Moscow says Georgia harboring Islamist rebels
Russia said on Thursday Islamist rebels were being trained in neighboring Georgia to launch attacks in Chechnya and nearby regions, a state-run news agency reported. Russian officials have said that foreign training and funding has contributed to a surge in violence by Islamist insurgents in recent months in its volatile north Caucasus regions, including Chechnya, Ingushetia and Dagestan.

"At military bases in Georgia, terrorist groups are trained by foreign instructors to carry out attacks in Russia," Deputy Interior Minister Arkady Yedelev told police officials in the Caucasus town of Vladikavkaz, RIA news agency reported. He did not directly accuse the Georgian government of complicity and did not say what nationality the instructors were. Russia has in the past accused Arab fighters of providing training to Chechen rebels, though not specifically in Georgia.

Yedelev said the training had contributed to a 19 percent increase in "terrorist attacks" in Russia's Caucasus regions in 2009 compared to the previous year.

During the second separatist war with Chechnya in the 1990s, Moscow said Georgia's Pankisi Gorge on the border with Chechnya served as a shelter for hiding guerrillas and militants. Today, Tbilisi officials say some Chechen refugees still live there, but fighters and militants no longer take shelter in Georgia.

The head of the FSB, successor to the KGB, accused Georgia in October of collaborating with al Qaeda and aiding Islamist militants. A senior official in Tbilisi dismissed those accusations as "absurd."

Russia Willing to Build Railways If Norks Give Up Nukes
And we all know how Kimmie loves his rails ...
Russia is willing to construct gas pipes, electrical power networks and railways that could bridge the two Koreas and Russia if North Korea gives up its nuclear weapons.

This is according to Russian Ambassador to South Korea Konstantin Vnukov, who told Yonhap News that the proposal could be included in the idea of the "grand bargain," which was proposed by President Lee Myung-bak as a comprehensive rewards package for North Korea if it abandons its nuclear program.

The South Korean government responded positively to Russia's overture, saying the deal can be reviewed when the six-party talks resume.

Possibility of Plots Prompts More Checks for Explosives at Airports
WASHINGTON — The Department of Homeland Security moved Thursday to increase random checks for explosives at American airports after officials cited a heightened concern over possible terror plots against the aviation system.

Counterterrorism officials said that recent intelligence tips had hinted at a planned attack by Qaeda operatives, but that the threat information was vague and did not specify a particular target or date. Still, after failing to anticipate the attempted Christmas Day bombing of a Northwest Airlines flight, government officials said they wanted to take every precaution.

“We must remain vigilant about the continued threat we face' from Al Qaeda, Homeland Security Secretary Janet Napolitano said in a statement. “We are facing a determined enemy and we appreciate the patience of all Americans and visitors to our country, and the cooperation of our international partners as well as a committed airline industry.'

The measures will include random checks with explosive-detection devices of passengers or baggage at locations around some American airports, not just at security checkpoints, one Homeland Security Department official said. The devices search for trace amounts of explosives as a sign that someone might be carrying a bomb.

Air marshals will also more frequently board flights on certain unidentified routes, officials said. Canine teams and so-called behavior detection officers — which have been deployed in larger numbers since the Dec. 25 episode — will continue to patrol airports, looking for suspicious activity or explosives.

Three American counterterrorism officials declined Thursday evening to say what prompted the new travel advisory. But they suggested that they had seen an increase in tips about a possible attack from Al Qaeda in the Arabian Peninsula, the Yemen-based group that claimed credit for the failed Dec. 25 plot. A Nigerian man was indicted last week in that case, accused of concealing explosives in his underwear on Northwest Flight 253 from Amsterdam to Detroit.

“They continue to plot, and one of their major goals is to hit the United States,' one official said, adding that he was not authorized to discuss the matter on the record. “Everyone understands that, and we have fresh, credible evidence of it.'

The official indicated that the government had obtained the intelligence in the last few days.

“Our concern about AQAP has intensified,' said a second intelligence official, who also spoke on condition of anonymity, referring to Al Qaeda in the Arabian Peninsula. “The threat from Al Qaeda did not end on Dec. 25.'

Representative Michael McCaul of Texas, the ranking Republican on the House Homeland Security intelligence subcommittee, said in a telephone interview that administration officials had told lawmakers in closed briefings on Wednesday that there could be “a couple of more' Yemeni-trained suicide bombers on the loose, but that the source of the information “was not very reliable.' Federal officials have said the suspect in the Dec. 25 attempt told them he had obtained explosive chemicals and a syringe from a bomb expert in Yemen.

The changes this week at airports nationwide will be modest, compared with security already in place, said a Homeland Security Department official, who said she was not authorized to discuss the matter on the record. Some passengers may not even notice them, she added.

For example, pat-downs will not be required of all passengers before boarding; the practice is mandatory for anyone flying to the United States from or through 14 mostly Muslim countries. But pat-downs will occur randomly at domestic airports more often, the official said.

Fake military uniforms threaten Iraqs security
[Al Arabiya Latest] The Iraqi government is facing yet another security challenge as military gear has become a public commodity and terrorists dress as army officers to carry out operations against civilians.

As the security forces in Iraq are now made up of a variety of branches, uniforms have become more diverse and civilians are becoming easily fooled, unable to distinguish between real and fake army personnel.

The problem became more complicated when different types of uniforms started being sold in stores and marketplaces in Baghdad and other Iraqi cities. As a result, members of armed groups and extremist militias were able to commit crimes, from theft to murder, dressed in military uniform.

The Iraqi government now faces another security challenge as it is being accused in official and public circles of being unable to impose the necessary restrictions to control the sale and purchase of military uniform.

It is the Defense and Interior ministries that are responsible for regulating the sale of army uniforms in stores, said an Iraqi citizen.

"The uniforms in stores are replicas of the real ones and it becomes impossible for citizens to distinguish a fake security officer from a real one," he told Al Arabiya. "Terrorists are not only free to dress as police or army officers, but they can even choose the rank they like."

Under Iraqi law, only authorized stores can sell military gear and only a person carrying the required documentation that proves his/her affiliation to the army or the police is allowed to buy a uniform, said an authorized military uniform dealer.

"However, it is now easy to forge documents issued from different military authorities," he told Al Arabiya. "There are also several places that are now specialized in forging documents."

Since the latest terrorist operations carried out by militiamen dressed as officers, Iraqi citizens have been calling on the Iraqi government to clampdown on unauthorized stores and to restrict the sale of military gear to army stores.

Excerpts from an interview with Iraqi MP Mithal Al-Alousi, which aired on Al-Fayhaa TV on December 12, 2009.
"If things are like that, and a certain country is waging a war against us, Iraqi intelligence should respond by the same token, in that very same contemptible capital where they sanction the killing of Iraqis.

"The Iraqi government should talk about Hareth Al-Dhari. How come nobody mentions the 1920 Revolution Brigades, or talks about Hareth Al-Dhari? How come Iraqi intelligence does not carry out preemptive operations, even if it involves stopping that criminal by any possible means, in order to protect our citizens?

"What can the policemen and soldiers out on the streets do? Today, most of the victims are soldiers and policemen, who absorb the first terrorist strike.

"We want to see preemptive operations, stemming from confidence in ourselves and in our state. The politicians and security chiefs should act, and take real preemptive measures. The defense of Baghdad cannot be achieved on the streets of Baghdad itself. Baghdad should be defended from advanced posts, and even in dance clubs, among criminals, and in places of worship..."

Interviewer: "As well as advanced posts in Damascus, in Tehran, and in Riyadh..."

Mithal Al-Alousi: "In Damascus, in Tehran, in the UAE, and everywhere -- even in Washington. We should conduct preemptive operations everywhere, in order to protect the Iraqis.

"In the work of intelligence agencies, preemptive operations are legitimate. I am not telling you to strike at the intelligence agency of some country. I am saying that you should attack the terrorists coming from there, or the recruiting and training centers, about which our government says it has information." [...]

"I would like to say something to our neighboring countries, and I mean what I say. Iraq has survived six years of terror attacks, car bombs, and bloodshed. By God, we can survive another 60 years of this war. But these Mickey Mouse countries -- even the large ones, which believe they are protected by the cloak of religion -- cannot survive even five terror attacks in their capitals. You will see how their regimes collapse.

"They should know that Iraq is a superpower that cannot be divided into Sunnis and Shiites, into Kurds, Arabs, and Turkmen -- all that nonsense. The body of Iraq has taken many blows, while their bodies cannot tolerate even two or three strikes."

"We should use our bargaining chips, and eliminate any Iraqi -- let me repeat -- any Iraqi who plans, from a foreign country, the killing of Iraqis. Let that country get mad and complain to the UN Security Council. Let them do whatever they want. They need us, they need our economy, they need to export their goods to us. They need commercial relations with Iraq.

"I, Mithal Al-Alousi, am willing to give the order to kill a terrorist in Syria, Tehran, or any other city, if he so much as dreams of killing a single Iraqi citizen."

#8  The US military has built the Iraqi military into a world class organization. Once they can procure the advanced weapons systems and air force, they will be easily on a par with Turkey in many ways. And superior in some others, like combat experience.

But for Iraq to become a superpower, it has to become a "player". This means to have the ability to force project outside of Iraq. Not just during war, but with other missions as well.

Properly, if the opportunity presented itself, Iraq should absorb, or at least direct Syria. This would solve lots of problems in the region in one fell swoop. Lots of possibilities there.

Since the majority of Syrians are Sunni, it could become a "Sunni Homeland" for Iraqi Sunnis who didn't like being ruled by Shiites. The tiny Alawite Shiite minority that now rule would be marginalized.

The Lebanese Shiites could be de-radicalized, since they would be welcome in Iraq, and Hezbollah phased out, eliminating a second proxy for Iran. This would also take much of the pressure off Lebanon.

The Egypt-Hamas collision course
Hamas representatives who visited Cairo in November and December for talks on a possible prisoner exchange agreement with Israel and reconciliation with the rival Fatah faction asked government officials about the nature of the construction work that had been taking place for several weeks along the border between the Gaza Strip and Sinai. The Egyptians, according to one of the Hamas representatives, sought to allay the group's concerns by assuring them that this was only routine "engineering" work.

Hamas's suspicions regarding Egypt's true intentions grew when Palestinians living on the Egyptian side of the border were told by some of the laborers employed in the project that it was actually aimed at building an underground steel wall. "The workers said that Egyptian security officers had warned them against talking to anyone about the project," said a Hamas legislator in the Gaza Strip. "The Egyptian authorities were evidently concerned about how the wall would be perceived in the Arab and Islamic world and that's why they wanted to build it without drawing attention." Seeking to embarrass the Egyptians and exert pressure on them to halt the construction of the barrier, Hamas has in the past three weeks managed to mobilize major media outlets in the Arab and Islamic world against the project.

Hamas began organizing tours for local and foreign journalists and photographers to the Palestinian side of the border so that they could see with their own eyes the "engineering" work. Al-Jazeera, the Arab world's most popular TV network, which has long been extraordinarily sympathetic toward Hamas, took upon itself the mission of depicting the Egyptians as being part of a US-Israeli conspiracy to "strangle" the Palestinians in the Gaza Strip. Al-Jazeera has since dedicated many of its popular programs to live debates about the controversial wall, providing a free platform to almost anyone willing to condemn the Egyptian regime and President Hosni Mubarak. The controversy over the wall has even divided the most prominent scholars of the Islamic world, triggering a "war of fatwas" in favor of and against the project.

Hamas officials are convinced that Mubarak decided to build the wall not only under pressure from the US and Israel, but also to punish the movement for its negative position on the issues of reconciliation with Fatah and the case of IDF soldier St.-Sgt. Gilad Schalit. They also insist there is no justification for the building of the steel wall, because Hamas has never posed a threat to Egypt's national security. "When Egypt talks about a threat to its so-called national security, it's actually talking about a threat to its regime," argued Prof. Abdul Sattar Kassem, a West Bank academic and Hamas supporter. "Egypt anyway has limited self-rule in Sinai because of the Camp David Accords, which prevent the Egyptians from having a large military presence there."

He and other pro-Hamas spokesmen categorically dismiss claims that the Egyptians are worried that Hamas would smuggle weapons into Egypt with the purpose of undermining the regime. "It's true that we don't like Mubarak's regime, but we are not trying to occupy Cairo," said a Hamas legislator in the Gaza Strip. "Our conflict is with the Israeli enemy, not Egypt or any other Arab country." According to the legislator and several other Hamas spokesmen, the Egyptians are seeking to "punish" Hamas for its refusal to sign an Egyptian-brokered reconciliation accord with Fatah in Cairo last October. Hamas cancelled its participation in the signing ceremony at the last minute to protest Palestinian Authority President Mahmoud Abbas's decision not to back a resolution in the UN Human Rights Council that would have condemned Israel for allegedly perpetrating "war crimes" during Operation Cast Lead in the Gaza Strip.

The Hamas boycott is said to have enraged Mubarak, who was hoping to score points among Arabs and Muslims for succeeding where the Saudis, Yemenis and other Arabs had failed, namely in ending the power struggle between Hamas and Fatah.

Relations between Cairo and Hamas had already been strained over the case of Schalit. For the past three years the Egyptians have been trying, thus far unsuccessfully, to negotiate a deal between Hamas and Israel to release the soldier in return for several hundred Palestinians held in Israeli jails. Late last year Hamas decided to substitute the Egyptians with a senior German diplomat, who is now acting as the main mediator. The Hamas decision to dump the Egyptians in favor of the German is also said to have angered Mubarak and his General Intelligence chief, Omar Suleiman, who was personally involved in attempts to persuade Israel and Hamas to agree to a prisoner swap.

A Hamas-Fatah reconciliation accord and a Hamas-Israel prisoner exchange deal would have bolstered the standing of Mubarak's regime in the local, regional and international arenas. Mubarak was hoping to reestablish Egypt's role as the Arab world's most influential country, but Hamas has clearly destroyed his dream. The anti-wall campaign in the Arab media, as well as Palestinian demonstrations against what has become known on as the "wall of shame," has caused severe damage to the Egyptian regime's reputation throughout Arab and Islamic countries, where Mubarak is being dubbed a pawn in the hands of the US and Israel. This, of course, does not help his dream of having his son, Gamal, succeed him as president.

The new steel wall has put Egypt on a collision course with Hamas, whose supporters are now promising to escalate their campaign to stop the "engineering" work along the border. Palestinians in the Gaza Strip said this week that increased pressure on Hamas could force the movement to make every possible effort to tear down the underground barrier, including the use of explosives.

Iran to try 16 people over Ashura unrest
[Iran Press TV Latest] Iran's judiciary says it has forwarded the cases of sixteen individuals indicted in connection with the Ashura riot in Tehran to the Revolution Court.

The Tehran Prosecutor's office said in a statement that one of the defendants could be charged with being "mohareb" (enemy of God) -- a crime punishable by execution.

The fifteen suspects were charged with "conspiring against national security and carrying out acts against the establishment," the statement added.

On December 27, anti-government protesters in Tehran took advantage of the Ashura mourning ceremonies to chant slogans against high-ranking Iranian officials.

Police used tear gas to disperse the protesters who vandalized public property and set trashcans aflame, provoking clashes with security forces.

Seven people died during the unrest. Deputy Police Chief Ahmad-Reza Radan, said the force had not used violence against protesters, rejecting any involvement in the killings, adding that authorities were investigating the deaths.

In response to the Ashura unrest, millions of Iranians took to the streets on Wednesday Dec. 30, 2009, demanding that rioters be brought to justice.

The office said that the indictments had been based on police reports, investigations, and the explicit testimonies of the suspects. The statement did not identify the suspects or specify the dates of their trials.

'Iran will take revenge on US over its crimes'
A senior Iranian military commander says Iran will take its revenge on the US over the "recent crimes" it has committed in Iran.

"People are angry at those who paved the ground for the recent incidents and assassinations," Brig. Gen. Mohammad-Reza Naqdi, commander of Basij forces said on Wednesday.

"The revenge for these crimes should be taken on the US and with the support of God we will do so," Fars news agency quoted Naqdi as saying.

He noted that the assassination of an Iranian scientist and university professor on Tuesday showed that the West is against Iran's scientific and technological progress.

Dr. Massoud Ali-Mohammadi, a lecturer at the University of Tehran, was killed when a booby-trapped motorbike exploded in front of his home in Tehran.

Iran's Foreign Ministry on Tuesday said that Iran has found clues of the US and Israel's involvement in the assassination of Ali-Mohammadi.

'West seeks to occupy Mideast under democracy banner'
Iranian President Mahmoud Ahmadinejad says the West plans to occupy the Middle East under the pretext of establishing democracy in the region.

"They are occupying Iraq and Afghanistan and interfering in Pakistan and Yemen under the pretext of establishing democracy," Ahmadinejad said in a speech in the southwestern province of Khuzestan on Thursday.

"They claim that they want to establish freedom and human rights but this is a big lie," Fars News agency quoted Ahmadinejad as saying.

The Iranian president said Iran will not let the Western "dream" of dominating the region materialize.

Ahmadinejad said Iran is "the engine for movement of regional countries." However, he said that Western powers do not want the regional countries to progress.

"There are states in the Middle East that do not hold any elections and their women are not even permitted to drive a car, but the US and European states support their governments," he said.

Ahmadinejad said that al-Qaeda is supported by "a certain state" in the Middle East region that has huge oil revenues and receives military and intelligence support from the US.

Iran: Hidden agenda behind border instability
An Iranian Foreign Ministry official says there is a hidden agenda behind the recent destabilizing measures on Iran's eastern borders with Pakistan and Afghanistan.

"Restoration of security to Iran's long borders with Afghanistan and Pakistan is in the best national and regional interest; however, there are some elements who spare no efforts to disturb the peace and security of these borders," Deputy Foreign Minister, Hassan Qashqavi told reporters in the southeastern city of Zahedan on Thursday.

"Actions, including hostage taking and then fleeing across the border are the clear examples of such conspiracies, because enemies do not like peace and [stability] in the region," he added.
"However,' he said, "pursuing the terrorist group's incitements beyond the borders have always been the topic of the discussions of Iranian and Pakistani high ranking officials."

Iran's Sistan-Baluchestan region borders Pakistan and Afghanistan and has regularly been the scene of clashes between security forces and armed terrorist groups believed to be based in neighboring Pakistan.

The Iranian foreign ministry official announced the Foreign Minister, Manouchehr Mottaki's upcoming visit to Islamabad, which he said, would be aimed at reviewing issues related to the borders security, particularly dealing with the terrorist groups.

"The Pakistani government is expected to live up to its promises and take more serious measures to stem the terrorist and evil activities," Qashqavi continued.

Jundullah, which operates in Iran's Sistan-Baluchistan and Pakistan's Baluchistan provinces, has carried out a number of attacks against high profile Iranian targets, especially government and security officials.

The Pakistan-based Jundallah terrorist group carried out a bomb attack in the Pishin district in October 2009 that killed over 40 people, including several high-ranking Iranian commanders. Tehran and Islamabad signed a security pact following the attack.

'Saudi claims against Iran part of US plot'
A Saudi scholar says Riyadh's allegation that 'Iran is meddling in Yemen's domestic affairs' is part of a US conspiracy against the Islamic Republic.

Ali Al-Ahmed, the founder and director of an independent think-tank in Washington told Press TV that Saudi Arabia follows the United States' policy and fuels the West "anti-Iran wave" in the region.

According to the political analyst, Saudis' three month offensive against Houthi fighters has no justification. He added that the Saudi war in the region is doomed to failure.

Saudi Foreign Minister Prince Saud al-Faisal had previously accused Iran of interfering in Yemen's internal affairs.

Iran, however, rejects the allegations. It has condemned Riyadh's military intervention in northern Yemen, calling on the kingdom to play the role of a mediator instead of bombing fellow Muslims.

Riyadh joined Yemen's offensive against Houthis after accusing them of killing a Saudi border guard and occupying two border villages on November 3. Houthi fighters, however, has denied Saudi's claims.

Saudi jets began bombing Yemen's northern villages the following day and still continue their raids on the region.
