#2 They leave out the obvious answer to "Who killed JR?" I suggest Dubai might have done the deed. Motive? MONEY. They are trying to become the Vegas of the middle east. The need westerners (rich ones) to buy their mega-condos and stay at the 5-star motels. Having terrorists arms dealers around simply is not good for business. But I agree this is way to big for a Mossad. The can't afford to burn this many agents.

1. Probably at the request of the UAE. There have been extensive, albeit low-key military and commercial ties between the US and UAE over the past few decades.

2. Possibly also because a U.S. bank is involved, which indicates the hit-team may have made some of its preparations in the US.

I can just see the new ad campaign, tagline "Join the FBI and see the world!"

The FBI does maintain liaison offices in many nations.
