Obama's deal was de facto ratified by Congress by passing the Iran Review Act 98-1/400-25.

Most Republicans and some Democrats knew that acquiescing to a nuclear armed Iran would be unpopular so they set the stage for some obfuscatory failure theater.

The vote shows that there's a very broad consensus in Iran's favor in the American political class.

Biden will get all legislative support he needs to make amends to Iran.

I would contend that Congress is *required* to review and pass any Treaties by vote - they cannot simply legislate away their responsibilities - that would require a constitutional amendment.
But then I'm not a 'Constitutional Scholar'.
