#1 At the end of the day Mongolia is a land-locked nation with only two (2) despotic nations on its borders: the ~~USSR~~ *cough* Russian Federation and Zhonguo or Communist China. All trade with the rest of the world only occurs with the consent of at least one of those two powers -- the wishes of the USA are barely relevant to the discussions.
