Well, the story is likely being translated from Mexican reporter speak to US reporter speak, so it could be anything. My guess is magazines for a assault rifle.

No, a "Charger" is a device to load magazines faster and with less effort, it's really useful for loading when you have either multiple magazines, or a very large magazine (As used in machine pistols and some machine guns) a different kind of "Charger" is used to lace up belts, as used in the .30 and .50 machine guns.

It's a very limited-use tool, not usually found outside of a Military Armory. it's very posession implies that you intend to fire a very large ammount of ammo. (Revolution?)
