Post hoc ergo prior hoc Fallacy. A government in South America will not 'reward' an up and coming officer with a cushy 'educational' tour if they an enemy of the ruling junta. Besides the thought that the Spanish would need anybody to teach them about torture and vicious counterinsurgency is laughable. Bastinado was favorite down there and they invented it all on their own.
