Putin slams ISAF for turning blind eye to Afghanistan drug production
The International Security Assistance Force (ISAF) does almost nothing to eradicate drug production in Afghanistan, and this drug-trafficking problem will likely worsen in the near future, Russian President Vladimir Putin has stated.

The NATO security mission – which will pull out of Afghanistan in 2014 – has failed to bring stability to the region, Putin said at a meeting of the Russian Security Council on Wednesday.

“There are all grounds to believe that we may face an escalation of the situation in Afghanistan in the short term,” the president said.

“The foreign military contingent, whose backbone is American forces, has not achieved a breakthrough in the fight against terrorist and radical groups as yet. On the contrary, their activity has been particularly increasing lately,” Putin explained.

There has also been “a drastic increase in drug production in the territory of Afghanistan and the creation of stable drug-trafficking routes to other countries, including – unfortunately – to Russia,” he said. Putin also noted that the ISAF does little to address the problem, while Russia’s proposals on the matter have so far been ignored.

Tribal Elders Ask Government to Launch Military Operation in Nuristan
[Tolo News] The provincial tribal elders of eastern Nuristan province early Tuesday met with the governor asking him to launch a military operation in Barg-e-Matal district of the province, local officials said.

The meeting took place today morning and the tribal elders met with governor Tamim Nuristani asking for the military operation in the district, as the bully boyz have become active targeting civilians, provincial front man Zahir Bahand said.

The tribal elders told the governor that nearly 100 civilians have been killed by the bully boyz in the past nine months in the district, Bahand said.

He said that the provincial governor "promised to tribal elders to refer the issue to the Ministry of Interior, Defence and very soon a military operation will be launched to clear the area of myrmidons."

Barg-e-Matal district is bordered by Pakistain and the bully boyz have frequently targeted the local security forces in the area.

Previously, the Afghan cops have several times launched military operations in the district to clear myrmidons, but bully boyz still control most of the areas.

Hundreds of Afghans Launch Anti-Pakistan Protest In Kandahar
[Tolo News] Hundreds of Afghans have launched anti-Pakistain protest in southern Kandahar province early Tuesday, asking the governor to react over Pak military attack on Afghan cops, local officials said.

The protest took place in Kandahar city at about 08:00am and continued for three hours in the area and the demonstrators chanted anti-Pak slogans "death to Pakistain," "Pakistain is behind all problems in Afghanistan", "long live Afghan forces."

The protestors asked President Karzai to order the Afghan border forces to react to Pakistain's move over building of the military check-posts and recent festivities with Afghan border police forces.

The protestors said that they were with Afghan forces and "they are ready to fight against Pak forces in the border."

"We are asking President Karzai to order the Afghan forces to react to Pakistain's move. If he can't, we will be ready go to and help our forces and fight against Pakistain," said the protestors.

Meanwhile,

the provincial governor's front man Jawid Faisal said that the protest has ended peacefully in the area and "we will support it."

The Pakistain government has not yet commented about today's festivities.

Afghanistan and Pakistain have had strained relations since Pakistain was formed in 1947, at the end of British colonial rule over India.

Does either side have a competent military leader? I didn't say leaders, I said leader. And No they will not let Musharraf off for bad behavior to lead the charge.

As long as they don't drag India into it, I will bet this will be nearly as interesting as late night in Damascus.

Libya Minister Rescinds Resignation amid Political Crisis
[An Nahar] Libya's defense minister resigned on Tuesday but then changed his mind and the army chief of staff was sacked, as a political crisis deepened over gunnies besieging government ministries.

"I find myself compelled, despite opposition from my colleagues in recent days, to present (my resignation) voluntarily and without hesitation," Mohammed al-Barghathi said, quoted by the official Lana news agency.

"I cannot accept the policy of force used by gangs in our new state," he added.

But just hours later, the government issued a statement saying Barghathi had changed his mind after Prime Minister Ali Zeidan asked him to stay on.

"The chief of the government asked the defense minister to rescind (his decision) and the minister said he understands, given the circumstances the country is going through, that he should continue in office," a statement said.

Separately, members of the National General Congress (NGC), said it had sacked army chief of staff General Yusef al-Mangoush, who has long been accused of delaying the formation of a proper army.

Other deputies said Mangoush would stay on for another month until a replacement is named.

Egypt's cabinet reshuffle focuses on economy, strengthens Islamist inclination
[Xinhua] Egyptian President Mohamed Morsi swore in nine new ministers in a partial cabinet reshuffle on Tuesday, including some key economic portfolios.

Morsi described the reshuffle as a new step to complete the development of the public performance in Egypt and aims at injecting new blood to improve the standards of services provided to citizens.

In a presidential statement, he urged citizens to give an opportunity to the reshuffled government to work on meeting their demands and to face up to the challenges.

MORE ISLAMISTS INTO CABINET

The reshuffle brings more Islamist-oriented members into the cabinet, including Finance Minister Fayyad Abdel-Monem Hassanin, a professor of economics at Al-Azhar University, and Minister of International Cooperation and Planning, Amr Darrag, who is a senior member of Moslem Brüderbund (MB)'s political arm the Freedom and Justice Party (FJP).

Both ministries are important in handling negotiations with the International Monetary Fund (IMF) for a 4.8-billion-U.S dollar rescue loan which is believed to be crucial to the revival of Egypt's ailing economy.

New faces in the 35-member cabinet also include Investment Minister Yahya Hamed, a MB member; Ahmed al-Gizawi, an FJP member which will lead the Agriculture Ministry; and Minister of Petroleum and Mineral Resources, Sherif Hadara, an engineer believed to have close ties with the MB's group.

Two Egyptians Kidnapped in Yemen
[An Nahar] Armed rustics have kidnapped two Egyptian technicians working at a cement factory in southern Yemen, a local official said on Tuesday.

"The two men were intercepted as they left the cement plant in Abyan

Hollande: France Taking Qaida Threats 'Seriously'

said Tuesday that La Belle France was taking seriously a call by al-Qaeda's north African wing for Musselmens worldwide to launch attacks against the country's interests over its military operation in Mali.

An AQIM leader called on Musselmens to "attack French interests everywhere" in a video message posted online.

"We are taking seriously the threat by AQIM (Al-Qaeda in the Islamic Maghreb)," Hollande told news hounds.

He said that despite considerable losses inflicted on Islamist groups by French-led forces since they first went into Mali in January, AQIM cells still exist outside the country and "the terrorist threat has not disappeared".

"So we believe we must continue the operation in Mali for as long as it takes -- even if we reduce our presence -- and stay vigilant around Mali to continue the fight against terror."

Hollande said he had ordered measures to protect French installations abroad.

The AQIM threat comes after a boom-mobileing at La Belle France's embassy in the Libyan capital Tripoli

Turkey: Kurdish rebels to begin pullout
Kurdish rebels are due to begin their much-anticipated withdrawal from Turkey into their stronghold in northern Iraq on Wednesday, a major step towards ending a decades-long conflict that has left tens of thousands dead.

The pullout will be the first visible sign that months of fragile talks between the state and the outlawed Kurdistan Workers' Party (PKK) could succeed in ending 29 years of guerrilla war.

Around 2 000 rebels are expected to begin leaving Turkey on foot, travelling through the mountainous border zone to reach their safe haven in the inhospitable Qandil mountains in northern Iraq.

There they will join another 5 000 fellow militants at the command base which has been used as a springboard for attacks against Turkish security forces.

"The withdrawals are expected to take three or four months to complete," said Selahattin Demirtas, a pro-Kurdish lawmaker who has been part of the budding peace process.

On Tuesday the Kurdish rebels said they would not renege on their promise to withdraw on the orders of their imprisoned leader Abdullah Ocalan.

Prosecutor's killing: Outfit claiming responsibility does not exist
[Dawn] Law enforcement agencies investigating the killing of FIA special prosecutor in the Benazir Bhutto

The prosecutor, Chaudhry Zulfiqar Ali, was rubbed out at Sector G-9/1 when he was going to office on May 3.

An Urdu pamphlet found at the scene of the crime and purportedly written by Mujahideen-e-Islami stated: "Those who help punish the Mujahideen would meet the same fate."

An officer close to the investigation said the accused persons in the Benazir murder case would not get any benefit from the killing of the public prosecutor who had already cross-questioned all the suspects and completed the court proceedings in 2010.

In the meantime, the Sherlocks are facing difficulties to trace the taxi (Suzuki FX) in which the attackers had escaped after killing the prosecutor.

The excise and taxation authority has no record of the registration number. Normally, the registration number of a vehicle used in such an activity is replaced, said sources in the police.

Shortly after the escape of the attackers, all the hospitals in the twin cities and nearby towns were alerted with the instruction to inform the capital police if they received any patient with bullet injuries, the officer said.

But no such person was brought to any hospital since Friday.

"There is a possibility that he has died or got medical assistance in hiding," he added.

However,

the Sherlocks collected blood samples from the spot and sent them for DNA test.

Similarly, a Sindhi cap found at the spot along with a mobile phone and a pistol was also sent for the DNA test.

The Sherlocks are hopeful that the DNA test will help them establish the race of the attackers, he added.

The sources further said the JIT was working on the mobile phone to trace the attackers.

However,

It seems that the attackers had bought the mobile and SIM recently, they said.

The JIT also found two eyewitnesses, a policeman and a civilian person.

The policeman helped the JIT in drawing sketches of the attackers. However,

The other eyewitness was reluctant to help the police in fear of being targeted.

He also provided details of fake accounts through which the Sharif brothers had laundered the money and the names of other people involved in the scam. He said the Sharifs should apologise to the nation for their 'bad deeds'.

Rehman Malik said he had investigated the scams and if they had the courage they should prove him wrong in the court. "The Sharifs are threatening that after coming to power they will arrest me. But they cannot intimidate me," he said.

Mr Malik said he had also written a letter to the defence ministry asking it to take action against the army officials named in the Asghar Khan case for their involvement in doling out funds to politicians in the 1990s, but to no avail. He alleged that the Islami Jamhoori Ittehad had been formed in 1990 to prevent the PPP from coming to power and now an alliance of forces of Evil had been formed for the same purpose.

Despite all odds, the PPP would win the elections and form the government, Mr Malik expressed the hope.

PML-N's Pervaiz Rashid said when Rehman Malik was in the FIA he had instituted fake cases against the Sharif brothers. "These are false as neither the Musharraf government nor that of the PPP could prove anything against the PML-N leadership," he said.

APP adds: Rehman Malik claimed that the documents proved that Qazi Masood said the Sharif brothers had fooled him and allegedly opened bogus accounts on his passport and details of misuse of Ghani Musa Trust were also available in the documents. "It is also in the documents that Ishaq Dar said he had done it because the Sharif brothers asked him to do so," he added.

Addressing a similar gathering in Kabirwala, near Multan, he said the PPP could not be seen anywhere during the electioneering and added that even if President Asif Ali Zardari came out of the presidency, he would not be able to save the party from defeat.

and Mr Sharif's own bitter experiences, civilian leaders have been taught over the decades that whoever among them desires to make the army submit to civilian control, that leader will suffer personal and political harm. That unhappy history has shifted slightly over the past five years for two reasons. One, for the first time the government of the day and the opposition, both in parliament and outside, have been in agreement that an elected, civilian-led dispensation is the only rightful choice for Pakistain. Two, the army leadership itself has accommodated shifting public and political opinion in allowing a non-military-sponsored, elected dispensation to try and learn to stand on its own feet.

With the gains of the last five years being real but slight, post-May 11 the need will be to press ahead with the project of righting what is euphemistically known as the civil-military imbalance. For that, all political parties should consider endorsing or reiterating Mr Sharif's comments in the last days of campaigning -- a sober and rational endorsement or reiteration rather than provocative statements that can be interpreted as unnecessarily antagonising the army. The greater task will fall to the next parliament and government, in that the civil-military imbalance will only be righted if the civilians themselves are more assertive in matters of national security, defence and foreign policy. That would require both engaging the army meaningfully and quelling its anxieties that a civilian-determined national security strategy would somehow damage the national interest. It can be done and after the election is the time for the civilians to finally start doing it.

The plan would see Israel join with Turkey, Jordan, Saudi Arabia and the United Arab Emirates, to create a Middle Eastern "moderate crescent," according to the Sunday Times, which cited an unnamed Israeli official. Israel does not currently maintain formal ties with Riyadh or Abu Dhabi, and relations with Ankara have been strained since 2009. According to the report, Israel would gain access to radar stations in Saudi Arabia and the UAE and in exchange share its own early warning radar information and anti-ballistic missile defense systems, though it's not clear in what form. The report details that Jordan would be protected by Israel's Arrow long-range anti-missile batteries.

The so-called 4+1 plan is being brokered by Washington, and would mark a sharp shift in stated policy for the White House, which has insisted the US is not interested in containing Iran but rather stopping it before it reaches nuclear weapon capability.

The Sunni states of Saudi Arabia, UAE and Jordan are all opposed to Tehran shifting the regional power balance. Though Turkey maintains strong trade ties with Iran, it has found itself opposed to Tehran over the issue of Syria.

FBI investigating concert promoter with alleged ties to kidnappings
The FBI's counter-terrorism team is investigating a local Lebanese concert promoter for allegedly being involved in kidnapping Syrians in Beirut, The Detroit News has learned.FBI agents are probing whether Dearborn resident Saeb Mokdad helped relatives abduct two dozen people in Lebanon last year, according to federal court records. The kidnappings were in retaliation for a Mokdad relative being taken hostage by Syrian rebels.

The investigation was revealed in a search warrant that was inadvertently unsealed in federal court. The News obtained the search warrant before it was re-sealed by a federal judge.

The kidnappings last summer sparked a wave of fear about violence in Syria spilling into Lebanon and prompted several Gulf Arab countries to warn residents against traveling to Lebanon.

The tit-for-tat kidnappings between the Syrians and Mokdad's relatives have more in common with a fabled American feud than terrorism or war, one expert said.

"If you wanted a good analogy, compare it to the Hatfields and McCoys," said Aram Nerguizian, a senior fellow with the Center for Strategic & International Studies in Washington D.C. "This has a lot more to do with criminality in Lebanon in ungoverned spaces."

EZ Bake Terrorism
A new magazine called Al Qaeda Airlines hit the Internet last month and includes how-to guides for those interested in conducting terrorist attacks, according to a Wednesday presentation on Capitol Hill by the Simon Wiesenthal Center.

The 676-page magazine seeks to inspire lone-would terrorist attack like those carried out at the Boston Marathon by two radicalized ethnic Chechen brothers.

The publication provides tips on how to create homemade devices that can cause mass casualties. These include recipes for chemical devices and other easily made gadgets such as the pressure-cooker bomb that was used by the Boston bombers to kill four and wound more than 200.

The magazine was discovered circulating around the Internet in April, according to experts at the Simon Wiesenthal Center, who delivered a presentation on the proliferation of terrorist handbooks at the Rayburn House Office Building.

Fireworks expected in House Benghazi hearing
The Obama administration's handling of the aftermath of the Benghazi terror attack has long sparked outrage from Republicans on Capitol Hill and fueled conspiracy theories on talk shows and across the blogosphere.

And those sparks are likely touch off fireworks Wednesday, when three current State Department employees are expected to contradict their leadership in testimony before Republican Rep. Darrell Issa's oversight committee.

Since announcing the hearing, Issa has trickled out testimony from the whistle-blowers -- who allege the Obama administration did not do enough in response to the attacks -- in an apparent attempt to build anticipation for the meeting. The testimony of Greg Hicks, a former top U.S. diplomat in Libya, has been Issa's hallmark. Hicks is expected to discuss how the American military could have done more to protect those stationed in Benghazi.
