While I strongly support the 1st.

So will there be an arrest of this pile of bio-mass?

Based on past US Supreme Court rulings, any Fed or State Justice Dept. need only prove criminal recklessness with harmful intent, and that such a specific crime did occur, in order to bring charges for an arrest.

NOTE:Also, it "might" open the door for US Civil Tort $$$$$$ actions.
