[RedState] Thanks to the Seattle City Council’s Monday vote to cut her salary and gut the police department, Police Chief Carmen Best is resigning, effective September 2nd.
SEATTLE (AP) — Seattle’s police chief says she is stepping down, a move made public the same day the City Council approved reducing the department by as many as 100 officers through layoffs and attrition.
Carmen Best, the city’s first Black police chief, said in a letter to the department that her retirement will be effective Sept. 2 and the mayor has appointed Deputy Chief Adrian Diaz as the interim chief, KING-TV reported Monday. Councilmembers had approved the cuts Monday.
"I am confident the department will make it through these difficult times," Best said in the letter. "You truly are the best police department in the country, and please trust me when I say, the vast majority of people in Seattle support you and appreciate you. ... I look forward to seeing how this department moves forward through the process of re-envisioning public safety. I relish the work that will be done by all of you."
In an email to police Mayor Jenny Durkan said she she accepted Best’s decision "with a very heavy heart."
"I regret deeply that she concluded that the best way to serve the city and help the department was a change in leadership, in the hope that would change the dynamics to move forward with the City Council," Durkan wrote.
Durkan and Best planned a Tuesday morning news conference.
The mayor picked Best in July of 2018 to lead the department. She had been serving as interim chief.
A military veteran, Best joined the department in 1992 and had worked in a wide variety of roles, including patrol, media relations, narcotics and operations and deputy chief.
Cuts to the department have been supported by demonstrators who have marched in the city following the police killing of George Floyd in Minneapolis but strongly opposed by Durkan and Best.
Measures that would cut less than $4 million of the department’s $400 million annual budget this year passed out of committee unanimously last week. On Monday, only council member Kshama Sawant voted against the budget package, saying it does not do enough to defund the police.
Seattle currently has about 1,400 police officers and the reductions fell far short of the 50% cut to the department that many Black Lives Matter protesters are seeking. Several council members on Monday said the changes were a starting point in a long process to reimagine policing and public safety.
The City Council also cut Best’s roughly $285,000 annual salary and the pay of other top police leaders, although the final cuts to Best’s salary were significantly more modest than those approved last week. The council plan also takes officers off a team that removes homeless camps.
"While we can’t do everything in this summer rebalancing package, we have set the path forward for tremendous work in front of us as a council and as a city," Council member Teresa Mosqueda said.
Durkan and Best had urged the council to slow down its discussions about police budgets, saying the issue could be taken up in earnest when the 2021 city budget is considered. They also said any layoffs would disproportionately target newer officers, often hired from Black and brown communities, and would inevitably lead to lawsuits.
Durkan has proposed cutting about $20 million from the police budget this year largely because of reduced revenues amid the COVID-19 pandemic. Last month, the mayor sketched out a plan to reduce the police budget by about $75 million next year by transferring parking enforcement officers, the 911 call center and other areas out of the department.
"It is unfortunate Council has refused to engage in a collaborative process to work with the mayor, Chief Best, and community members to develop a budget and policies that respond to community needs while accounting for — not just acknowledging — the significant labor and legal implications involved in transforming the Seattle Police Department," Durkan said in a statement after the vote.

Ashkenazi made thinly-veiled hints that Hezbollah was responsible for the blast and that the 2,750 tons of ammonium nitrate stored at the Beirut port may have belonged to the terrorist organization. Israel has long held that Hezbollah controlled the port.

Before returning to Afghanistan in 2002 he was a scholar of political science and anthropology. He worked at the World Bank working on international development assistance. As Finance Minister of Afghanistan between July 2002 and December 2004, he led Afghanistan's attempted economic recovery until the Karzais stole all the money... , former president Hamid Maybe I'll join the Taliban Karzai ...A product, and probably the sole product, of the Southern Alliance... , and other political figures also called on the Taliban for an immediate start to the intra-Afghan talks.
The members of the Loya Jirga in the resolution welcome and support the lasting peace with dignity to bring peace and stability to the country.
The resolution also states that if imported muscle are among the 400 Taliban prisoners "they must be handed over to their countries with valid guarantees."
It also said that the release of the remaining Taliban prisoners must come with the assurance that the direct talks between the government and the Taliban will start "without any excuses."
The resolution also called for an immediate and long-lasting ceasefire and called on the international community and the Unites States to implement their commitment regarding this.
The statement also said that the people and the government of Afghanistan must be assured that the released Taliban prisoners "will not return to war and their activity will be monitored."
The resolution urged the international community to cease direct and indirect intervention in Afghanistan’s affairs and to cease their support for terrorist groups.
They urged the Taliban and Afghan government to end the violence and conflict in the country and to solve the rifts through negotiations.
It also pointed out that the "Islamic values, the role of scholars, basic government institutions, democracy and the two-decade achievements of Afghanistan "must be preserved and strengthened."
The resolution also stated that the members of the Loya Jirga believe that women, as half of the body of society, should have a legal and political status and play a constructive role and participation in all stages of the process.
The Loya Jirga members also believe that the Constitution is a national guarantee which must be preserved, but, if necessary, it is possible to amend it, in accordance with the mechanism provided for within it, the resolution said.
The resolution mentioned that the Afghan cops are guardians of the national illusory sovereignty and territorial integrity of the country and must be "supported and strengthened."
According to government data, out of the 400 prisoners in question, 156 of them have been sentenced to death, 105 of them are accused of murder, 34 of them are accused of kidnapping that led to murder, 51 of them are accused of drug smuggling, 44 of them are on the blacklist of the Afghan government and its allies, 6 of them are accused of other crimes, 4 are accused of unspecified crimes.
The list of 5,000 prisoners was given to the Afghan government by the Taliban to be released ahead of intra-Afghan negotiations, which are now expected to be held in Doha.
So far, the government has released 4,600 of the prisoners on the Taliban list, and an additional 500 that were not on the Taliban list. These last 500 were freed during Eid in response to the Taliban’s announcement of a ceasefire.

Did Sullivan show bias? Was a mandamus an appropriate way to resolve the claim of bias? Should Sullivan have acted as an umpire who adds more innings? Did Sullivan follow the law as established by SCOTUS? Did Sullivan act appropriately by trying to appoint Gleeson to act as what is essentially a special prosecutor. Did Sullivan act properly by establishing an amicus process to gather more information to decide whether or not to dismiss the non-case of the Justice Department? Was exculpatory Brady material withheld from Sullivan's?

Seems that way magpie. There is a tortured interpretation of the law by the appeals court which seems only to protect Sullivan from what Is a "very hard slap for judicial abuse in the appeals court" and to insert more delays into the judicial process. There seems to be little recognition of the earlier decision made by the panel of three judges.
I'm reading comments in other places and in stories about the ongoing hearing. They are not very favorable towards the D.C. District Court of Appeals. I doubt that they care.
More of "Show me the man and I'll show you the crime." Lawfare at nearly the highest level.

Back before the fall of the Roman Empire, or something like that, a federal judge in my corner of the world had a case against what we would now call a black activist pending before him. Probably after a cocktail or two, that judge was heard to say "I'm going to get that [African-American]." His impartiality was reasonably called into question, and a second federal judge (a really great one) chose to disbelieve the first judge's denial. Story here. Other than the races being reversed and Judge Sullivan being a touch more subtle about his intentions, I don't see much difference.

Aside from affording Sullivan protection from the overt scolding as a partisan operative in this case, the judges seem likely to scurry to find a thread to return this case to Sullivan for more delaying tactics, while keeping the gag order in effect as long as possible. The are desperate for a Pardon by Trump to use for ammunition in the upcoming election as a proof of both corruption and a validation of the Russia-hoax ruse for just a little while longer. Another institutional veil slips and the clarity that Washington is so much more like Imperial Rome besides the neo-classical architecture remnants built when we were a confident, proud and united nation.

[USGS] The largest earthquake that has occurred, as of this release, is a magnitude 4.6 at 8:56 AM PDT on August 10. This earthquake and the associated swarm are located approximately 8 miles from the southern end of the San Andreas Fault. This area has also seen swarms in the past — most recently, in 2001, 2009, and 2016. Past swarms have remained active for 1 to 20 days, with an average duration of about a week.
During this earthquake swarm, the probability of larger earthquakes in this region is significantly greater than usual. The southernmost section of the San Andreas Fault is capable of rupturing in large magnitude earthquakes (magnitude 7+), but the last earthquake that strong was more than 300 years ago. In a typical week, there is approximately a 1 in 10,000 chance of a magnitude 7+ earthquake on the southernmost San Andreas Fault. That probability is significantly elevated while swarm activity remains high.
The following three scenarios describe possibilities of what could happen from 10 August to 18 August. Only one of these scenarios will occur within the next week. These scenarios include the possibility of earthquakes on and off the San Andreas Fault.
Scenario One (Most likely, about 80% chance): Earthquakes continue but none will be larger than magnitude 5.4 within the next 7 days.
The most likely scenario is that the rate of earthquakes in the swarm will decrease over the next 7 days. Some moderately sized earthquakes may occur (magnitude in the range M4.5-M5.4), which could cause localized damage, particularly in weak structures. Smaller magnitude earthquakes (M3.0+) may be felt by people close to the epicenters.
Scenario Two (Less likely, about 19% chance): A larger earthquake (magnitude 5.5 to 6.9) could occur within the next 7 days.
A less likely scenario is a somewhat larger earthquake (up to a M6.9). Earthquakes of this size could cause damage around the Salton Sea area and would be followed by aftershocks that would increase the number of smaller earthquakes per day.
Scenario Three (Least Likely, approximately 1% chance): A much larger earthquake (magnitude 7 or higher) could occur within the next 7 days.
A much less likely scenario, compared with the previous two scenarios, is that the ongoing swarm could trigger an earthquake significantly larger than the M4.6 that occurred on the 10 August (i.e., M7.0 and above). While this is a very small probability, if such an earthquake were to occur, it would have serious impacts on communities nearby and would be followed by aftershocks that would increase the number of smaller earthquakes per day.

In the other side of the country, there was a 5.1 magnitude earthquake early Sunday morning centered around Sparta, NC. It was the biggest since 1916. 5.1 magnitude earthquake. It was fairly shallow in origin.

I've heard the theory that at one time the Gulf of California extended north to include what we now know as the Salton Sea. From what I've heard, it used to boast excellent fishing and was a swinging hot spot of a resort. Like most of California, it is subject to seismic activity.
From https://www.fws.gov/refuge/Sonny_Bono_Salton_Sea/about.html... The courses of the New and Alamo Rivers run through the Refuge, providing fresher water to the Salton Sea. However, because the Sea has no outlet, the salt content of the water has increased steadily over time. Due to agricultural runoff and rise in the level of the Salton Sea, most of the original Refuge area has been covered completely by the salty lake. At present, only about 2,000 acres are farmed and managed for wetlands. Rye grass is grown on the Refuge as food for wintering geese in the area. However, as farming practices have changed, less water is being used on neighboring crops and therefore runoff into the Salton Sea has decreased over time, lowering the shoreline and further increasing salt content. I think it was about three months ago we decided that Sweden's die was cast.
Sweden's die was cast long before Xi's gift. The reason they had a relatively low number of casualties (only 10 times of their neighbors) is because they already practice distancing. For example, 40% of Swedish households are single person.

You understand a 100 years ago women had about the same life expectancy as men. Needing children for your family social security (cause the state didn't offer it), child mortality rates meaning more tries to secure that old age protection, and birth complications all had major impacts upon that calculation. Then the oppressive patriarchal medical establishment reduced the mortality rate of the latter two factors. With the vote, the ladies addressed the first factor. Then they opted out of doing the dirty and dangerous jobs of the society to insure the death rate calculations would always skew in their favor.

Other than hair loss the list of lingering side effects was exactly what I experienced after having double pneumonia. It took a long time to very gradually rehabilitate myself with sad and pathetic weights and even sadder walks since running was then far in the future.
I couldn't have even begun any of that without supplementing my diet with zinc, selenium, magnesium and potassium daily. My hair did go from black to grey in a relatively short time. I am a limited sample to be sure, but I know what happened.

Any older studies on the long-term effects of the 1957 Asian flu, the 1968 Hong Kong flu or any subsequent seasonal flu pandemics?
I bet not. Not enough researchers to do the work 50 years ago or media panic to drive the interest. So we really have nothing with which to compare COVID-19.

The Secret Service can confirm there has been an officer involved shooting at 17th Street and Pennsylvania Ave. Law enforcement officials are on the scene. More information to follow.
The Secret Service provided details of the shooting in a tweet late Monday. A 51-year-old male allegedly approached a Uniformed Division officer who was standing at his post on the corner of 17th Street and Pennsylvania Avenue near the White House. The man told the agent he had a weapon and, while he approached, took off in a sprint and "in a drawing motion, withdrew an object from his clothing," the statement read.
"The suspect then crouched into a shooter’s stance as if about to fire a weapon," the statement read. At that point, the agent fired his weapon and struck the subject in the torso.
That intersection is right outside the White House grounds.
The Secret Service said in a tweet that a male subject and a USSS officer were both transported to a local hospital. "At no time during this incident was the White House complex breached or were any protectees in danger," the agency said, adding the investigation is ongoing.
A law enforcement source told Fox News it appears the wounds to the suspect in the officer-involved shooting are not fatal.
There was a brief, joint presser late Monday night with the Secret Service and the Washington, D.C., Metropolitan Police Department that stressed that the investigation was in its early stages. City police will play a supporting role.
No doubt the details will soon be revealed, but in the meantime the question, dear Reader, as always is: jihadi, Antifa, or nutter?

Time to evac all US personnel and equipment from Turkey, especially the B61 nuclear bombs, before they become hostages. [FoxNews] Disgraced cyclist Lance Armstrong's bike shop in Austin, Texas, is cutting ties with local police.
Mellow Johnny's Bike Shop will no longer purchase, re-sell or service police-issued Trek bikes, even though the City of Austin had already greenlighted the request, due to "the current evaluation of community policing in Austin."
"Businesses can no longer be non-participants in the communities they serve," Mellow Johnny's in Austin said in a statement. "We chose what we think will do the most to suture these divides and place our community on the right side of history. We have had to make these choices before when we felt companies whose products we sold put kids at schools at risk of violence. We lost sales due to this choice."
The store had previously cut ties with Vista Outdoor over its connection to the National Rifle Association.
Despite its latest decision, Mellow Johnny's said its shop is not "anti-police."
"We do believe our local police force will protect us from the very threats we are receiving right now," Mellow Johnny's said in the statement.
Mellow Johnny's opened in Austin in 2008. There is another Mellow Johnny's in Fort Worth, Texas, under different management, the Fort Worth Star Telegram reported

I ride a 40 year old Specialized StumpJumper, the original mountain bike. It's too heavy and only 18 speed. Still, If they came out all Woke today, the bike is long paid for an still works. If I had to replace it I mint have to hunt around.

Brown began to respond but was cut off by Lightfoot, who accused the news hound of trying to "bait" them with the question.
"No, no, don’t — do not bait us," Lightfoot said. "Do not bait us. This is a serious situation. People are concerned about their safety. Officers are concerned about their safety. So don’t bait us."
Lightfoot added that the city is aggressively searching to identify the people responsible for the unrest.
"When we do [identify them] and we do make those arrests, our expectation is that this is going to be treated with the level of seriousness that it should be, period," Lightfoot said. "Don’t try to bait us, mischaracterize, pit one against the other — we’re not playing that. We are in a serious situation here, and we need a serious response. That’s what we’re saying, period."
The question asked likely revolves around Cook County State Attorney Kim Foxx's decision last month to drop charges against hundreds of protesters who gathered in the city following the police killing of George Floyd in Minneapolis.
Foxx said at the time that violent mostly peaceful offenders, including some looters, would be prosecuted, but up to 817 protesters who had minor charges against them would get off scot-free.

New York’s true nursing home death toll cloaked in secrecy New York’s coronavirus death toll in nursing homes, already among the highest in the nation, could actually be a significant undercount. Unlike every other state with major outbreaks, New York only counts residents who died on nursing home property and not those who were transported to hospitals and died there.
That statistic could add thousands to the state’s official care home death toll of just over 6,600. But so far the administration of Democratic Gov. Andrew Cuomo has refused to divulge the number, leading to speculation the state is manipulating the figures to make it appear it is doing better than other states and to make a tragic situation less dire.
How big a difference could it make? Since May, federal regulators have required nursing homes to submit data on coronavirus deaths each week, whether or not residents died in the facility or at a hospital. Because the requirement came after the height of New York’s outbreak, the available data is relatively small. According to the federal data, roughly a fifth of the state’s homes reported resident deaths from early June to mid July — a tally of 323 dead, 65 percent higher than the state’s count of 195 during that time period. Arpaio, 88, who billed himself as "America's toughest sheriff," trailed his former chief deputy, Jerry Sheridan, by 6,280 votes out of 443,056 ballots cast in Tuesday's four-way Republican primary, according to the county elections department.
Hopefully Sheriff Arpaio’s former deputy learned all his master had to teach, and so electing him is like getting a younger Arpaio. Because 88 is a tad long in the tooth to be saddling up and chasing after bad guys.
The latest results showed Sheridan with 156,396 votes, compared with 150,116 for Arpaio, leaving the former long-time sheriff of Maricopa County no chance of closing the gap with just 2,385 ballots still to be counted.
In the November general election, Sheridan will face incumbent Democrat Paul Penzone, who ousted Arpaio from office in a 2016 landslide victory.
Arpaio, damaged by a series of court judgments that cost local taxpayers more than $178 million to date, went on to lose a race two years later to fill the seat of the late Republican U.S. Senator John Maverick McCain ... the Senator-for-Life from Arizona, former presidential candidate and even more former foot soldier in the Reagan Revolution. All new arrivals in the Gaza Strip will be required to spend at least 21 days in quarantine, the Health Ministry says.
There are currently 10 cases of the novel coronavirus in the Gaza Strip, all of which have been contained in quarantine centers delegated by Hamas for new arrivals.
Gaza has so far been spared any reported community spread of the virus.
Egypt and Hamas sealed the Rafah crossing in March for those trying to leave Gaza. There has been no announcement as to when Gazooks will be allowed to exit the Strip and enter Egypt.
[FoxNews] As the U.S. surpasses 5 million coronavirus cases, awaits a vaccine and debates sending kids back to schools, Texas emergency room physician Dr. Natasha Kathuria told "Fox & Friends" her state might see another surge in cases.
With the Lone Star State recording its highest seven-day positivity rate since the pandemic began, the Austin-based doctor says hospitals are at about 80 percent capacity in the big cities as Texas surpasses 500,000 positive cases and more than 8,800 deaths, the Houston Chronicle reports.
"We've seen this wave hit Texas pretty hard, and we're holding steady right now. We've seen a slow decrease in hospitalizations, but our death counts are still up there," Kathuria, Global Outreach Doctors board member, told co-host Ainsley Earhardt.
Earhardt asked about reopening schools in the fall as a new report found more than 97,000 children tested positive for COVID-19 in the last two weeks of July.
"I can guarantee that number is actually much higher," Kathuria said of cases in youth. "We don't really test kids that often. They're usually asymptomatic, they have very mild symptoms, but they're still shedding this virus, so that is going to artificially be low no matter how good we are about testing right now."
But the doctor is worried that sending kids to schools and sending them home could affect parents and grandparents who go to work and travel, which could worsen the spread.
As health officials prepare for a vaccine, Kathuria said, "our biggest concern is 'are people actually going to get the vaccine?'"
Instead of just focusing on a vaccine, she believes the focus should be on prevention.
"We have the PCR test,
...the slow but accurate one...
we have the antibody test,
...fast, but high false positives and false negatives...
but we need better rapid, at-home testing available where someone can just take it like a pregnancy test and we have the technology for it," Kathuria said. "We just need to push for it and lower our restrictions on different testing methods and not set the bar so high so that we can really control this. Our best armor for this is prevention right now."

For the last 84 days, new cases per Worldometer average 42k, or 3.56 million new cases. In that same period, the number of "serious/critical' runs between 16k and 18k - virtually flat.
A little less than 1,000 per day (average) expire. I didn't track the 'recovered', which I suppose is those discharged from the hospital.
So I conclude that of the new cases each day, about 1-2,000 got into 'serious/critical' and about 1,000 of the serious/critical' expire, and the other thousand or so - recover.
Or - of the 42,000 new cases per day, around 40,000 do not go to the hospital. That's 95%, which is consistent with other reports from more learned folks.

[FoxNews] Attorney General Bill Barr accused the media of pushing their own "narrative" instead of reporting facts on the ground when it comes to coverage of civil unrest in cities across the country following George Floyd's death.
In an interview with Mark Levin on Fox News' "Life, Liberty & Levin," Barr lamented that while people are "rushing the police" and "throwing rocks," the media reports on "peaceful demonstrators" instead.
"They are projecting a narrative. When the word ’narrative’ came into currency I knew we were in trouble, because the word narrative suggests that there’s no objective truth," Barr said. "There’s no real story of what happened, it’s just everyone has their own narrative. And you get to where the press can justify presenting a story that doesn’t really correspond to objective truth but ’it’s our narrative, we have a narrative you have a narrative.’"
Barr went on to say that he was "appalled" by coverage of the violence because "it's happening right out in the streets," in public view.
"Anyone with eyes can see what’s happening. They see the violence, they see these groups of agitators in their black outfits, and their helmets, and their shields, which incidentally have the — have the hammer and sickle on them most of the time, rushing the police, causing violence, throwing rocks, people showing up with the rocks and frozen bottles," Barr said. "That’s happening. It’s happening in front of people."

An aerospace company called Hermeus on Thursday announced a contract with the US Air Force and the Presidential and Executive Airlift Directorate to develop a hypersonic aircraft for the presidential fleet.
While the next Air Force One, a modified 747-8, is due to be delivered by Boeing next year, the Hermeus contract looks toward its eventual replacement.
Hermeus said it won the contract after designing, building, and successfully testing a prototype of an engine capable of propelling an airplane to Mach 5, or five times the speed of sound — about 3,300 mph. Mach 5 represents the delineation between supersonic and hypersonic speeds.
Hermeus plans to build a demonstrator vehicle over the next five years, with commercial aircraft envisioned in about a decade, Skyler Shuford, its cofounder and chief operating officer, said in 2019. A press release announcing the Air Force contract said part of the project would focus on integrating Air Force requirements into the airplane's designs. I suspect it will be prototyped as Air Force Two...maybe Three...

They each cover a lot of space. A movement of twenty miles one way or another wouldn't make much difference. So a movement of twenty miles one way or another needn't be considered an iron-clad tell.
And if you had a couple of them, you have to put them someplace and with their coverage, it hardly matters as long as they're both not in the exact center of the area to be defended. I'd wait for some leaked email or something as to what is expected, as opposed to the deployment suggested on the box.
