#1 ....There won't be a referendum, and they know it. There might be an announcement along the lines of, "Hey, we had a vote after lunch and everybody wants to be Russian."

#3 I see a good future for this sort of thing. Red areas can hold referenda and report to blue cities that they have been declared independent as a result of the vote and will now be on their own.
