#11 Part 1: Stop hating yourselves for things that happened before you were born and convince your people to have enough children to more than replace themselves.
Part 2: Set up bonded workers program and import Mexicans or other hard workers with no claims (real or imagined) on your territory. Bring them in to do all the work at reasonable wages and with no promise of citizenship.
Part 3: Exporting undesirable non-citizens.

Not rocket science if you believe a culture is worth preserving. If not (as most politicians in the West seem to believe) you bring in immigrants willy-nilly as a worker underclass to solve today's problems and discover that they hate you tomorrow.
