#3 There are two types of ships at sea:
1) submarines;
2) targets.

Japanese sub fleet is very good. I've heard from old shipmates that their boats are very hard to track.

#4 Japan's subs are among the best in the world and their ASW gear is world class as well. What they do not produce in-country, they buy from the US and enhance where they can. Nowadays, the US gets the enhancements back because of technology transfer agreements.

#5 Japan was defeated by submarines, more than any other weapon in WWII. It's no surprise they would recognize their value. Especially against a power that is dependent upon oil imports, as they also were and still are.
