Governments have a very easy way of dealing with bank runs -- just order each and every one to close down. AFAICT, every deposit agreement between a bank's customer and the bank acknowledges that the bank can limit deposits for a variety of sound reasons and the customer can't do anything about it. In Canada, actions taken by the PM is (or can be) one of the "sound reasons". If a potential bank customer won't trust these banks, he is free to store his cash elsewhere. Metal detectorists in the UK are still finding "cash" ancient Romans buried there centuries ago.
