Reuters' Pak-Afghan bureau chief found dead in Islamabad
[DAWN] Maria Golovnina, the Pakistain and Afghanistan bureau chief of Rooters who was based in Islamabad, was found dead at her office in the capital's F-8 sector, sources in the police told Dawn.
Too much polonium in her last chapati.
Golovnina had reportedly gone to the toilet, and had not stepped out for a long time when people who were present barged in.

She was reportedly lying on the floor covered in vomit.

The bureau chief was rushed to Pakistain Institute of Medical Sciences (Pims) where she was pronounced dead.
He's dead, Jim!


Doctors at Pims told Dawn Maria had passed away before she could be brought to the hospital.

The hospital will carry out a post-mortem before handing over the body to Russian authorities.

The cause of Golovnina's death could not be determined immediately and authorities have launched an investigation to ascertain the facts of the case.

Golovnina had been working with as the Rooters bureau chief for Pakistain and Afghanistan for the past year and a half.

Last week Egyptian and Libyan warplanes hit IS targets inside Libya after the jihadists released a video showing the beheadings of 21 Christians, most of them Egyptian.

Since then Egypt has urged the hundreds of thousands of Egyptians who work in Libya to leave and chartered planes to ferry them home from Tunisia.

At least 1,000 Egyptians who fled to Tunisia have been airlifted home since the first flight was set up on Friday, a spokeswoman for the Tunisian transport ministry said.

She told Agence La Belle France-Presse that 250 more Egyptians were expected to leave from the southeastern Djerba-Zarzis airport by 1600 GMT.

A Tunisian customs official said that an unspecified number of Egyptians were also waiting on the Libyan side of the border, hoping to cross the frontier.

In July last year, thousands of Egyptians fleeing violence in Libya were stranded for days at the border with Tunisia, as authorities refused to let them in until Cairo had arranged for their transport home.

Libyan gov't to exclude Turkish companies from contracts

Egypt Shuts Embassy in Yemen over 'Bad' Security

Russia accuses US of bringing 'KAOS' to Middle East
[The Peninsula] Russian Foreign Minister Sergei Lavrov accused the United States on Monday of plunging the Middle East into chaos and fueling the rise of bully boyz because of its drive to dominate the world.

Lavrov leveled the fierce criticism of Washington's policies at a special UN Security Council debate on maintaining international peace and security.

U.S. Seeks Compromise Over Missile Defense System
The U.S. is trying to figure out a compromise so it can indirectly extend its controversial missile shield to South Korea. Seoul is reluctant to permit the Terminal High-Altitude Area Defense system to be deployed here because it is chiefly aimed at containing China, an increasingly vital regional partner.

The THAAD system in question was to come with a radar with a 1,800-2,000 km range, which is capable of monitoring and intercepting Chinese ballistic missiles.
The system is to be used against Nork missiles but I can see where the Chinese would be concerned.
But there is a shorter-range option. "The high-performance X-Band radar system consists of two models -- an early warning radar with a long range and a phased-array radar with a short range of less than 1,000 km," a government source said Monday.

"Apparently the U.S. Forces Korea now wants to deploy only the phased-array radar."

The effective range for a phased-array radar is about 600 km, shorter than the 900 km of the Israeli-made Green Pine early warning radar which the South Korean military uses to detect North Korean missile launches.

The two THAAD radar models use such different software that it would take considerable time and money to switch from one to the other.

"It'll be hard for Beijing to continue opposing the plan with a shorter-range radar that's permanently turned toward North Korea," the source added.

It intercepts incoming ballistic missiles in the upper tier of the terminal phase, when the missile turns toward the target.

A THAAD battery consists of six launch pads, each with eight missiles, a radar, and control and communication equipment. It costs about W1 trillion (US$1=W1,110).

40 French Banned from Travel over Jihad Plans
[AnNahar] Six French citizens have had their passports confiscated and 40 more will be banned from leaving the country after allegedly planning to travel to Syria and Iraq, Interior Minister Bernard Cazeneuve said Monday.

It is the first time the measure has been used in La Belle France following its introduction as part of a raft of new counter-terrorism laws in November.

"If French people go commit attacks in Iraq or in Syria, on their return they will present an even greater danger of carrying out large-scale terrorist attacks on the national territory," Cazeneuve told news hounds.

"There are currently six administrative bans on leaving the country that have already been signed, and around 40 that are being prepared," he added.

A security source earlier said the six French were "imminently" about to travel to Syria.

Their passports and identity cards have been confiscated for six months, after which the order can be renewed.

Cazeneuve highlighted his ministry's efforts to set up a warning system through which friends and family can alert authorities about potential jihadist cases.

He said the ministry had been alerted to over 1,000 cases and that "several dozen" planned trips to Syria and Iraq had been prevented as a result.

Cazeneuve has also been in Caliphornia, an impregnable bastion of the Democratic Party, in recent days, meeting with major internet firms in a bid to improve information-sharing about online jihadist networks.

They are due to meet again in Gay Paree in early April, he said.

Some 1,400 people living in La Belle France have either joined the jihadist cause in Syria and Iraq or are planning to do so, Prime Minister Manuel Valls said last month.

Fighters in Syria and Iraq contacted by Rooters said the impact was limited on the battlefield since European fighters make up only a fraction of the forces of Islamic State.

"Now most of the (foreign) fighters are coming from Asian countries, like Tajikistan and Uzbekistan. They are tough fighters," an Islamic State myrmidon who fought with the group in both Syria and Iraq, told Rooters via the internet.

European countries are working hard to reduce recruitment by the group, sometimes referred to by the acronyms ISIS or ISIL, which has seized wide swathes of Iraq and Syria and is now the target of a US-led campaign of air strikes.

Soldier killed in Turkish tomb operation laid to rest
[Hurriyet Daily News] A soldier who died in an accident during the Turkish army's operation to evacuate a historic tomb in northern Syria has been laid to rest in his hometown, the Black Sea province of Trabzon.

Sgt. Maj. Halit Avci, who was on duty as an army photographer, died just before the operation started when a tank hatch fell on his head in the late hours of Feb. 21, his father, Mustafa Avci, told daily Hurriyet.

The soldier was laid to rest in Trabzon after a military ceremony in Trabzon's Macka district with the attendance of dozens of authorities, including Customs and Trade Minister Nurettin Canikli.

According to the man's father, the solider died when the roughly 50-kilogram hatch fell on his head due to a bump in the road as he was taking photographs.

"There is nothing to say," Avci said. "My son was heathy as a lion."

The late soldier's wife, Söhret Avci, is reportedly due to give birth to a boy, adding to the grief of the family, who have been accepting condolences at their home.

"His child will be born in 15 days. He won't be able to see the happiness of his child. What should I say?" he said.

Turkey had informed anti-ISIL coalition members and the Syrian National Council and issued a diplomatic note to the Syrian regime, he said.

"Our chief of general staff, our intelligence agency and our foreign ministry have good knowledge of this geography. Preparing, implementing and accomplishing this operation without any problem is directly linked with this knowledge. Therefore, this is an operation initiated by Turkey and implemented with its own capabilities," he said.

This evacuation operation avoided a potential attack or casualties on Turkish troops, Kalin said. "Think the opposite: We would face a very bad picture if our troops would be killed or maimed in an attack. With this operation, this possibility is nixed," he said.

Minister invites Turks to visit planned tomb site in Syria
[Hurriyet Daily News] Turkey's defense minister has invited Turks to visit a historical Ottoman tomb that will be moved to a new site in northern Syria, as the government defends an operation to rescue soldiers that were guarding the tomb at an enclave until they were evacuated Feb. 22.

"The new tomb that will be Syrian village of Ashme is within walking distance to our country," National Defense Minister Ismet Yilmaz said yesterday, giving a briefing to parliament about the details of the evacuation of the Tomb of Suleyman Sah in northern Syria in an overnight operation.

"We invite those who want to say the Fatiha [a Moslem prayer for the dead] for their ancestors to visit there. They will see that the Turkish flag is waving there," the minister said.

A panel made up of representatives of six government agencies, including the Defense Department and the Office of the Director of National Intelligence, determined on Dec. 5 that Abdalmalik was "almost certainly" a member of al-Qaeda at one point but it was no longer worth keeping him at the U.S. base in Cuba.

"This is a happy day," he said in a statement released by one of his lawyers, David Remes, after the decision, "but the happiest day will be when I see my wife and daughter."

Huge Jury Award Against Palestinian Groups in Terrorism Case
[NYTIMES] The Paleostinian Authority and the Paleostine Liberation Organization were found liable on Monday by a jury in Manhattan for their role in knowingly supporting six terrorist attacks in Israel between 2002 and 2004 in which Americans were killed and injured.

The damages are to be $655.5 million, under a special terrorism law that provides for tripling the $218.5 million award made by the jury in Federal District Court.

The verdict ended a decade-long legal battle to hold the Paleostinian organizations responsible for the terrorist acts. While the decision was a huge victory for the dozens of plaintiffs, it could also serve to strengthen the Israeli claim that the supposedly more moderate Paleostinian forces are directly linked to terrorism.

The financial implications of the verdict for the defendants were not immediately clear. The Paleostinian Authority, led by the ineffectual Mahmoud Abbas

The law was used last September by a Brooklyn jury to find Arab Bank liable for supporting terrorism by Hamas, always the voice of sweet reason,. Damages in that case, filed by about 300 victims of 24 terrorist attacks, are to be decided in a second trial, which has not yet been held.

Hammoud said that in the meeting with her Iranian counterpart Seyed Hassan Hashemi in Tehran, they signed a Memorandum of Understanding last January.

She said that the MoU included cooperation in pharmaceuticals, medical equipment, food security, hospital services and construction of hospital in Iraq.

She added that in last week visit of the Iran's Health Minister to Iraq accompanying the Iranian Vice-President, they discussed and exchanged views on ways to carry out the Tehran MoU.

Adila Hammoud said that delivery of medical treatment services to Iraqi patients in Iran and admission of Iraqi doctors in Iran's universities to go ahead with specialized courses are 'very important'.

She called for dispatching Iranian specialists to Iraq for medical treatment of Iraqi patients.

Israel cuts power to 2 Palestinian cities over debt
[The Peninsula] -Israel on Monday cut off power to two Paleostinian cities in the northern West Bank for an hour over unpaid electricity bills, officials on both sides said.

The power cut took place in the northern city of Nablus as well as in Jenin, local Paleostinian officials told AFP saying thousands of homes were affected by the cut which Israel had warned of in advance.

Speaking to public radio, Yiftach Ron-Tal, chief executive of the Israel Electric Corporation confirmed the move saying it was "due to an accumulated Paleostinian Authority debt of around 2.0 billion shekels" ($510 million/450 million euros).

But a local official in Nablus denied the claim, saying the only unpaid bill was one which "only arrived two days ago, which was for 49 million shekels," ($12.5 million/11 million euros).

"We will pay this in the coming days," the official said, accusing Israel of looking "to put pressure on the Paleostinian Authority."

Russia offers Iran new missiles despite sanctions
Putin's latest move to stick it to O&Co.
Russia has offered Iran advanced surface-to-air missiles after scrapping a similar deal in 2010 because of UN sanctions over Tehran's nuclear programme, the state defence company said Monday.

Any such a deal is likely to go down badly in Washington as Western countries seek to keep up the pressure on Iran to agree a comprehensive deal on its nuclear activities.

Sergei Chemezov, head of the Rostec corporation which manages Russia's defence industry, said Moscow has offered to supply Antey-2500 missiles, an upgraded version of the S-300 air defence system that figured in the previous contract.

"We have offered them the Antey-2500," Chemezov was quoted as saying by RIA-Novosti news agency.

But he added: "The decision has not been made yet."

Moscow signed a contract in 2007 to deliver S-300 missiles to Iran worth $800 million.

The deal was intensely criticised by the United States and Israel, and Moscow later dropped it as being in breach of UN sanctions.

A UN resolution adopted in 2010 bans the supply, sale or transfer to Iran of missiles or missiles systems.

Chemezov said the Antey-2500 is a more modern version of the S-300, which Russia no longer makes. The same surface-to-air missiles were reportedly delivered to Venezuela in 2013.

Now under Western sanctions itself over the conflict in Ukraine, Russia -- a permanent member of the UN Security Council -- has strengthened its alliance with Iran.

During a visit to Tehran by Russia's defence minister last month, the two countries signed a military cooperation agreement touted as a joint response to US "interference".

Army Receives from Jordan 30 APCs, 12 Gun Motor Carriages
[AnNahar] Jordan on Monday delivered armored personnel carriers and gun motor carriages to the Lebanese army as part of "continuous cooperation" with Leb in the face of "the threat of terrorism."

The vehicles were handed over at a ceremony held at the Beirut Naval Base, in the presence of Major General Nayel al-Raqqad, head of the strategic planning department of the Jordanian Armed Forces.

The military donation included "thirty M113 armored personnel carriers and twelve 155mm howitzer motor carriages," according to a Lebanese army statement.

Any such a deal is likely to go down badly in Washington as Western countries seek to keep up the pressure on Iran to agree a comprehensive deal on its nuclear activities.

Sergei Chemezov, head of the Rostec corporation which manages Russia's defence industry, said Moscow has offered to supply Antey-2500 missiles, an upgraded version of the S-300 air defence system that figured in the previous contract.

"We have offered them the Antey-2500," Chemezov was quoted as saying by RIA-Novosti news agency.

But he added: "The decision has not been made yet."

Moscow signed a contract in 2007 to deliver S-300 missiles to Iran worth $800 million.

The deal was intensely criticised by the United States and Israel, and Moscow later dropped it as being in breach of U.N. sanctions.

A U.N. resolution adopted in 2010 bans the supply, sale or transfer to Iran of missiles or missiles systems.

Chemezov said the Antey-2500 is a more modern version of the S-300, which Russia no longer makes. The same surface-to-air missiles were reportedly delivered to Venezuela in 2013.

Now under Western sanctions itself over the conflict in Ukraine, Russia -- a permanent member of the U.N. Security Council -- has strengthened its alliance with Iran.

During a visit to Tehran by Russia's defense minister last month, the two countries signed a military cooperation agreement touted as a joint response to U.S. "interference".

ISIL a 'vessel' of failed US foreign policy: Analyst

The defense secretary told American troops before the talks that the US and its allies were pressing ISIL "very ably from Kuwait and elsewhere and "we will deliver lasting defeat, make no doubt."

Martin, however, downplayed America's war strategy against ISIL and said the mealy-mouthed Carter is an "empty vessel" that is promoting the "nefarious policies" of the US which it has pursued for years.

"He (Carter) probably won't last very long," Martin stated. "He will probably resign even before the end of [President Barack] Obama's term which is only about two years."

"We see that ISIL has gradually started to threaten Turkey, and I think it will henceforth pose an even greater threat to Turkey," Demirtas told news hounds in Diyarbakir.

"Turkey should realize how important it is to cooperate with democratic powers in the region, particularly the PYD, in the fight against ISIL and against its mentality," he added.

Demirtas also expressed his hope that this would enable Ankara to enhance its "formal relations with the PYD."

The operation for the evacuation of the Suleyman Sah Tomb showed that the PYD is not an enemy to Turkey, he added.

Turkey and Kobane canton in talks for relocation of Suleyman Sah Tomb

another senior HDP executive has indicated that Ankara's direct contact with the administration of the Kobane canton in Rojava would be inevitable for the relocation of the Suleyman Sah Tomb, arguing that otherwise there would be an impossible "de facto" situation.

The People's Protection Units (YPG) both provided security and opened a corridor for Turkish military troops the for evacuation of tomb, but the de facto relocation of the tomb to Ashme village west of Kobane would not have been possible without the canton's permission, Nazmi Gur, the deputy co-leader of the HDP in charge of external affairs, told the Hurriyet Daily News.

The HDP deputy recalled the expectation of both his party and the Democratic Union Party (PYD), the political wing of the YPG, that Ankara would "formally open the Mursitpinar border crossing and enable a corridor" into Kobane, which would pave the way to provide assistance for the reconstruction of the canton.

Gun said the step was important for the security of Turkey, requiring Ankara to change its wrongful policies in the Middle East and Syria and strengthen its position in the region.

Enver Moslem, the head of the Kobane canton and a senior PYD official, is in Turkey, but he is yet to have any talks with Turkish officials since his presence in the country is related to a visa application to a European country, Gur said. "He does not have any other plans in regard to his presence in Ankara," he added.

Turkish officials "are having discussions" with the canton on the ground, the HDP deputy said.
