Haniyeh’s visit will be his second to Egypt since the start of the war on October 7, following a trip in early November.

Hamas says it will not hold hostage negotiations while IDF op in Gaza continues

Hamas reiterates its position “categorically rejecting holding any form of negotiations over a prisoner exchange” amid the ongoing Israeli military operation in Gaza.

“We are, however, open to any initiative that contributes to ending the aggression on our people and opening the crossings to bring in aid and provide relief to the Palestinian people,” the terror group says in a statement.

The terror group has also conditioned a deal on Israel withdrawing troops from the Strip.

Both conditions are non-starters for Israel.

DRC: the UN prepares the early departure of the Blue Helmets

(DRC), the UN Security Council is expected to launch on Tuesday an early but gradual withdrawal of peacekeepers from the country from the end of 2023, as requested by Kinshasa.

Despite this situation, the Congolese government has been calling for months for an "accelerated" withdrawal of Blue helmets, from the end of 2023 and not the end of 2024. He considers the UN force ineffective in protecting civilians against gangs and militias that have been raging for three decades in eastern DRC.

An accusation similar to other African countries, notably Mali which imposed the emergency departure of the UN mission (MINUSMA).

Several members of the Council, notably the United States, have expressed doubts in recent months about the fact that the Congolese forces are ready to replace MONUSCO to ensure the security of the population.

But since UN missions cannot operate without authorization from the host country, the DRC also wants - but less directly than the Malian junta - to force the hand of the Security Council.

If the draft resolution is adopted as planned on Tuesday, the Council will decide "to begin the gradual, responsible and sustainable withdrawal" of the mission, in accordance with a withdrawal plan concluded in November between Kinshasa and MONUSCO.

The first phase plans the complete withdrawal of peacekeepers from the province of South Kivu by the end of April 2024, a withdrawal which will begin "before the end of 2023".

From May 2024, MONUSCO will only be present in North Kivu and Ituri. From July 1, its workforce will be reduced by some 2,350 people (i.e. a maximum authorized strength of around 13,800 military and coppers).

The possible continuation of the withdrawal will have to be determined on the basis of an evaluation report of the first phase, which the Council expects by the end of June 2024.

The UN peacekeeping force (MONUC, then MONUSCO) has been present in the country since 1999. For several years, the Security Council had already begun a cautious disengagement, setting broad parameters for transferring responsibilities from the Blue Helmets to the Congolese forces. With the aim of starting to withdraw by 2024.

In this context, MONUSCO had already focused on the three eastern provinces, North Kivu, South Kivu and Ituri.

Noting further the importance of "coordinating" the various peacekeeping operations in the country, the draft resolution considers the possibility of "operational and logistical" support from MONUSCO to regional forces present in the country.

Kinshasa has decided not to renew the mandate of the East African force deployed in the east, which expired on December 8, and is counting in particular on replacing it with troops from the Southern African Community (SADC).

While the head of MONUSCO Bintou Keita recently expressed concern about an increased risk between the two neighbors. "for calm and dialogue", the draft resolution also calls Rwanda between the DRC and "direct military confrontation"

Without naming anyone, he also condemns "support by any external party" for the gangs of the M23 ( "March 23 Movement") and the FDLR (Democratic Forces for the Liberation of Rwanda), and calls for "withdrawal" from these external parts of Congolese territory.

In their last report published in June, experts mandated by the Security Council assured that they had "new evidence of direct interventions by the Rwandan defense forces" in the DRC, notably in support of the M23 and the FDLR.

election observers, expressing concerns that it could be utilized to manipulate the upcoming presidential poll later this month, as reported by multiple sources.

"Some organizations come with technology that could effectively penetrate the electronic system of the CENI (Independent National Electoral Commission) and be able to manipulate the election results," said Peter Kazadi, Minister of the Interior and Security.

In an unexpected move on November 29, the EU called off its electoral mission to the central African nation, citing technical issues.

"We wanted this process to be as transparent as possible. That is why, in a sovereign way, we invited these international organizations. But we will not accept that someone comes to manipulate the elections to change the will of the Congolese people that they will express tomorrow at the polls," added M. Kazadi.

The government, acknowledging its regret over the cancellation of the observation mission, faced criticism as several officials revealed that the decision was a result of a prolonged request for permits for satellite equipment.

"We will not shut down the Internet. We are not in a situation of war or popular uprising. Tomorrow there will be a morning, there will be a noon, there will be an evening, and we will each sleep tranquilly in our homes," concluded the Minister of the Interior and Security.

Congolese civil society, the US-based Carter Center and the 16-nation Southern African Development Community will observe the election on December 20th.

Berlin summons Iran envoy after court finds ties to 2022 synagogue arson plot

The German foreign ministry said Tuesday it had summoned Iran’s charge d’affaires after a court found that an attempted arson attack on a synagogue last year was planned with the help of Iranian state agencies.

"We will not tolerate any foreign-controlled violence in Germany," the ministry wrote on X, formerly Twitter.

The higher regional court in Duesseldorf had earlier sentenced a German-Iranian national to two years and nine months in prison over a plot to attack a synagogue in Germany in November 2022.

The 36-year-old, identified only as Babak J., had planned to target a synagogue in the western city of Bochum but ended up throwing an incendiary device at an adjacent school building. No one was injured.

In handing down the verdict, the Duesseldorf court on Tuesday said the attack had been planned with the help of "Iranian state agencies."

"The fact that Jewish life should be attacked here is intolerable," the foreign ministry said.

It added that it would carefully study the judgment to determine the "consequences and next steps, including at [the] EU level."

Germany has grown increasingly alarmed in recent years about rising anti-Jewish sentiment eight decades after the end of the Holocaust.

Abbott's Texas illegal immigration crackdown challenged by ACLU as Biden DOJ mulls action
[Washington Examiner] AUSTIN, Texas — The Biden administration is mulling legal action against Gov. Greg Abbott (R-TX) after civil rights organizations sued over a new law that gives state and local law enforcement the ability to arrest suspected illegal immigrants.

Blowback from Democrats and liberal organizations commenced less than 24 hours after Abbott signed SB 4, which gives non-federal police the legal authority to arrest immigrants who have illegally entered the state from a foreign nation. Immigration laws are federal, therefore, until the signing of SB 4, only federal law enforcement had the authority to make such arrests, and some already have taken legal action to quell Abbott's latest border security action.

Abbott signed the bill, along with two others that passed during recent special legislative sessions, Monday during a ceremony in the border city of Brownsville. SB 4 criminalizes unlawful entry to the country, while other enacted laws provide $1.5 billion for border wall construction and create a mandatory 10-year minimum prison sentence for human smugglers.

The American Civil Liberties Union, ACLU of Texas, and the Texas Civil Rights Project filed a lawsuit in federal court on behalf of El Paso County and two immigrant rights groups Tuesday challenging Texas.

"Governor Abbott’s efforts to circumvent the federal immigration system and deny people the right to due process is not only unconstitutional, but also dangerously prone to error, and will disproportionately harm Black and Brown people regardless of their immigration status," said Anand Balakrishnan, senior staff attorney at the ACLU’s Immigrants’ Rights Project, in a statement. "We’re using every tool at our disposal, including litigation, to stop this egregious law from going into effect."

[Railway Age] For the second time in four months, the U.S. Customs and Border Protection (CBP) has temporarily suspended operations at three U.S./Mexico international railway crossing bridges—two on Union Pacific and one on BNSF.

A farmer friend opines:

"Finally, the US has shut down Eagle Pass and the El Paso crossings in Texas, the main shipping points for corn and soybean trains to Mexico due to the influx of migrant crossings. Mexico is our largest corn customer and the trains are currently stuck in the US. I spoke to a shipper yesterday who billed a Union Pacific train to Mexico on Saturday. That train is still sitting on their tracks and they are not sure when it will move.

It is fine for illegals to cross, but not corn allegedly because of illegals on the trains. Creating another supply chain disruption is probably the real reason the rail crossings were closed. If anyone but the US government doing it, they would call it sabotage."

is a "moral failure," as she presses for a ceasefire to end the fighting.

"I have been speaking of moral failure because every day this continues is a day more where the international community hasn’t proven capable of ending such high levels of suffering and this will have an impact on generations not only in Gaza," ICRC president Mirjana Spoljaric tells journalists in Geneva following trips to Gaza and Israel.

"There’s nothing without an agreement by the two sides, so we urge them to keep negotiating and to keep facilitating the space that we need in order to operationalize the releases (of hostages and detainees)."

Doctors Without Borders (Médecins Sans Frontières), an Accomplice of Hamas?
[Gatestone] The public statements since October 7 of Doctors Without Borders (Médecins Sans Frontières, MSF) and its employees, on the ground in Gaza, show a systematic bias in favor of Hamas and hostility to Israel. MSF has failed in its humanitarian purpose and violated its own charter, which proclaims "assistance... irrespective of race, religion, creed or political convictions."

MSF has been present in the Gaza Strip since 1989. It now plays a leading role there, with at least 300 staff members, and works closely with local hospitals on a number of projects, either directly or indirectly with the Hamas "Ministry of Health".

MSF is often quoted by the international media and is seen by public opinion as an objective, neutral and independent observer of the conflict in the region. Because of the history of the organization, which in 1999 was awarded the Nobel Peace Prize, the French and international media have blind faith in MSF when it comes to reporting what it states.

However, a new investigative report on the social media posts of MSF and its employees has seriously called this reputation into question. The tweets and the Facebook posts of MSF and around 100 of its employees in Gaza were scrutinized.

Despite being subject to the MSF Charter, a significant proportion of its staff seem to share the Hamas point of view and support the terrorist attacks of October 7. For example, from October 7:

Sixty-seven trucks were inspected at Israel’s Nitzana Crossing before being transferred to Egypt’s Rafah Crossing and ferried into Gaza.

Sixty trucks were inspected at Israel’s Kerem Shalom Crossing and entered Gaza directly from there.

The number continues to lag behind the figure of 200, which Israel revealed earlier this week it committed to allowing in each day moving forward as part of the hostage deal last month.

Israel blames the UN and Egypt for failing to keep up with the amount of trucks that it is inspecting each day, while they in turn argue that Israel’s ongoing military campaign in Gaza makes it impossible to safely deliver large amounts of aid.

Footage shows the young woman standing in front of the self-propelled howitzer as it fires off a round, sending her stumbling to the ground.

The reckless incident prompted a quick response from the Israeli military, which stressed that no one was hurt in the stunt.

accused Tehran on Monday of developing and testing ballistic missiles, transferring hundreds of drones to Russia, and enriching uranium to an unprecedented 60% level for a country without a nuclear weapons program — all in violation of a UN resolution endorsing the deal.

Iran and its ally, Russia, dismissed the charges by Britannia, La Belle France and Germany, strongly supported by the United States, which pulled out of the agreement known as the Joint Comprehensive Plan of Action in 2018.

The six-party agreement was aimed at ensuring that Iran could not develop atomic weapons. Under the accord, Tehran agreed to limit enrichment of uranium to levels necessary for the peaceful use of nuclear power in exchange for the lifting of economic sanctions.

The sharp exchanges came at the Security Council’s semi-annual meeting on the implementation of its resolution endorsing the 2015 nuclear deal.

Both Iran’s UN Ambassador Amir Iravani and Russia’s UN Ambassador Vassily Nebenzia blamed the United States’ withdrawal from the JCPOA, Western sanctions and an "anti-Iran" stance for the current standoff.

Iravani said Iran is allowed to enrich uranium for peaceful purposes under the Nuclear Nonproliferation Treaty, and Nebenzia rejected alleged evidence that it was using Iranian drones in Ukraine.

The Europeans and US Minister Counselor John Kelley stressed that they would use all means to prevent Iran from developing nuclear weapons.

As for the future, Kelley told the council: "Iran should take actions to build international confidence and de-escalate tensions and not continue nuclear provocations that pose grave proliferation risks."

The Israeli officials told Austin that they don’t want Hezbollah fighters to be able to return to its military posts along the border that the IDF has destroyed over the past two months, Axios says.

Austin told Israeli leaders that he understands their concerns and will try and push for a diplomatic solution.
