#1 The Washington sniper gave these guys the idea: Deliver the poison via air-propelled dart gun, like that used for big game. The noise factor would be minimal, and covered up if done in a busy traffic area.

They WON'T go for the Bulgarian umbrella trick, since the populace would quickly learn to just grab anyone who pricks him and scream for help. And don't tell me the Brits wouldn't respond: Given the rugby/soccer riots, I know they've got it in them to pile on and give the offender serious hurt.
