#2 The cities (not the building owners) hired the demolition contractors to clean up the messes fomented by the city. And now the cities are sending the cleanup bills to the building owners at exorbitant rates (because all the waste is 'hazardous', don't you know).

Municipal Dem Government at it's finest.
