#2 Ted is the type of guy the feds fear most: crazy smart and targeting people who he feels cause his problems. The last thing politicians want is for crazy smart people to bypass innocent people and go straight to the source.

It was the public publishing of his manifesto that resulted in his brother and mother recognizing it may be him that lead to his arrest and reporting it. The 'authorities' were against that publication.
