#12 Bit of a tire expert here. Those aren't Soviet-era heavy truck radials. Chinese military tires, and I believe specifically the Yellow Sea YS20. This is a tire I first encountered in Somalia and Sudan; it's a bad Chinese copy of the excellent Michelin XZL military tire design. cite XD

#15 Most likely they are setting up forward bases. They stopped just inside their artillery's range and are starting to work their way around the edges of the city to encircle it. Pretty standard Soviet doctrine. Set a base for artillery, encircle the city, then get online and roll in right behind the artillery barrage.
