#6 They may not have been exporting it from North Korea. North Korea operates a shipping fleet. If you have freight to ship, you can get a NorK ship to move it for you. Just because the ship is registered in North Korea and the vessel is crewed by North Koreans doesn't mean the cargos all originate or terminate in North Korea.
