The fact that fewer people are dying now does not change the reality that this is a dysfunctional state that can easily slip back into civil war."

It may not look like a quagmire, but Harry and Nancy say it is still a failure, so we agree the quag is gonna come back to the mire.

Sounds like Congress, to me.
