#2 Idled factories? Based on Mr. Wife's experience with a similar situation in Egypt, may I suggest that the lines be taken apart and carefully cleaned from end to end to remove small rodent skeletons that break up and block things when product is put through. That added months to Mr. Wife's start-up, it did.
