferred to hospital.

Islamic Theocratic Republic News Agency (IRNA) said that eight or nine had survived and quoted a doctor as saying that one of the injured had regained consciousness.

Iran's airlines have been plagued by crashes, which Iranian politicians blame on international sanctions that block the airlines from replacing their aging fleets. About 14 crashes involving Iranian planes were reported in the decade to January 2011.

President Hassan Rouhani ordered a halt to all flights of the Iran-140 pending full investigation, IRNA said.

VA apologizes for error in patient-death report
WASHINGTON — The Department of Veterans Affairs has apologized for what it called an "inadvertent" mistake that underreported the number of deaths linked to delays in cancer treatment at VA medical facilities.

"VA inadvertently caused confusion in its communication" of a review of cases involving patient harm or deaths linked to delays in treatment for gastrointestinal cancers, the agency said in a statement obtained by The Associated Press.

The VA apologized for the error and said, "There was no intent to mislead anyone with respect to the scope or findings of these reviews."

A lawmaker who has been leading oversight of the beleaguered agency was unsatisfied.

"Even though landmark VA reform legislation has been signed into law, it seems the same sort of dishonesty and deception that caused the VA scandal is continuing unabated at the Department of Veterans Affairs," said Rep. Jeff Miller, R-Fla., chairman of the House Veterans Affairs Committee.

The dispute centers on a VA "fact sheet" distributed to Congress in April. The report said a review of 250 million cases dating to 1999 showed 23 veterans with gastrointestinal cancers had died under questionable circumstances related to treatment delays.

The department said in a statement Thursday that officials had actually reviewed only 11,000 cases over a two-year period, from October 2009 to September 2011, and found that 24 veterans had died.

Miller called the discrepancy "a blatant attempt to mislead Congress, the press and the public" by manipulating the number of deaths linked to treatment delays.

"To chalk all this up to a misunderstanding ... doesn't pass the smell test," Miller said, noting that former VA Secretary Eric Shinseki and other officials had cited the April fact sheet as evidence that treatment delays had caused relatively few deaths over a 15-year period.

The VA said the confusion occurred because several reviews were underway at the same time, including two that became "intertwined in written and oral statements, leading to confusion" that reached all the way to up to Shinseki, who repeated the 1999 claim in comments to reporters after a Senate hearing in May.

Miller called on Robert McDonald, the new VA secretary, to launch an investigation to "find out who hatched this plot" and fire those responsible.

A law signed Thursday by President Barack Obama is intended to help veterans avoid months-long waits for health care and crack down on VA employees who cover up long wait times or perform poorly.

#2  Nah. History shows only serious expenditure in blood alters institutionalized cultural behaviors. There is no will to carry out the penalties necessary to alter them there. Remember also, unlike the uniform military, these guys can quit any time they want.
