#2 Unless it steerable and GPS (and possibly laser guided) then it is a kludge. Sounds like a defense contract looking for funding really.

#3 tl;dr: they built a baby cruise missile

It is a kludge. They took an existing air-launched precision glide bomb (GBU-39) and stuck it on an existing MLRS rocket to get a long-range guided artillery rocket. It's kinda clever and makes use of parts that were going to be tossed. I like the little folding wings.
