Afghanistan
Daily Evacuation Brief June 30, 2023
[AfghanDigest] LAST 24 HOURS
  • INDIA ANNOUNCES IT WILL KEEP ITS EMBASSY IN KABUL BUT WITHOUT AN AMBASSADOR – The Minister for External Affairs, S. Jaishankar, announced that India preferred the status quo for the time being with regard to its diplomatic footprint in Afghanistan. The Taliban have lobbied India and other countries to return their Ambassadors to Kabul and have promised increased security and protection, but recent events with the Russian, Iranian, and Pakistani diplomatic posts indicate that security remains lax and the Taliban have not been successful in eradicating ISIS-K or the TTP in the country. The Minister was careful to state that his country could change its mind if the situation improves.

  • AFGHANISTAN’S FROZEN FUNDS REPORT INTEREST EARNINGS IN EXCESS OF $100 MILLION DOLLARS – Members of the board who oversee the $3.5 billion fund in Switzerland announced that it had earned approximately $128 million dollars in interest to date. Several restrictions have been placed on what the fund can pay for and it is primarily meant to stabilize the Afghan currency. Upon hearing the news, the Taliban asked the US to release the fund directly.

  • AFGHAN THINK-TANK IN UK HONORS SEVERAL JEWISH ORGANIZATIONS FOR THEIR WORK DURING THE EVACUATIONS – The Afghan Institute for Strategic Studies (AISS) hosted a recognition ceremony in London on Monday to highlight the work by IsraAID and HIAS+JCORE for their actions during evacuation operations in 2021. During the ceremony, several other Jewish organizations were recognized for their work in resettling Afghans in destination states. AISS was founded in 2012 in Kabul but was forced to relocate after the Taliban came to power in the country.

Burhan calls on Sudanese youth to join the army
[SUDANTRIBUNE] Sudan’s Chairman of the Sovereign Council and Commander-in-Chief of the Armed Forces, Abdel Fattah al-Burhan, has called on the country’s youth to join the army and defend their nation against internal and external conspiracies.

In a speech on the occasion of Eid al-Adha
...a major Moslem holiday, marked by animal sacrifice and ritual rioting...
, al-Burhan accused the Rapid Support Forces (RSF) Commander, Mohammed Hamdan Daglo, of rebelling against the state and recruiting mercenaries for personal gain.

He emphasized the need for vigilance and preparedness to confront the existential threats faced by Sudan.

"Therefore, we ask all the youth of my country and all those who are capable of defending themselves not to hesitate or delay in fulfilling this national duty in their respective communities or by joining the military units. By doing so, they will gain the honour of safeguarding the survival of the Sudanese state, which has been targeted by internal and external conspiracies."

This is the first time al-Burhan has cited conspiracies against Sudan several times.

The Sudanese military often hinted at the involvement of the United Arab Emirates (UAE), which is accused of supporting the paramilitary forces’ leader, who controls several gold mines in the country.

Sudan’s political parties have called for an end to the war and negotiations to integrate the RSF ahead of an inclusive political conference. For their part, the gangs in Darfur that have signed a peace deal have declared their neutrality.

The SPLM-N, led by Malik Agar, is now fighting alongside the army after its full integration. In contrast, the SPLM-N led by Abdel Aziz al-Hilu in the Nuba Mountains and the Blue Nile has recently launched attacks against the Sudanese army, speaking about its failure to protect civilians.

Troika countries voice concern about escalating war in Sudan's peripheral regions
[SUDANTRIBUNE] Troika countries express deep concern over escalating hostilities in Sudan’s peripheral regions, warning of the potential for further conflict.

Special envoys from Norway, the United Kingdom, and the United States convened for a two-day meeting on June 21-22 to address the ongoing conflict in Sudan and the need for coordinated international pressure to halt the fighting.

In a statement issued on Tuesday, June 27, the envoys emphasized the expanding violence in South Kordofan, Blue Nile, and Darfur, which poses a risk of exacerbating the armed conflict in the troubled nation.

The statement stressed their appeal to "leaders of armed movements inside Sudan to stay out of the fight and support peace and a negotiated end to the conflict."

Recent attacks by the SPLM-N, led by Abdel Aziz al-Hilu, targeted Sudanese army positions in South Kordofan and Blue Nile as the Sudanese army battles the paramilitary Rapid Support Forces (RSF) in Khartoum and Darfur states.

The country supports a large number of princes in whatcha might call princely splendor. When the oil runs out the rest of the world is going to kick sand in the Soddy national face...
suspended the Jeddah process to resolve the conflict, citing its ineffectiveness in achieving desired outcomes.

U.S. Assistant Secretary of State for African Affairs Molly Phee stated during a US House Foreign Affairs Subcommittee hearing on Thursday, June 22, that the talks were adjourned because "the format is not succeeding in the way that we want."

Matthew Miller, State Department Spokesperson, confirmed on Tuesday that controllers, including the United States, are prepared to resume formal talks in Jeddah once the parties demonstrate a commitment to upholding the terms of the Jeddah Declaration.

Miller further noted ongoing monitoring of the situation and consideration of additional measures to hold the parties accountable.

Initially, the United States aimed to halt the fighting and facilitate an agreement on disputed military arrangements before initiating an inclusive political process to establish a transitional civilian government following the conflict outbreak on April 15.

After ten weeks of fighting, positions have evolved, with army generals showing less inclination toward involving revolutionary forces in the political process and accusing the Forces for Freedom and Change (FFC) of supporting paramilitary forces.

The FFC leaders called for an end to armed confrontation, declaring neutrality and emphasizing that a military solution cannot bring stability.

Political forces emphasized that the political framework agreement established the necessary mechanism for integrating paramilitary forces into the army, a key objective in their plans to restore democracy in Sudan.

Meanwhile,
...back at the abandoned silver mine, there was another explosion...
the military is accused of enlisting supporters of the former Islamist regime to fight against the RSF forces.

EU presses Tunisia in bid to stem Med migrant flow
[AlAhram] EU leaders meeting in Brussels on Thursday are to look at ways to press aid on Tunisia in a bid to stem migrant boat departures for Europe.

Brussels is seeking to extend a tactic it used with Turkey in 2016, which worked to greatly reduce irregular migration flows to Europe in exchange for six billion euros in assistance.
The discussion will come two weeks after a boat believed to have been carrying hundreds of migrants colonists capsized off Greece in one of the worst such tragedies in years. At least 82 people died and many more remain missing in the sinking, which occurred in unclear circumstances.Amnesia Amnesty International and other rights groups say the tragedy resulted from Brussels' "Fortress Europe" policy implemented over the past seven years, since experiencing a huge inflow of Syrian war refugees.

"The recent tragic shipwreck in the Mediterranean, and the many lives lost, is a stark reminder of our need to continue working relentlessly on our European migratory challenge," European Council chief Charles Michel said in his letter inviting leaders to the Brussels summit.

Leb Foreign Ministry denounces 'provocative' Koran burning in Sweden
[An Nahar] The Foreign Ministry condemned Thursday as "violent mostly peaceful" and "provocative" the burning of a copy of the Koran by an Iraqi living in Sweden during a protest authorized by the police.

Under a heavy police presence, Salwan Momika, a 37-year-old who fled to Sweden several years ago, on Wednesday stomped on the Koran before setting several pages alight in front of Stockholm's largest mosque.

Police had granted him a permit for the protest in line with free-speech protections, but said later it had opened an investigation into the Koran burning
...One of the basic tenets of Islam is that once a Koran has been printed it is expected to last for all time, no matter how old, ratty, and smelly other, lesser holy books may become. Should it actually become necessary to put a Koran out of its misery there is a ritual that includes extensive charivari, featuring long drawn-wailing and head bonking, ritual wife beating, and the sacrifice of dozens of women's noses and pubic lips. When the actual disposal has been completed there is a prescribed period of celebratory gun sex with the expectation of a minimum of two hundred casualties. Should actual infidels dispose of a Koran, Islamic custom calls for three weeks of rioting and a minimum of three dozen dead, which is a holdover from the days of Moloch worship....
which sparked anger across the Moslem world.

The incident occurred as Moslems around the world marked the Eid al-Adha
...a major Moslem holiday, marked by animal sacrifice and ritual rioting...
holiday.

"These acts are an assault on the sanctities of Moslems," the Foreign Ministry said in a statement.

"They promote violence and hatred and are against the principles of tolerance and coexistence between religions."

Hezbollah and some Lebanese MPs also condemned the Koran burning.

"Swedish authorities are responsible since they gave a permit to the protesters," Hezbollah said in a statement.

The Iraqi government in a statement issued late Wednesday strongly condemned "the repeated acts of burning copies of the holy Koran".

Iran
...a theocratic Shiite state divided among the Medes, the Persians, and the (Arab) Elamites. Formerly a fairly civilized nation ruled by a Shah, it became a victim of Islamic revolution in 1979. The nation is today noted for spontaneously taking over other countries' embassies, maintaining whorehouses run by clergymen, involvement in international drug trafficking, and financing sock puppet militias to extend the regime's influence. The word Iran is a cognate form of Aryan. The abbreviation IRGC is the same idea as Stürmabteilung (or SA). The term Supreme Guide is a the modern version form of either Duce or Führer or maybe both. They hate Jews Zionists Jews. Their economy is based on the production of oil and vitriol...
joined in the condemnation on Thursday, calling the Koran burning "provocative, ill-considered and unacceptable".

Morocco, Soddy Arabia
...a kingdom taking up the bulk of the Arabian peninsula. Its primary economic activity involves exporting oil and soaking Islamic rubes on the annual hajj pilgrimage. The country supports a large number of princes in whatcha might call princely splendor. When the oil runs out the rest of the world is going to kick sand in the Soddy national face...
and other Middle Eastern nations also condemned the Koran burning and Morocco recalled its ambassador to Stockholm late Wednesday.

In January, a Swedish-Danish right-wing bully boy burned a copy of the Koran near the Ottoman Turkish embassy in Stockholm, also triggering outrage in the Moslem world.

Biden's Iran envoy benched amid investigation, security clearance suspension
[The Hill] Rob Malley, a U.S. special envoy for Iran, has been placed on leave due to a security clearance suspension earlier this year which resulted in an investigation.

A U.S. official told CNN Thursday that his clearance was suspended after the State Department conducted an investigation into the possible mishandling of classified documents. While Malley remained at his post amid the investigation, he was barred from accessing classified information, the official added.

State Department spokesperson Matt Miller confirmed that Malley was benched, adding that Abram Paley will serve as the acting special envoy to Iran for the U.S., according to CNN.

"Rob Malley is on leave and Abram Paley is serving as acting Special Envoy for Iran and leading the Department’s work in this area," Miller told the news outlet.

Malley, who was appointed to his position two years ago, confirmed that his security clearance is under review, noting in a statement that he expects the investigation to be "resolved favorably and soon."

"I have been informed that my security clearance is under review. I have not been provided any further information, but I expect the investigation to be resolved favorably and soon. In the meantime, I am on leave," Malley told CNN.

The move comes as Malley, who was a prominent player in working to secure the release of detained Americans in Iran, has remained excluded from the ongoing Iran nuclear deal talks.

Pakistan, IMF Reach $3 Billion Staff-Level Agreement
[ToloNews] The International Monetary Fund (IMF) has reached a staff-level pact with Pakistain on a $3 billion stand-by arrangement, the lender said, a decision long awaited by the South Asian nation which is teetering on the brink of default.

The deal, subject to approval by the IMF board in July, comes after an eight-month delay and offers some respite to Pakistain, which is battling an acute balance of payments crisis and falling foreign exchange reserves.
and diminished opium boodle
The $3 billion funding, spread over nine months, is higher than expected for Pakistain. The country was awaiting the release of the remaining $2.5 billion from a $6.5 billion bailout package agreed in 2019, which expired on Friday.

The new stand-by arrangement builds on the 2019 programme, IMF official Nathan Porter said in a statement on Thursday, adding that Pakistain's economy had faced several challenges in recent times, including devastating floods last year and commodity price hikes following the war in Ukraine.

"Despite the authorities' efforts to reduce imports and the trade deficit, reserves have declined to very low levels. Liquidity conditions in the power sector also remain acute," Porter said in a statement.

"Given these challenges, the new arrangement would provide a policy anchor and a framework for financial support from multilateral and bilateral partners in the period ahead."

Iraq
Counterterrorism cooperation reveals sleeper cells in KRI
It’s one of the Eids, so the Ummah is quieter than usual, except for the posturing about that Iraqi refugee in Sweden being permitted to burn a Koran. This is the only article of even the slightest interest found in my usual sources.
[Shafaq News] Retired Lieutenant General and military affairs expert, Jabbar Yawar, confirmed today, Thursday, that the counterterrorism plans between the federal forces and the Kurdish security forces have eradicated dormant cells in the Kurdistan region, unveiling the identities of many "notorious" terrorists.

Speaking to Shafaq News Agency, Yawar stated, "The exemplary security coordination between the federal security and intelligence agencies and the security and counterterrorism apparatus in Kurdistan has exposed numerous wanted holy warriors who were hiding in the region, using forged identities and addresses."

Yawar further added, "The joint security and intelligence coordination has eradicated the presence of many sleeper cells in the Kurdistan region during recent periods," emphasizing the "continuation of security coordination at its highest levels."
Details unfortunately a bit scanty...
Regarding the formation plans of federal anti-terrorism battalions in the region, in coordination with the regional government, Yawar considered it a "significant step towards ending terrorism, cutting off its networks, activities, and drying up its sources to a great extent." He highlighted that this represents a successful security project, given the permanent federal formations present in Kurdistan, including four border police brigades securing the borders with Iran, The Sick Man of Europe Turkey
...the occupiers of Greek Asia Minor...
, and Syria, as well as customs police, national security, and directorates of nationality and residency.

Regarding military coordination between the army and the Peshmerga forces in the past periods, Yawar elucidated that "the coordination has achieved significant security objectives through comprehensive preemptive operations in disputed areas."

He pointed out that the areas of joint security coordination between the Peshmerga and federal forces continue their security tasks intensively in Khanaqin, Tuz Khurmatu, Kirkuk,
... a thick stew of Arabs, Turkmen, Kurds, and probably Antarcticans, all of them mutually hostile most of the time...
Nineveh, the outskirts of Erbil, and reaching the area of Sahela within the Syrian borders, covering an area exceeding 650 square kilometers.

Somalia, Comoros to attend Negev meeting amid Israeli presence
“We hate you, but give us lotsa money.”
[Garowe] Somalia has agreed to attend the Negev meeting,
...at which Israel will be present because the Negev meeting is taking place in Israel, and Israel is naturally the host... (in theory I could be more sarcastic about the blatant stupidity of the Somali position, but honestly I don’t see how)
a forum which brings together economic heavyweight countries such as the United States, Israel, Egypt, the United Arab Emirates, Bahrain and Morocco, two Israeli officials tell Axios.

Also joining the conference is Comoros, a tiny African country in the Indian Ocean. Surprisingly, both Comoros and Somalia, which are predominantly Moslem nations, do not have formal diplomatic ties with Israel, a close ally of Washington.

However,
there's more than one way to stuff a chicken...
brass hats from both countries have been holding talks with Israel and have even secretly visited the Jewish nation in a bid to normalize diplomatic relations.
Ah. They are so hopeful of money that they are actaully willing to talk to the hated Juices.
The decision by the two countries to attend the meeting could be a stepping stone towards normalization of ties between Israel and the Arab League
...an organization of Arabic-speaking states with 22 member countries and four observers. The League tries to achieve Arab consensus on issues, which usually leaves them doing nothing but a bit of grimacing and mustache cursing...
of Nations.

Negev, a forum meant to handle economic ties between nations, was established in March 2022 in a meeting attended by US Secretary of State Antony Blinken among other several brass hats from founding members including Morocco..

The idea was that the forum would be a platform for multilateral cooperation in the region in the fields of health, economy, climate change, water and security, the mission of the group reads.

A second ministerial meeting of the Negev Forum was originally scheduled for March, but it's been postponed several times, with Arab members expressing concerns about publicly engaging with the right-wing Israeli government and the "negative conditions" around the Israeli-Paleostinian conflict.

With the meeting now expected to take place in summer, Israel had previously insisted that Comoros and Somalia should attend the summit as observers ahead of regularization of their membership. Both countries accepted the offer, officials said..

Briefing news hounds on Sunday, Israeli Foreign Minister Eli Cohen said that "two or three countries that Israel doesn’t have diplomatic relations with were supposed to attend the meeting."

He added that Israel still believes "they will attend the meeting in the future and it will be a step toward normalization with them."

Somalia is in the process of nation-building with the government trying to strike multi-national deals for the sake of stabilization of the economy. Back at home, Somalia is also struggling to contain al-Shabaab
...... the Islamic version of the old Somali warlord...
forces of Evil who are working hard to topple the government of the day.

Gun licenses revoked from several members of ‘Brothers in Arms’ protest group
[IsraelTimes] Activists in anti-judicial overhaul organization say they were told to turn in their firearms after being detained during rallies against the government’s judicial overhaul plan.

At least seven members of the anti-overhaul protest movement "Brothers in Arms"
...they’re either Antifa in Israel or salaried or piecework employees of the US State Department. Given all the time they spend protesting, its clear they don’t have time for real jobs...
have had their gun licenses revoked, receiving notices from the National Security Ministry calling on them to surrender their weapons to a cop shoppe.

The Brothers in Arms group has been among the most active protest organizations in the country in recent months, including leading a fiery

rally outside Justice Minister Yariv Levin’s house in Modiin on Tuesday.

Six members of the group were arrested after protesters burned tires and blocked roads in front of Levin’s home. They were later released to house arrest, barred from Levin’s hometown of Modiin for 15 days and banned from taking part in any protests for 10 days.

"In the coming weeks, we’ll intensify the struggle for the country’s character, and the nation of Israel must in all its might join the efforts to safeguard democracy," Brothers in Arms said in a statement on Tuesday.

A day earlier, Brothers in Arms member Itzik Medina was arrested at home and accused of planning to carry out violent mostly peaceful activities, then released. His questioning sparked a raucous protest outside the cop shoppe in Petah Tikva.

Hen Slutzky, a member of the protest group, told The Times of Israel that in mid-May he received a text message and later a letter informing him that his gun license had been revoked due to "indecent exposure and non-normative behavior."
Oh? That sounds very Antifa...
On May 25 he turned in his weapon, he said.

Slutzky, a major in the IDF reserves who fought in the Second Leb

Formerly inhabited by hardy Phoenecian traders, its official language is now Arabic, with the usual unpleasant side effects. The Leb civil war, between 1975 and 1990, lasted a little over 145 years and produced 120,000 fatalities. The average length of a ceasefire was measured in seconds. The Lebs maintain a precarious sectarian balance among Shiites, Sunnis, and about a dozeen flavors of Christians. It is the home of Hezbollah, which periodically starts a war with the Zionist Entity, gets Beirut pounded to rubble, and then declares victory and has a parade. The Lebs have the curious habit of periodically murdering their heads of state or prime ministers...
War and volunteers with the Border Police in patrolling settlements, said he has been an active protester over the past few months.

He was among those who staged a protest in March at the Jerusalem offices of the Kohelet Policy Forum — a conservative think tank deeply involved in the judicial overhaul — placing sandbags and barbed wire at the entrance to the offices.

Slutzky said he was detained and questioned over the incident, and barred from entering Jerusalem for 15 days. The police investigation into his actions remains open, he said.

Similarly, Brother in Arms activist Yuval Hadar received a text message in mid-June informing him that his gun license had been revoked. Hadar, commander of a paratroopers company in the reserves, said he was briefly detained and then released in March after he blocked the Ayalon Highway with a group of anti-government protesters.

Hadar said the form he received cited an alleged construction violation from several years ago, which he said was suspect since he had successfully renewed his gun license multiple times since then.

Hadar, who said he is a licensed tour guide based in the south who regularly takes groups of children on tours of the desert, was told by police to delay handing in his weapon.

"I think they’re just harassing me for no reason," Hadar said. "I presented them with the fact that I need to go out on a field trip with children this week and next week, and a police officer told me: ’Well, don’t bring the weapon to police now, but only when you finish the next field trip.'"

Police told The Times of Israel that they regularly examine police records when it comes to issues of approving or denying gun licenses. But they added that the Israel Police only makes recommendations, while the gun licensing division of the National Security Ministry makes the decision, and "any attempt to connect the revocation of licenses to the fact that a license holder is a protester has no basis."

Police said that since the start of the year, 607 firearm licenses have been revoked.

In February, National Security Minister Ben Gvir announced a plan to streamline gun license applications and make it easier to be approved, including abolishing the requirement of interviews for security officials, including IDF officers.

"It’s not where the president is to be honest, but it’s a fair question," Amr responds.

Later on in the webinar, Amr is asked whether the Biden administration will allow the PLO to reopen its diplomatic mission in Washington, which was shuttered by former president Donald Trump

"It’s a great question for the Paleostinian leadership," he adds, hinting that the onus is on Ramallah to alter its welfare policy to cease payments to security prisoners and their families. Congressional law bars diplomatic activity by Paleostinian representatives on its soil so long as such stipends continue.

Paleostinian leaders have long defended the payments, describing them as a form of social welfare and necessary compensation for victims of Israel’s callous military justice system in the West Bank.

[BenarNews] Security concerns and other issues could hinder a proposed deal with the United States for the Philippines to temporarily host Afghan refugees, President Ferdinand Marcos Jr. indicated on Thursday.

#4  My take: The Russians want to bring the troops home for redeployment to Ukraine. In addition, the costs for Wagner will be borne by Syria, not the Russian budget.
