#1 Two points: Think about the intended audience for this story and consider how they swallow it whole and with gusto. We are constantly told the federal government is strapped for cash, but our scarce taxpayer dollars (record amounts collected recently) pay the salaries of idiots like this.

Normally, I'd say federal records preservation requirements, but that should rest with the originator. Just file a note of the final disposition of said document. Classified as burn before reading.
