Exactly so. Think about the trade made by Clinton and Bush fils, and doubled down on by Bathhouse and Pres. Magoo:
- we got Russia to dissolve the Eastern Bloc (Warsaw Pact)
- we got Russia to create a new China-Russia bloc

So we used to play the China card against Russia.
Now China is playing the Russia card against us.

#2 Russia has some, er, experience in how communist regimes operate. I'd imagine that would play a role in how they view and deal with China.
