#4 harder for contractors to qualify for a waiver and sell foreign-made goods to federal agencies

The last Federal projects I worked on (2002-2017) had 'Buy American' only for steel, thanks to the unions. Only steel needed a waiver.

Other than that, contractors strive to provide the cheapest product that meets the specifications. They ain't trying to unload cheap CCP stuff.
