#11 "Air Force Two" is simply the call sign for any US military etc. aircraft that the vice president is travelling on. Those planes do have at a minimum certain comms capability in case of an emergency that takes POTUS offline.

As a result they are sometimes used by Sec State on official travel OCONUS as well.
