UKIP unveils reforms for British political system
[AA.TR] The United Kingdom Independence Party, a right-wing minor opposition party, unveiled Monday a raft of proposals to improve Britannia's constitutional and democratic fabric.

The announcement was made by party leader Nigel Farage and Douglas Carswell, UKIP MP for Clacton, where the announcement was made.

They proposed a "Citizen's Initiative" to allow ordinary people to influence legislation.

The measure would see a national referendum every two years, and the most popular petition with over 2 million votes, would be included in the Queen's Speech, where the government sets out its proposed legislative program for the year ahead.

The party also proposed introducing "real recall," to allow people to sack their MP between general elections if enough signatures calling for a by-election are gained.

On the country's voting system, UKIP said First Past the Post was "no longer relevant" to party politics of the 21st century.

The current system states that whoever earns the most votes in a given parliamentary constituency wins.

This disadvantages minority parties or those whose share of the vote is spread across the country as opposed to being focused in a particular region, as the votes for second-place candidates onwards do not count.

UKIP would replace this system with a more proportional one, where the number of votes cast nationally is reflected in the number of seats awarded to parties.

The party would also abolish the current postal voter register and force people to re-apply with more stringent requirements, saying on its website, "You must have a valid reason for needing a postal vote."

UKIP is a right-wing anti-EU, anti-immigrant British political party, and currently has two elected MPs in the 650-seat lower house of Britannia's parliament, the House of Commons.

The U.K. general election will take place on May 7, 2015.

eg: in Australia, House of Reps you cannot have those bogus electronic petitions which can be signed by anybody from here to timbuktu, multiple times on different devices or forever with TOR.

However in the Senate, you can

In the House of Reps the petition must have a person's name and signature- but not an address to be cross checked with the electoral roll

That means I can sign "Buck Rodgers" or "Harrison Ford" and they have to count it.

so - easily gamed by groups like Sociaist Alliance who will put up some bullshit about global warming or promoting islamism

or any other interest group


Other than that, it's a great idea to give citizens another pathway to participate in democracy

but they need to design the system so it reflects actual sentiment among the citizenry

#3  They need to make them actual referendums, voted on by the citizenry during the next election, like state level initiatives here in the US. If so many registered voters sign, then referendum goes to a vote of the whole electorate. And if it passes it, it becomes law. And it can't be overturned by the legislature.

What Farage has come up with is considerably less than that. In fact, it sounds like a stunt, not a serious suggestion on how to run a country. Picking 'the most popular one', like it is a contest, is disrespectful of the voters. And only adding it to the queens speech is even worse. That just means the ruling party (pretends) it intends to pass it into law.

The only reason for an initiative in the first place is because the politicians DON'T WANT TO PASS IT. There's no point in asking them nicely.

The problem with the Brit's is that they have no constitution, in any objective sense. Whoever controls Parliament is dictator until the next election. They can change any law they like, large or small.

Ukrainians launch surprise attack on Donetsk

Ukrainian forces near northwestern Donetsk city launched an attack on rebel positions in key northwestern suburbs Monday evening, according to Russian language Ukrainian media and rebel media.

Sunday it was reported that two Ukrainian rifle companies attacked a rebel position at Spartak, which is barely a kilometer north of the airport. Rebel media said at the time that the Ukrainian probe was turned back.

On Monday rebel media said that Ukrainian forces had renewed their assault on Spartak and had launched an attack on Peski, which is southwest of the airport.

Spartak is close to the suburb of Opytnoye, which is just west of Spartak. Spartak was taken by rebel forces just before the first ceasefire, and had been used by the rebels as a marshaling point for their forces near Avdievka, which is north of Spartak.

Both Avdievka and Opytnoye are key Ukrainian held towns, used by Ukrainian forces to site their artillery. Rebel media for the last two weeks have been reporting mortar fire emanating from the two towns into Donetsk city, presumably on rebel targets.

Ukrainian media reported that rebels were hitting their positions in Peski early Monday morning with 120mm artillery and with self propelled artillery. Ukrainian reports also said that rebels had brought armored vehicles into Peski.

Russian language Ukrainian reports claimed that rebel 120mm mortars pounded Ukrainian forces at Peski for six solid hours Sunday morning. In other Ukrainian reports, it emerged that some Ukrainian volunteer forces had left Peski, which may have sparked the rebel bombardment.

Other Ukrainian reports said that neither had used heavy artillery, which would include 120mm mortars.

Early reports from the media were that rebel forces holding Peski were driven back, and still other sources said that elements of two rebel battalions holding Peski, Vostok and Somalya, had been surrounded with one top rebel commander, Mikail Tolstykh, in danger of capture. That report was submitted to online sites on April 13th at around 2200 hrs, Moscow time.

Subsequent rebel reports indicated rebel commanders considered both attacks to be an attempt to make a break in the line, and that threat had been eliminated, with rebel forces still holding eastern sectors of Peski.

Rebel reports were that rebel units holding Peski had been driven out of their positions in Peski, but were able to counterattack and "regain lost ground." Civilian reports say tank gunfights were taking place around Peski as well.

Other reports say that rebel relief forces were thrown into the fight at Peski, so presumably those forces helped turned back Ukrainian attacks and helped restore rebel positions.

Rebels claim no losses in either engagement, while saying that Ukrainian fores lost one soldier, with two wounded and one captured. Ukrainians said they lost no one as well, but two were wounded.

Rebel forces have held parts of eastern Peski since the winter, just after rebel forces took full control of the airport. Since the February 12th ceasefire, rebels have made no efforts to take full control of Peski, opting instead to hold their positions.

At last report, attacks by both sides continue into the night.

'Land grabber' kills Lesco worker, injures two
[DAWN] A Lahore Electric Supply Company (Lesco) worker was killed while two people were maimed, including a constable, when a land grabber fired on them in Baghbanpura on Monday morning.

Lesco tubewell operator Muhammad Mansha was struck down in his prime while gardener Mian Fayyaz and head constable Shafiq received bullet wounds. The injured were shifted to Mayo Hospital where they were said to be stable.

Police said Asif alias Achhi Malang attacked Mansha for asking him to vacate the Lesco premises where he had built a 'shrine' and a residence for a decade. They said the incident took place at 8am when Lesco workers approached land grabber Asif to get the premises vacated. Asif got enraged and shot up them and fled from the scene.

[DAWN] Confusion persists over Bilawal Bhutto's return to politics soon with widespread rumours of falling out between father and son. The recent statement by Asif Ali Zardari that Bilawal needs to grow up has deepened the puzzle.

Many party insiders admit the family differences may keep the young Bhutto out of active politics for quite some time.

Peshawar is situated near the eastern end of the Khyber Pass, convenient to the Pak-Afghan border. Peshawar has evolved into one of Pakistan's most ethnically and linguistically diverse cities, which means lots of gunfire.
resident Khan* says he was 12 years old when his elder brother's friend first started to abuse and groom him.

"Ahmed belongs to a rich family. We visited his house daily and played with his toys, mobile and other gadgets," narrates Khan.

"In the beginning, he groped and fondled me on the pretext of love and romance. One day when we were alone in the room, he forcibly abused me... it became a regular pattern," he shares.

Ahmed 'rewarded' Khan with gifts, food and cash each time he obliged, going as far as introducing the victim to his friends who also assaulted the boy.

The cycle of abuse and grooming led Khan to Peshawar's Jinnah park -- a hub of commercial sex workers and child abuse. The park has gained notoriety for being a safe pick-up point for teenage sex workers.

Billed as a 'family park', the public space situated on Peshawar's Main GT Road is often used for sinister activities. After 8pm, it is virtually empty which makes it easy for sex workers to carry out their business unnoticed.

'But, American Muslims aren't real Muslims'
[DAWN] The ends of the floral scarf around her shoulders fluttered behind her. Despite the wind, her black hijab was securely wrapped around her head, with just the slightest bit of hair peeking out. Her mustard yellow sweater contrasted with the blue skies above her and matched the sandy beach under her bare feet.

Attia Nasar is the director of a four-part documentary titled American Moslems, produced by the US State Department's Bureau of International Information Programs last year.

The documentary contains interviews from Moslems of different backgrounds, including US Congressman Keith Ellison and Ibtihaj Muhammad, of the US fencing team.

It was created to be a positive representation of American Moslems, to specifically be viewed by Moslems overseas.

"Part of my job was doing outreach with different communities across South and Central Asia," Attia explained.

"One of the biggest communities there, is the Moslem population, so [the question was] how do we do outreach to the Moslems?"

According to Attia, Moslems from South and Central Asia have a lot of misconceptions about American Moslems.

When she would visit South and Central Asia, people would assume that she only wore the hijab while she visited, not believing she wore it full-time.

"They're like, 'wait, you are a Moslem and you work in the government?' They were really surprised [that Moslems had jobs in the American government]," Attia recalled.

People also have the misconception that Moslems in America aren't "real Moslems."

"I was in Afghanistan for a radio interview and the guys didn't believe I was Moslem enough," commented Attia.

"They asked me to recite the Koran... I did and they were shocked," Attia says with a satisfied smile and a loud laugh.

There is an irony in Attia having to defend and reassure her faith to fellow Moslems overseas; she grew up also defending her faith from people who didn't understand Islam.

When most people think of New York, they think of the bustling Big Apple. That wasn't the New York that Attia was born and raised in. It was actually 5 hours from the city.

"I grew up in a small town in upstate New York, called New Hartford." Attia says, "I was the diversity," she laughs.

"I think where I'm from, most people... they just don't know anything about Islam," Attia continued, her purple-painted fingers grazing on her scarf, "I started wearing the hijab when I was 16 and that did change the way that people interacted with me."

#1  Attia is a stage 0 or 1 moslem (from the most secular to the type that quotes the few nice verses of the koran and pretends that it is all like that). In the countries she visits they are typically at least stage 2 (hate the infidel, blame all problems on infidels, etc) or stage 3 (admire the jihadis) or higher.
