Tribal Elders Form New Council In Bid To Unite Nation
[Tolo News] A number of tribal elders from southern provinces on Tuesday announced the formation of a council that aims to bring all tribes and ethnic groups in the country together under one umbrella.

At a gathering in southern Kandahar province, members of the new council -- the Loy Kandahar Council - said a peace deal with the Taliban is critical for war-torn Afghanistan. In line with this, they called on the National Unity Government (NUG) to hand over the responsibility of peace talks to the council.

In addition, members of the council condemned the recent siege of Kunduz city, and said government must identify and name those responsible for its collapse.

They also warned that other provinces could face the same fate as Kunduz if proper measures are not taken to maintain security countrywide.

"We want peace and we want reconciliation between the government and the Taliban," said Abdul Salam Rocketi, a former big shot of the Taliban and member of the new council.

"The Loy Kandahar Council aims to strengthen unity among elders and people from southern, central and other parts of the country," he added.

"We urge the government to hand over the responsibility of the peace talks to the Loy Kandahar Council. We will definitely ensure peace between the government and the Taliban," he said.

On the fall of Kunduz city, the elders said they sympathized with the residents who they claimed had endured a lot over the past week.

"We can feel the pain of Kunduz residents as Helmand

, Uruzgan and Zabul have seen war for several years," said Ayub, a tribal elder.

"The fall of Kunduz made us realize that someday Uruzgan, Kandahar or Helmand could fall to holy warriors...and this is a warning to the government," he added.

Mullah Sher Mohammad Akhond, a senator, questioned government's management regarding the collapse of Kunduz city.

"How is it possible that 300 or 400 people can enter a city without being noticed? This is a question for us," he said.

"The government should recognize and make public the names of those who were involved ... [in the fall of Kunduz city]," he urged.

The elders also requested that government consult with elders and politicians in a bid to overcome current hurdles and maintain law and order countrywide.

Remains of two people found in Presidential Palace

Hashimi further said that President Ghani has assigned a commission to conduct an investigation in this regard.

The commission include representatives from Ministry of Interior, Human Rights, Society of Doctors, Independent Human Rights Commission and forensic.

Hashemi further said that once the forensic report comes, the remains would be handed over to their families or Presidential Palace would make arrangements for their burial.

#3  Turkey's new presidential palace covers 3,200,000 square feet and has over 1100 rooms. The Erdogan govt refused to release its construction cost for fear of crashing the economy. It's known as the Ak Saray, or white palace. The courts had forbidden its construction on a number of grounds (one of them presumably good taste) and Erdogan thumbed his nose and went ahead with its cinstruction, so it's often described now as the Kaç-Ak Saray, or "Illegal Palace." On 10 July 2015, the Turkish Council of State found that the construction of the palace violated the law and ordered it to be vacated.

To put the ego in scale: Buckingham Palace as 828,820 square feet. The Palace of Versailles has 721,206 square feet, and a cozy little nest it is. The entire Kremlin complex covers 68 acres, or almost 3 million square feet, which is still slightly smaller than Erdogan's new shack.

The White House has 55,000 square feet arranged in six floors, or a little over an acre and a quarter.

U.S. commander: American troops must remain in AFG past 2016, new '€˜plan' needed
[Wash Times] The top commander in Afghanistan said Tuesday he has recommended to President Obama that U.S. troops remain in country past the current December 2016 exit date.

"The president is well aware of the tenuous security situation," Army John F. Campbell told the Senate Armed Services Committee.

"I do believe we have to provide our senior leaders with options different than the current plan that we're going with," he testified.

His opening testimony was filled with references to problems still besetting the Afghanistan National Security Force in this the war's 14th year.

He said "much has changed" on the battlefield since Mr. Obama announced the withdrawal timetable in 2014, including the rise of the Islamic State and al Qaeda, and a reinvigorated Taliban.

He said the ANSF still suffers from poor leadership that "shows they cannot handle the fight alone at this stage of development."

The FTÖ is a term used by President Erdogan and leading figures from the Justice and Development Party (AKP) to refer to sympathizers of their ally-turned-nemesis, the U.S.-based Islamic holy man Fetullah Gulen.

The indictment claims that Özcelik and Baser are members of the FTÖ and fulfilled the demands of the purported organization.

Both judges were dismissed by the Supreme Council of Judges and Prosecutors (HSYK) on Jul. 14, 2015, months after Baser and Özcelik provided the legal ground for the release of arrested suspects in the case filed against the FTÖ.

The Bakirköy 2nd Court for Serious Crimes has set a 15-day deadline for Baser and Özcelik to submit any information, document or evidence in the case.

The court will then send the indictment to the Supreme Court of Appeals to start their trial.

In late April, Baser and Özcelik issued a ruling to release 75 former coppers and the head of private broadcaster Samanyolu TV Hidayet Karaca, from custody. All 76 were accused of being members of the FTÖ.

The ruling was blocked at the time by a higher court and the two judges were suspended by the HSYK, which said they had "damaged the reputation and influence of the judiciary."

Erdogan and his inner circle have long accused followers of Gulen of forming a "parallel structure" -- state within a state -- to topple the Turkish government, with its purported members working as insiders in the police and other state institutions.

Defendants demand quashing of Ergenekon coup plot case at Turkey's top court

's Supreme Court of Appeals held the first appeals hearing in the Ergenekon coup plot case on Oct. 6, months after the Chief Prosecutor's Office asked for a reversal of the rulings in the case.

At the first hearing, the chief judge of the court pledged to offer a wide opportunity for the presentation of defenses, while suspects demanded the quashing of the controversial and long-running case.

Former Chief of General Staff Gen. Ilker Basbug; former daily Cumhuriyet editor-in-chief and now Republican People's Party (CHP) deputy Mustafa Balbay; and Levent Ersöz, a retired general and suspected member of JITEM, an alleged intelligence unit of the gendarmerie, were among the suspects who attended the first hearing on Oct. 6.

"The law has been violated every day in this case. That's why I ask for the quashing of the case on its merits," said Dogu Perincek, one of the defendants and the leader of the Homeland Party.

"In line with America's plans, the 'F Organization' committed this crime," Perincek said, describing the Ergenekon case as "the biggest crime committed against the Republic." By saying the "F Organization" he was apparently referring to followers of the U.S.-based Islamic scholar Fethullah Gulen, who he accuses of manipulating the case.

Balbay also demanded that the case be thrown out. "We want to say, 'There are judges in Ankara.' In spite of everything, the legal experiences of this country cannot tolerate such an outrageous file," he said.

Adnan Turkkan, another defendant, said he was included in the case simply because he was the founding leader of the Youth Union of Turkey (TGB).

Minister: PKK-Gulenists to manipulate Nov 1 elections in Turkey

's interior minister has suggested that followers of the U.S.-based Islamic scholar Fethullah Gulen and the outlawed Kurdistan Workers' Party (PKK) are collaborating to manipulate the results of the upcoming Nov. 1 elections, alleging that they also did so during the June 7 parliamentary elections.

Interior Minister Selami Altinok also said they would soon release a list outlining which awards they have designated for citizens who provide denunciations about members and leaders of the PKK.

"We very clearly saw such associations before the June 7 elections, too," Altinok told the state-run Anadolu Agency on Oct. 6, when he was reminded of recent remarks by President Recep Tayyip Erdogan

Prosecutor objects release of suspects in journalist attack case
[Hurriyet Daily News] An Istanbul prosecutor objected to the release of six suspects on Oct. 6 in the investigation of the attack on daily Hurriyet columnist Ahmet Hakan.

Seven suspects were sent to court with a demand for their arrest on the grounds of initiating an organization with the aims of committing crime, making threats, defamation and battery. Six suspects were released and just one tossed in the clink

But, we still believe that there are many judges and prosecutors who follow the law and we trust them. We want to trust them," said Demirtas.

Meanwhile Hakan sent a message via his Twitter account for the first time after the attack and thanked his supporters.

"Brothers and Sisters, I saw all your messages, many thanks to you all. No giving up, [we must] go on," said Hakan in his message.

Justice and Development Party (AKP) Ankara deputy Ahmet Iyimaya said the violence was indefensible.

Republican People's Party (CHP) deputy group head Levent Gök said there was serious support given to those who attacked Hakan.

'€˜It's covering up some shady sh-t': Clinton server employee


WASHINGTON -- An employee of the computer company that maintained Hillary Rodham Clinton's '­email server was questioned if he was part of a coverup,' according to documents ­released Tuesday.

"This whole thing really is covering up some shady s--t," the employee said in an Aug. 19 company email obtained by Sen. Ron Johnson (R-Wis.), chair of the Senate Homeland Security and Governmental Affairs Committee.

The concerns by the Colorado-based Platte River Networks employee were aired after the Clinton camp ordered a reduction in the data stored during each server backup.

The limits were ordered after the State Department contacted the former secretary of state in summer 2014 to inquire about her private email records.

In October, the department sent a formal request to turn over documents.

The employee was so suspicious that he sent an ­email to a colleague asking for a copy of the email from Clinton Executive Service Corp. to document "their directive" to limit the number of emails stored.

Clinton maintains she turned over more than necessary.

Counter Terrorism Department cop shoppe Rawalpindi registered an FIR against him under various sections of the Anti-Terrorism Act (ATA) and the Pakistain Penal Code.

On December 31 Farooqi, with his lover companions and gunnies, was taken into custody after a joint patrolling team of the police and Rangers intercepted their double-cabin pickup truck at a checkpost near Tramri Chowk.

The police said Farooqi and his lover companions were arrested after illegal weapons, including a 12-bore pump action shotgun, two 44-bore rifles, two 9mm pistols and bullets were recovered from their possession.

Public prosecutor Noor Khan told the court during a hearing that the Mufti, a prayer leader at a mosque in Taxila, delivered hate speeches. The lawyer also said Farooqi gave out visiting cards which referred to him as the president of ASWJ Pindi chapter.

Mr Khan reminded the court that under section 11/F of the ATA, a person claiming affiliation with any banned outfit is liable to be punished with a minimum prison sentence of six months. The ATC judge, in addition to the prison sentence, also ordered the convict to pay a fine of Rs50,000.

An appeal for Mumtaz Qadri was being held at the Supreme Court on Monday.

The police say in addition to Islamabad and Rawalpindi natives, people from Gujranwala had also made attempts to reach the court.

Section 144 of the Criminal Procedure Code for unlawful assembly had been enforced across the capital. The police say they were directed to take action against supporters and that suspicious individuals should be taken into custody.

Security was tightened at all checkpoints amid reports that a large number of people would reach the Supreme Court during Qadri's appeal against a conviction and the death sentence.

Capital police units were deployed along roads including four reserves at Nadra Chowk, two at D-Chowk and one on Agha Khan Road. Khayaban-e-Suhrawardy was closed off from Attaturk Avenue onwards. Traffic moving towards Constitution Avenue was diverted to Shahrah-e-Jamhuriat.

At least 588 lives lost in terror attacks since January, Senate told
[DAWN] At least 588 Paks bit the dust in terror-related related incidents between January to August this year, Interior Ministry informed the Senate on Tuesday.

In response to questions raised by a number of members of the Upper House of Parliament, the Interior Ministry in its written reply stated that about 588 Paks were killed while 10,007 were maimed in 821 incidents of terrorism, which occurred between January to August this year.

Shuja Khanzada's son bags majority votes in Attock by-election
[DAWN] Pakistain Muslim League-Nawaz (PML-N) candidate Jhanghir Khanzada -- son of the slain home minister of Punjab, Shuja Khanzada -- reportedly won the seat of the PP-16 Attock-II constituency with a clear majority in the by-election held on Tuesday.

According to the unofficial results, Jhanghir bagged about 40,390 votes while his opponent, an independent candidate, managed to get only 4,123 votes, sources said.

Owing to the clear victory, PML-N leaders and a large number of activists thronged the residence of Khanzada at Shadi Khan village to congratulate him.

Talking to local media, Jhanghir Khanzada thanked the people of his constituency and politicians for extending their complete support to him and his father's mission.

[DAWN] The Supreme Court on Tuesday sought assistance from the legal counsel defending Mumtaz Qadri -- convict who assassinated former Governor Salman Taseer in 2011-- to focus his arguments on the question of permitting individuals, in the current times, to deal on their own with an accused of committing blasphemy -- that too on hearsay.
Only in a rathole like Pakistain could such a question ever make it to a court, much less the Supreme Court.
"Will it not instill fear in the society if today everybody starts taking law in his own hand by dealing with the sensitive matter like blasphemy himself -- without consulting the courts -- that too without going into the true facts," inquired Justice Asif Saeed Khosa while heading a three-judge Supreme Court bench.

The bench had taken up two identical appeals against the March 9 Islamabad High Court judgment of accepting Mumtaz Qadri's plea to annul provisions of the Anti Terrorism Act (ATA) 1997 for assassinating Punjab

2.) A province of Pakistain ruled by one of the Sharif brothers
3.) A province of India. It is majority (60 percent) Sikh and Hindoo (37 percent), which means it has relatively few Moslem riots....

Advocate Mian Nazir Akhtar had moved appeal on behalf of Malik Muhammad Mumtaz Qadri, while the other by the federal government also assailing the IHC verdict.

The high court had dismissed Qadri's petition against the award of death sentence under the Pakistain Penal Code (PPC) but accepted his application to void ATA's Section 7 that asks for the punishment of death for committing acts of terrorism.

Quoting instances like Nov 4, 2014 Kot Radha Kishan where a Christian couple was lynched or that of a Nowshera where a Christian was accused of blasphemy with the connivance of the local police merely because he had property dispute with someone, Justice Khosa inquired whether individual has the right to act on his own in such matters without even ascertaining the facts first.

Justice Dost Muhammad Khan, a member of the bench, also emphasised the need of exercising restraint because blasphemy cases were sensitive in nature and prone to be misused.

Allowing individuals to deal with such matters on their own was fraught with danger especially in divided societies like ours when our religious scholars were even reluctant to offer prayers after members of other school of thought, he maintained.

"Today's Pakistain is not the one envisioned by Quaid-e-Azam since it has been fragmented in different sects and ethnicities instead of becoming one nation because of personal greed, benefit, self-interest and intolerance towards other sect and non-Muslims."

Prime Minister Benjamin Netanyahu rejected calls by senior ministers for construction in Jewish settlements in the West Bank in response to an increase in Paleostinian terrorism, at a meeting of his security cabinet on Monday.

Kurdish MP: 4-nation coalition kicks off without Kurdish presence
[Rudaw] The first Iraq-Syria-Iran-Russia joint intelligence meeting on countering ISIS was launched Tuesday in the Iraqi capital Baghdad, but no Kurdish leader took part in it, says a Kurdish MP in the Iraqi parliament.

"The Kurdish leadership must take responsibility for the absence of Kurdish security officials in Baghdad who did not take part in the meeting," Hoshyar Abdulla, head of the Change Movement (Gorran) faction in the Iraqi parliament, told Rudaw.

Abdulla, who is also a member of the Iraqi parliament security and defense committee, told Rudaw that "six experts from each country took part in the multi-directed meeting, and each country will lead the coalition for three months."

Falih Fayadh, the current Iraqi national security adviser, is leading the coalition, Abdulla added.

"This unit has been assigned to collect intelligence information with regards to ISIS bandidos forces of Evil in Iraq and Syria, and the formation of this coalition comes at a time no serious endeavor has been seen from the US-led coalition in striking ISIS positions in Iraq and Syria," Abdulla added. "Within two years ISIS was not eliminated, rather they kept growing and took Anbar in addition to djinn-infested Mosul

Abdulla finally criticized the US coalition for not bombing ISIS on the main Mosul-Raqqa road, because "ISIS has been easily transporting its bandidos forces of Evil and weapons suppliers from Raqqa to Mosul, and vice-versa. The U.S. coalition did not manage to destroy that supply line. In this light, Iraq and Syria welcomed Russia's participation in the fight against ISIS."

Smart fences completed at 12 Gaza-adjacent communities
[Ynet] The Defense Ministry announced on Tuesday that it had completed building 12 smart fences around a dozen border-adjacent towns near Gazoo as part of the initiative to boost security in the area after Operation Protective Edge.

The cost of the overall project is estimated at NIS 30 million, and included dozens of kilometers of smart fences, advanced technological means, and maintenance for the fences for three years.
Better than nothing, which is what they had before. One hopes the locals are also armed.

Official Paleostinian government documents published by Israel Radio on Tuesday confirmed hundreds of thousands of dollars in payments to prisoners convicted in some of the deadliest attacks on Israelis.

The report came after days of violent festivities and repeated Israeli accusations of Paleostinian incitement to violence.

Israel Radio said the documents reveal that hefty sums have been given to murderers serving out multiple life sentences in Israeli prisons.

Individuals who received funds from the Paleostinian Authority include members of the PA security forces who were implicated in terrorist attacks against Israelis during the Second Intifada, as well as senior Hamas members serving time in Israeli prisons.

Abdullah Barghouti, a Hamas commander and bomb-maker serving 67 life terms for his involvement in several terror attacks, including the bombing of the Sbarro restaurant in Jerusalem in August 2001 that killed 15 Israelis and maimed some 130, received over NIS 250,000 ($64,000) from the Paleostinian Authority, the report said.

Paleostinians have long acknowledged paying support to the families of prisoners held by Israel, but payments made personally to prisoners convicted in deadly attacks have never been made public.

Ashraf al-Ajrami, a former Paleostinian minister for prisoners affairs, confirmed the report, saying the prisoners are "heroes" and the money is for their families.

Russian military officials visit Israel for Syria talks
[Ynet] The visit follows a previous meeting held between high level military officials from both countries in Moscow, which allowed for the creation of a mechanism to coordinate aerial activities.

Russian military officials were to hold talks with their Israeli counterparts in Tel Aviv on Tuesday after the countries' leaders agreed to establish a mechanism to avoid accidental clashes in Syria.

Israel's military confirmed the two-day meeting on "regional coordination," which comes after Prime Minister Benjamin Netanyahu and Russian President Vladimir Putin held talks last month related to Syria.

The two agreed on a mechanism to avoid "misunderstandings" and clashes in Syrian airspace between the two militaries' jets.

Tuesday's talks were to include Russian Deputy Chief of Staff Nikolai Bogdanovsky and his Israeli counterpart Yair Golan.

Israeli military officials reportedly fear that Russian air strikes could cut their room for manoeuver in Syria.

Several purported strikes on Iranian arms transfers to Hezbollah through Syria have occurred in recent months that were not officially acknowledged by Israeli authorities.
Netanyahu demonstrating leadership, diplomacy, and wisdom once again. Probably no chance a petulant, egotistical Obama will learn anything through observation.

Iran ministers warn of fresh economic crisis
[IsraelTimes] As Tehran attempts to recover from years of sanctions, government officials warn oil decline, other factors causing stagnation

Four Iranian government ministers have broken ranks to warn of a possible economic crisis because of the plunge in prices of oil and other commodities, underlining the country's patchy recovery.

In a letter sent to President Hassan Rouhani that was published by newspapers Monday, the ministers of economy, industry, labour and defence said "incompatible" policies were causing harm.

"If urgent action is not taken, stagnation could turn into crisis," the letter said, noting that capital was in short supply because of falling income from sales of oil, metals and minerals.

Iranian media reported that the letter was sent one month ago.

Rouhani's government in its first two years has prioritized tackling inflation, which spiked when money was printed after international sanctions were imposed because of Iran's nuclear program.

However the letter appeared consistent with the views of some analysts who say with inflation now down to 15 percent -- it was 42% when Rouhani took office -- a change of policy is needed.

The government, fresh from a nuclear deal with world powers that should see nuclear-related sanctions lifted in the coming months, is trying to attract foreign cash into sectors long starved of investment.

However,

Mohammad Gholi Yusefi, an economics professor at Allameh Tabatabai University in Tehran, said the letter had exposed tensions over the allocation of cash from Iran's own banks.

"Almost half the banks' resources is practically blocked by the government, special customers and banks themselves," he told AFP, meaning it is not reaching businesses crucial to the economy.

"Part of the money is also blocked by banks that have invested the money in housing and malls, hoping for more return.

"The fact that ministers publicly wrote this letter shows the depth of the crisis and confirms what independent economists have been warning about for some time," he added.

After years of recession, Iran's economy grew by three percent last year, but with 25 percent of graduates unemployed and inflation still high, the recovery remains vulnerable.

Middle class and poor Iranians have seen their purchasing power plummet since 2012, when inflation peaked. The local rial currency had already lost two-thirds of its value before Rouhani took office.

Sanctions saw Iran cut off from the SWIFT banking system of transfers in 2012, leaving Iranian businesses isolated from international finance.

When banking curbs are removed under the nuclear deal, firms -- many of which have money frozen in foreign accounts -- stand not only to get it back but also to benefit from easier transactions.

I have a Toyota Tacoma, but really would like a Hilux with a diesel. Drove one in England. Thanks to EPA draconian regs, they have priced out diesels in this range. ISIS gets all the good stuff and 'Merkins don't get squat.
