#4 They already build a lot of oil rigs for use in China and offshore areas like the South China Sea.

If this follows the pattern of other Chinese investments in Venezuela, they're going to be built mostly by Chinese labor onsite that _goes home to China_ to spend its money (if any) and doesn't buy much from the local economy. Or pay much to the local shakedown artists.
