#1 Higgins then said he had decided to resign because sheriff Bobby Guidroz had given him orders he could not follow.

One might suspect the Sheriff's 'order' was likely an instruction that Captain Higgins provide a public apology to the thugs and their families. The ACLU wins and we lose a fine policeman.
