SB 960, proposed by Republican Sen. Nancy Skinner, would remove the provision that an individual must be a citizen or permanent resident of the United States in order to become a police officer, FOX LA reports.
The bill only allows for legal immigrants to become police officers, a source familiar with the bill told Fox News Digital. However, the language in the bill itself does not specify that illegal immigrants are barred from doing so. The term "illegal immigrant" was unnecessary to include as other sections of federal law already barred illegal immigrants from becoming officers, the source continued.
"This bill only allows those who are living here legally and have the legal ability to work here -- through a visa, a green card -- to become peace officers. I just want to be clear on that," said Sen. Skinner at a March 22 Senate Public Safety Committee.
The bill received its second reading on Tuesday and is now onto its third reading.

Anna Netrebko and Dmitri Khvorostovsky singing "Moscow Nights" at this outdoor summer evening concert in Red Square is magical. They were the best. The chemistry between them is obvious. I love this video, wish I could have been there... but Khvorostovsky passed away a few years ago and they're trying to cancel Netrebko and Gergiev as well. Too bad. Our loss.

Back in 1997, Bismarck ND had about 18" of snow in the April 4-7 storm. Depending on cold front timing, intrusion of moisture, etc. this storm could hit 20"+

Been looking at houses in Fort Worth Tx last week. Housing market is crazy - Seller's market for sure.
Many sellers are taking bids for 'best and highest'. I wasn't interested in that - too easy to have a buddy bid up the price.
Most builders can only contract a few houses per month due to supply problems. They don't want to commit to a schedule / closing date unless they know they can meet it - due to the unreliable supply chain. Don't like buyers getting pissed off because of delays caused by supply problems.
Just about every builder has a 'waiting list'.
Most seem to increase their prices every few 'sells'. They flat out tell you: "I sell three or four houses and then up the price". They say it's because of supply prices.
Nevertheless construction is everywhere. 400-500 acre masterplan communities with thousands of homes. Some are even building schools inside their communities.
Went to one model home where the person said "From Washington? We entirely understand - no need to explain!". Everyone seems to be moving to Texas. I'm hoping that more conservatives than liberals are going there.
We did find a place. Waiting to contract it out. Like the area - hit 95F on Monday. Good food and the people are genuinely nicer.

Perhaps unsure of who was truly controlling the town as Russian forces were withdrawing and desperate for food to feed their families, these actions were deemed sufficient proof for collaboration and led the Ukrainian forces to shoot them. There is also some evidence that at least some of the victims may have been caught in an artillery barrage by Ukraine forces entering the city (or possibly Russian forces who had retreated).
Finally, the Ukrainians surely know that allegations of Russian atrocities—like earlier stories about Russia attacking nuclear plants and suggestions of Russia’s imminent use of chemical weapons—are the easiest way to manipulate the West into becoming a combatant. Similar “just so” stories had much to do with American involvement in the Syrian civil war. They were timed to appear just as the United States made noises about withdrawing. Stories about either genocide or the use of weapons of mass destruction in Ukraine are likely to amplify NATO’s already significant assistance to the Ukrainians.

In the US, it works like this:
*Company grade officers are 01 through 03 - 2nd Lieutenant, 1st Lieutenant, and Captain. These are the officers 'down in the trenches', as it were. In the Russian tradition, these poor bastards are going to be out front providing a good example before they get the dead.
*Field grade officers are 04 through 06 - Major, Lieutenant Colonel, and full Colonel. These folks command the sub-units such as Squadrons, Battalions, Regiments, and Wings. In the Russian system, they tend to be a lot closer to the fight than we get.
*Flag Officers are Generals and Admirals, 07 through 010 - Brigadier General, Major General, Lieutenant General, and full General. In Western practice they tend to stay some distance behind the lines to the point where they will likely never hear any of the shooting. In Russian practice, these guys are expected if necessary to go forward and die to correct any errors.

When you make your first star in the American Army, you are literally given a flag. It's a tradition. Normally its in his/her office but is to present when the individual is at an official event (speaking, review, et al), in which case the highest take precedent if several are present.
Was that like they verified the Hunter Laptop was disinformation, or verified it was mostly accurate?

[REGNUM] During the shelling of the liberated part of Mariupol by the armed forces of Ukraine (AFU), 13 civilians were injured. This was announced on April 9 by the representative office of the Donetsk People's Republic (DPR) in the Joint Center for Control and Coordination of the Ceasefire Regime (JCCC).
"In the operational line of the DPR JCCC, information was received about the wounding of 13 civilians in the previously liberated territory of the Mariupol settlement," the report says.
As reported by news agency REGNUM , earlier the Investigative Committee of Russia opened two more criminal cases on the fact that Ukrainian militants shelled Donbass with heavy weapons.

Captured nationalist spoke about foreign troops in Azovstal
[REGNUM] About 200-300 non-Ukrainian servicemen are located with Azov fighters (an organization whose activities are banned in the Russian Federation) in the building of the Azovstal metallurgical plant in Mariupol. This was told by a captured nationalist, the head of Chechnya Ramzan Kadyrov wrote in his telegram channel .
He posted a video in which the man expressed regret that he had fought against Russia. The prisoner gave the Russian servicemen information about how many people are in Azovstal, where they are stationed and how they are armed.
"There are foreign troops at Azovstal, I don’t know which country, 200-300 people, and Azov (an organization whose activities are banned in the Russian Federation) 1500-2000," the prisoner said.
"Did you see how they are transformed and filled with a nightingale when it’s tight? Now they regret that they chose this path, they remember the unity of peoples, the brotherhood of the Slavs," Ramzan Kadyrov commented on his words.

Ukrainian military accused of blowing up nitric acid tank in LPR
[REGNUM] A container with nitric acid in the city of Rubizhne, Luhansk People's Republic, was blown up by the Ukrainian military. This was stated by the representative of the People's Militia of the LPR Ivan Filiponenk.
It is assumed that the time of the cistern explosion was chosen with the expectation that nitric acid would get into the liberated village of Kudryashovka, Severodonetsk region of the Luhansk People's Republic. The Ukrainian military blame the people's militia of the LPR for the explosion.

Al-Alimi's speech comes as both sides trade accusations of breaking the week-old internationally brokered cease-fire that was ushered in at the start of the Islamic holy month of Ramadan. The truce is supposed to last two months but many similar efforts in Yemen's conflict have floundered in the past.
On Thursday, Yemen's exiled president Abed Rabbo Mansour Hadi stepped aside in a move likely orchestrated in Riyadh, and transferred his powers to the presidential council lead by al-Alimi.
"This is a council of peace, but it is also a council of defense and strength," he said.
The country's new head of government made no mention of any compromise with the Houthis. He thanked the U.N. and U.S. envoys to Yemen for their efforts but also praised all who attempted to "take back the country and its institutions."
On Friday, both sides said they had documented some 80 violations of the cease-fire in just the past day, in reports published on their official media. [JUSTTHENEWS] The Missouri Supreme Court ordered on Friday that St. Louis Circuit Attorney Kimberly Gardner comply with a public records request from Just the News Editor-in-Chief John Solomon regarding the prosecution of former Gov. Eric Greitens.
Solomon filed a public records request in July 2019 under Missouri's Sunshine Law for about two and a half years' worth of communications between Gardner's office and the Missouri Workforce Housing Association, state Representatives Stacy Newman and Jay Barnes, along with several other groups and individuals.
Gardner is one of the first big-city district attorneys bankrolled by liberal megadonor Soros.
The public records request sought documents related to Gardner's fizzled 2018 prosecution of Greitens, who resigned from the governorship less than two years into his term.
The prosecutor accused Greitens of felony invasion of privacy for allegedly threatening to release a photo of his partially nude girlfriend if she talked about their affair. However, alcohol has never solved anybody's problems. But then, neither has milk... Gardner had to drop the case after admitting she lacked the alleged photo and facing the prospect of being called as a witness in the case by Greteins' lawyers.
Initially, Gardner ignored the public records request and then claimed that the documents did not fall under the state's Sunshine Law. Solomon's suit alleged that Gardner's refusal was a knowing violation of the law and sought release of the records, civil penalties and attorneys' fees.
The state Supreme Court refused to hear Gardner's final appeal on Thursday. On Friday, the court sent the case back to trial court, while ordering that her office produce the requested records within 30 days. The court also ordered that Solomon be paid attorney's fees and costs for the appeal.
The Missouri Supreme Court on Friday affirmed a lower court’s ruling that ordered St. Louis Circuit Attorney Kim Gardner to turn over more than two years’ worth of communication records with billionaire Democrat megadonor George Soros.
Just the News editor John Solomon filed a public records request under Missouri law in 2019 seeking communications records between Gardner’s office and Soros, the Soros Fund Management, and Soros’ Open Society Foundation in connection with Gardner’s prosecution of former Missouri Gov. Eric Greitens (R) in 2018.
In addition to Soros and his groups, the request sought communications records between Gardner and the Missouri Workforce Housing Association, two state representatives, and several other individuals and groups.
Friday’s order comes just days before Gardner is scheduled to have a disciplinary hearing, after Missouri Chief Disciplinary Counsel Alan Pratzel accused her of professional misconduct and concealing evidence in her investigation into Greitens. Gardner could potentially lose her license to practice law in Missouri if the ethics violations charges are sustained at Monday’s hearing.
Gardner launched a politically charged investigation into Greitens in 2018 after the former governor was accused of having an affair and blackmailing the woman with compromising photos while in office. Instead of having the St. Louis Police Department investigate these allegations, Gardner hired former FBI agent William Tisaby to conduct the investigation.
Last month, Tisaby pled guilty to evidence tampering and was sentenced to probation after facing six felony counts of perjury and one count of evidence tampering in connection with the Greitens investigation.
Gardner dropped an invasion of privacy charge against Greitens after a judge determined she would have to testify under oath as part of the case.
Greitens was forced to resign as governor during Gardner’s investigation and announced March of 2021 he would run for the U.S. Senate in 2022.
On Saturday, a security source said members of ISIS kidnapped shepherds in the Makhmour district.

The Biden team picked up the old script in January 2021 and have been ticking off the items one by one. And they’ve been just as unsuccessful this time round, too.
Israel carried out Arclight airstrike ...KABOOM!... s on government-held positions in Syria on Saturday afternoon, the state news agency SANA said, without reporting any casualties.
"The Israeli enemy launched an aerial assault from the direction of northern Lebanon Hezbollahstan ...Formerly inhabited by hardy Phoenecian traders, its official language is now Arabic, with the usual unpleasant side effects. ... targeting a number of positions in the central region," SANA reported, citing a military source.
The news agency said air defenses were activated and intercepted some of the Israeli missiles over the Hama province. It said damage from the strikes was still being assessed. Syria regularly claims to intercept Israeli missiles, though military analysts doubt such assertions.
Local reports said explosions were seen near the town of Masyaf and nearby areas in the west of government-controlled Hama province. Photos posted to social media showed large plumes of smoke in the area.
While alleged Israeli attacks in Syria typically take place under the cover of darkness, Saturday’s strike was conducted at around 6:45 p.m. while the sun was still out, according to SANA.
The area around Masyaf, which is thought to be used as a base for Iranian forces and pro-Iranian militias, has been repeatedly targeted in recent years in attacks widely attributed to Israel.
The area is also home to a facility belonging to the Scientific Studies and Research Center, known as CERS, which itself has been struck several times in the past.
Western officials have long associated CERS with the manufacture of chemical arms. According to the United States, sarin gas was developed at that center, a charge denied by the Syrian authorities.
In early March, Israeli strikes near Damascus killed two officers from Iran’s Revolutionary Guards, the Islamic republic’s ideological army. The Guards vowed to avenge the killings and subsequently launched strikes on what they claimed was an Israeli "strategic center" in Iraq’s autonomous Kurdistan region.

Israeli security forces on Saturday raided the West Bank home of the terrorist who carried out the deadly shooting attack in Tel Aviv on Thursday night.
The Israel Defense Forces said Paleostinian button men opened fire toward troops operating in the city of Jenin and other nearby villages. In footage posted online, heavy gunfire was heard in the area. The IDF said there were no Israeli casualties.
According to the Paleostinian Authority Health Ministry, one Paleostinian was killed and at least 13 others were maimed in the festivities.
The dead Paleostinian was named as Ahmed as-Saadi, a Paleostinian Islamic Jihad ...created after many members of the Egyptian Moslem Brotherhood decided the organization was becoming too moderate. Operations were conducted out of Egypt until 1981 when the group was exiled after the assassination of President Anwar Sadat. They worked out of Gaza until they were exiled to Lebanon in 1987, where they clove tightly to Hezbollah. In 1989 they moved to Damascus, where they remain a subsidiary of Hezbollah... gunman from the Jenin refugee camp. His M16 rifle was seized by IDF troops.
After several hours, Israeli troops left the Jenin refugee camp.
Security forces said three people were arrested in the raid, including a gunman who was seriously maimed in a firefight and taken by military helicopter to the Rambam Medical Center in Haifa for treatment.
According to reports, the military sought to arrest the father of Ra’ad Hazem, the terrorist who killed three people when he shot up a Tel Aviv bar on Thursday evening, but he was not home at the time of the operation. Hazem’s father, Fathi, is a former security prisoner who previously served as an officer in the Paleostinian Authority’s security services in Jenin. He has refused an Israeli request to be questioned.
According to the Paleostinian reports, the troops in Jenin on Saturday gathered evidence from the Hazem family home and questioned others relatives at the scene. The reports said that relatives of Hazem are suspected of assisting him in preparations for the attack as well as helping him carry it out.
The Shin Bet security agency has said Hazem had "no clear organizational affiliation, no security background and no previous arrests."
In addition to the searches, the Hazem family home was mapped out by troops ahead of a potential demolition. Israel demolishes the homes of Paleostinians accused of carrying out deadly terror attacks as a matter of policy. The efficacy of the policy is controversial even within the Israeli security services and human rights ...which are usually open to widely divergent definitions... activists have denounced it as unfair collective punishment.

[JUSTTHENEWS] Pak Prime Minister Imran Khan ...aka The Great Khan, who isn't your heaviest-duty thinker, maybe not even among the top five... was tossed out of office early Sunday morning in Pakistain, with the country's main legislative body voting by a bare majority in favor of a no-confidence measure directed at the now-former leader.
Members of the opposition party in Pakistain's National Assembly voted 174-168 in favor of the no-confidence resolution, securing a razor-thin margin in favor of throwing out Khan, a former cricket star turned political leader.
Members of Khan's party had earlier staged walkouts in opposition to the process. The parliamentarian speaker of the house had also resigned in protest.
While no Pak prime minister has ever completed a full term in the country's 75-year history, Khan is the first Pak prime minister to be removed from office through a no-confidence measure. The prime minister had earlier tried to dissolve parliament in an attempt to head off efforts to oust him.
Critics had alleged that Khan had mismanaged the country's economic affairs. Khan, meanwhile, has called upon his supporters to stage nationwide demonstrations in opposition to the efforts to unseat him.

Israeli authorities imposed new restrictions Saturday on the West Bank governorate of Jenin, which has seen repeated firefights between Israeli soldiers and Paleostinian button men and from which the perpetrators of two recent major terror attacks hailed.
The Jalameh and Rihan checkpoints in the Jenin area will be closed for Arab Israelis to enter and exit, according to Israel’s military liaison to the Paleostinians, which is widely known by its acronym COGAT.
The crossings are a key economic artery for the city. Arab Israelis regularly enter to shop in Jenin, and the Ramadan holy month is a crucial time for businesses to get in the black.
At the same time, Defense Minister Benny Gantz indicated Israel would continue its policy of loosening some restrictions for West Bank Paleostinians during Ramadan, after previously warning the more relaxed policies could be "threatened by terrorism."
Israel has eased freedom of movement for Paleostinians who wish to attend Friday prayers at Jerusalem’s al-Aqsa Mosque during the Moslem holy month, including allowing kids, women, and some men entry without permits.
Gantz said the army "will continue and intensify" operations "alongside the continuation of civil policy as was agreed" — a reference to the eased restrictions.

The best way to try to keep everyone off the trail that leads to Biden being convicted of influence-peddling is to keep the war on the front pages for as long as possible. Any normal or rational leader would want to end the war and end the sanctions, but Biden is doing everything possible to prolong the killing.

[WashingtonExaminer] A man charged in the Jan. 6 riot at the Capitol backed out of a deal to plead guilty just days after a federal judge declared another defendant not guilty in the first acquittal connected to the attack.
Shawn Witzemann previously came to a deal to plead guilty to four misdemeanor charges next week, but he changed his mind after U.S. District Judge Trevor McFadden granted a full acquittal to another defendant who was charged with entering a restricted building. Facing similar charges, Witzemann told prosecutors on Thursday that he would seek a similar fate.
"He didn't want to plead guilty to begin with, but he was afraid to trust the judicial system in D.C.," said Guy Womack, who represents Witzemann, according to NBC.
Witzemann was arrested last April on four charges, including entering and remaining in a restricted building, disruptive conduct in a restricted building, violent mostly peaceful entry and disorderly conduct on Capitol grounds, and demonstrating or picketing in a Capitol building.
Investigators connected Witzemann to the attack after discovering he livestreamed his conduct inside the Capitol building on Facebook, according to court documents. He later admitted to federal officials he was inside the building, noting he often travels to demonstrations to provide live coverage.
"He was acting as a journalist," Womack said.
McFadden earlier this week absolved former federal contractor Matthew Martin of his charges connected to the Jan. 6 riot after his attorneys demonstrated he may have believed he was being waved into the Capitol building by coppers. The decision was the first acquittal in connection to the Jan. 6 riot, setting the stage for other defendants to challenge courts to avoid charges.
More than 775 people have been charged in connection to the Jan. 6 riot, with more than 225 pleading guilty. Martin was only the third to go to trial so far after McFadden found Couy Griffin, the co-founder of "Cowboys for Trump," guilty on March 17 and a federal grand jury found Guy Wesley Reffitt guilty on three counts just a week earlier.
Witzemann will appear before Judge Thomas F. Hogan to plead his case and could face jail time if convicted.

[NYPOST] A convicted murderer serving a life sentence for an unrelated killing has been indicted by a Georgia grand jury in connection with the death of an Army private who was found dead on the side of a road from a gunshot blast decades ago.
Marcellus McCluster, 64, was served with an arrest warrant for the death of René Dawn Blackmore at a correctional facility near Augusta, where he is incarcerated for a 1983 Stewart County murder conviction. The indictment charges him with one count of malice murder and four alternative counts of felony murder, officials said.
Blackmore, 20, an Arizona native, was stationed at Fort Benning, Georgia when she disappeared on April 29, 1982. She vanished while on the way back to her barracks from Columbus, the town outside the military installation.
A month later, her wallet and sweater were found on a roadside in nearby Cusseta, a few miles from the Army post.
On June 28, 1982, Blackmore’s remains were found off a logging road a few miles south of Chattahoochee County, Vic Reynolds, director of the Georgia Bureau of Investigation, said during a Thursday news conference. It was determined she died from a shotgun blast.
Kimberly Schwartz, an assistant district attorney for the Chattahoochee Judicial Circuit, noted there are no statute of limitations for murder.
"Out of all the crimes on all the books, this is the one crime that takes from the victim that fundamental right that we all have, which is the right to live out the rest of our lives that we’ve been given,’’ she said.

Three members of Iranian-backed militias were killed by members of the same faction on Saturday east of Deir ez-Zor, east Syria.

A member of Abu al-Fadl al-Abbas Brigade killed three of his colleagues using a Kalashnikov gun in the outskirts of the al-Qoriya when the three men went out to deliver logistic supplies to the military sites, a military source of the Iranian-backed Quds Forces in al-Qoriya town, 50 km east of Deir ez-Zor, said.
The source, who spoke on condition of anonymity, said the attacker killed the three men in order to steal weapons, mobile phones, and cash the three men were supposed to deliver to the military sites.
