Note the lawyerly defense. They retroactively defined them as not under the care of the US military - presto, the problem is fixed! This is why you hire expensive lawyers.

1. Putting dogs on planes, and not people, bad optics.
2. Flying plane loads of hajjis to another mooslim land and not being able to land, offload, or transfer dogs, bad optics.
3. Having haggis refuse evacuation flight because of barking dogs, bad optics.
4. Fotos of dogs were left behind in cages, bad optics, denial required.
5. 90% of the dogs that wanted to get out, got out.
6. Rabies vaccination records were lost or unavailable.
7. Chinese Embassy volunteered to coordinate successful canine repatriation, or something.
