#4 Scrap the whole thing and say that if you have pre-existing conditions and can't get coverage you'll be covered by the VA system. Then dump a ton of money into the VA (and hand the people responsible for recent VA screwup over to General Mathias to determine what should be done with them).

And remove barriers to insurance between states.
