#2 The only thing that has to be done to expand the size of our armed forces is for Congress to authorize the increased recruitment and expenditure.

From the end of the Vietnam War (and the draft) in the early 70's until the Soviet Union went tits-up in 1989, we had no trouble at all maintaining military manpower at 160% of what it is today, WITHOUT ANY DRAFT.
