* SAME > US NEGOTIATING FOR CONTRUCTION OF MILITARY BASE IN AZERBAIJAN.

But the Azeri Govt = Baku has given the US conditions to meet first, namely ...

> Provide protection agz the occurrence of any "Arab/Muslim Spring" in Azerbaijan.
> No US threat of any sort to Russia vee the Base - US must work diligently to cooper + coordinate wid Moscow on Regional issues.
