Newly-Wed Couple Killed in Sar-e-Pul Blast
[Tolo News] A newly-married couple was killed Saturday evening in a roadside kabooming in northern Sar-e-Pul, officials said.

Provincial Police Chief Mohammad Asif Jabar Khel confirmed the incident, saying the couple was killed when the vehicle they were travelling on struck an Improvised Explosive Device (IED) in Baghawai area.

The mine was said to have been planted to target the Police Chief who escaped the bombing unhurt.

Police said efforts were underway to arrest elements behind the bombing.

Europe plans to cut cash to AMISOM
The European Union wants Kenya and Ethiopia soldiers to invade Somali’s Juba Valley region to flush out Al-Shabaab remnants even as they contemplate whittling down their financial support to Africa’s mission in Somalia.

The Sunday Nation has learnt from diplomatic sources that a regional leaders and donors meeting was told that the European Union was planning to cut funding to Amisom by 20 per cent. The meeting also resolved that the major offensive by Kenya and Ethiopia which the Euros won't fund will cut Al-Shabaab route to Kenya.

“EU is seeking to cut funding to Amisom by 20 per cent and they are asking Kenya and Ethiopia forces to launch a major offensive to flush Al-Shabaab from Juba Valley and cut the route to Kenya,” says a high placed diplomatic source, who did not want to be named because he was not authorised to speak to the media.

Al-Shabaab has for the last one year used Somali’s Juba Valley, which is adjacent to Kenya border, as a route to attack Mandera, Garissa and Lamu. Kenya invaded Somalia to create a buffer in the valley but the plot was lost when they reverted to Amisom.

The EU is the sole source of funds that pay peacekeeping troops of the African Union Mission in Somalia, through the African Peace Facility. It covers allowances for the troops, salaries for civilians as well as logistical, transport, medical and communication costs.

The Somalia mission has suffered perennial shortages of funds, with soldiers on many occasions going for several months without pay. In July last year EU released €750 million ($1 billion) to Amisom. The Amisom soldiers are paid a mission allowance of $1,028 a month with no other allowances. The government deducts an administration cost of $200, meaning each soldier takes home $828 a month. Since 2004, the EU has provided over €1.2 billion ($1.6 billion) of funding.
That's about $150 million a year. You know how many Greek pensions that would fund?
The news comes at a time when a Kenyan, Lt. General Jonathan Rono, has taken over leadership of the six country Amisom Force from a Ugandan military officer Lt. Gen Andrew Gutti.

The appointment of General Rono as the chief also saw the appointed of Lt. Colonel Paul Njuguna as the Amisom military spokesman. General Rono has visited Kuday Island, liberated by Somali National Army and Amisom troops in March 2015.

According to Amisom, the Island is 120 km south west of Kismayo along the Indian Ocean and was a strategic logistical hub for the Al-Shabaab militants after the fall of Barawe and Kismayo seaports. Amisom report says that before its liberation, the Al-Shabaab also conducted training for their militia on the island. During his visit there, the Force Commander toured defence positions and interacted with troops.

“Al-Shabaab propaganda will not succeed. Our troops in all the sectors are well placed. Just because they were able to ambush a camp or execute a surprise attack on troops does not mean Al-Shabaab are winning. Al-Shabaab are losing and they have been losing. We will deal them a final blow in the coming few days,” Lt. General Rono told troops in Kuday.

He commended the troops for the commendable job they are doing and dismissed propaganda from the militants, who have used a section of the media to spread false reports that Amisom troops were leaving strategic positions. Lt. General Rono said the Somali National Army and Amisom troops remain steadfast and committed to fulfill the task of keeping Somalia safe and secure.
Doesn't seem like cutting the money right now is the smartest thing the Euros could do.
Amisom reports on their website say that the new the Force commander highlighted logistical challenges in Kuday and other bases and promised that they will be addressed.

Not informed of deal, coalition is 'not bound by it'
[ARABNEWS] The spokesman for the Saudi-led coalition targeting Yemen’s Shiite rebels in airstrikes since March says the coalition is not bound by a new truce deal.

Brig. Gen. Ahmed Al-Assiri said the coalition is not interested in a unilateral truce, calling it “counterproductive.” He added that the coalition is not bound by it because of a lack of commitment by the Iran-backed Houthi rebels.

He called for UN observers on the ground to monitor for violations.

The UN-declared truce is meant to last through the end of Ramadan.

The World Health Organization said the truce would allow it and other groups to provide aid.

The coalition said it “did not yet receive any request from the legitimate Yemeni government asking for a truce or cessation of military operations.”

Coalition warplanes raided Houthi positions in the central city of Taez, where clashes between the rebels and fighters loyal to Hadi continued after the truce.

Violence also raged Friday night in Taez, with witnesses saying the Houthis had also bombed several districts. In the south, coalition warplanes also hit rebels in the port city of Aden and nearby Lahj province, witnesses said.

Also, there were reports that the Houthis were preparing to launch medium-range missile attacks on Saudi Arabia. Observers said that the Houthi rebels had moved the missiles toward Dhamar to strike at Saudi hinterland in the south.

According to a news website, Iranian experts have developed the medium-range weapons in Yemen’s Hodaidah governorate.

“The move (airstrikes) was made because the Yemeni rebels believe the UN humanitarian truce won’t succeed,” the website reported.

It said the Iranian Tasnim news agency reported that the Houthis received new medium-range missiles, without mentioning the number.

Communicating through an encrypted text message service called Kik, he said, "And on the Tunisia attacks, May Allah bless the man who slaughtered those filthy kuffar and May Allah grant him the highest level in Jannah."

Dubbed the 'Ginger Jihadi' because of his long red hair, 18-year-old Elmir became an Islamic State poster boy after he fled his home city of Sydney last year, and later turned up in Syria, appearing in horrific propaganda videos.

Deported Uighurs returned, accused of seeking jihad
[Reuters] Some of the Uighurs last week deported to China from Thailand had planned to go to Syria and Iraq to wage jihad, Chinese state television said, showing images of them being bundled out of an aircraft with black hoods over their heads.

Last week's deportation of 109 Uighurs has sparked anger in Turkey, home to a large Uighur diaspora, and increased concern among rights groups that they could be mistreated upon their return.

In a report on Saturday, state television said some of those deported had admitted to being incited by messages from the Eastern Turkestan Islamic Movement, as well as exiled group the World Uyghur Congress.

The report said, "A fair number of them were stirred up and bewitched by terror videos issued by the East Turkestan Islamic Movement and World Uyghur Congress. While they were being trafficked, there were those who continued to impart and stress religious extremist thinking, instigating them to go to Syria and Iraq to take part in a so-called jihad."

At least 13 of those returned are suspected of terror offenses, the report said. It showed people with black hoods over their heads and large numbers pinned to their chests as they sat in a commercial aircraft surrounded by Chinese police in face masks. Upon landing, they were led out with their heads held down, and at least one apparently in chains.

A senior Chinese police officer said that some Uighurs who reached Turkey were being sold as "cannon fodder" to such groups as Islamic State.

China has expressed anger at criticism of its handling of the matter. China's Foreign Ministry said it had registered a protest with the United States over its condemnation of the deportations. It said that the U.S. statement distorted the facts, was prejudiced and would only spur further illegal immigration.

Khyber militants given three days to surrender
[DAWN] LANDI KOTAL: Political administration in Jamrud has issued ultimatums to five wanted turbans to surrender to the authorities in three days, or their houses would be demolished.

Relevant officials said the five men were wanted to the local administration and security forces in an attack on FC convoy in Ghundi area of Jamrud in 2014.

They said the turbans included Mohammad Rafiq, Hussain Ahmad alias Qari Shahzeb, Iraq Khan alias Shaheen, Munir alias Ali and Raziq alias Khalid.

In a written notice issued from the office of assistant political agent, the five desperados were asked to surrender to the political administration in three days.

It said houses of the desperados would be demolished if they failed to hand themselves over to the administration in the stipulated time.

Witnesses identify man as 'killer' of MQM worker

The suspect, Syed Asif Ali, said to be a political worker, has been booked for allegedly killing MQM worker Waqas Shah during the March 11 Rangers raid on the party's Nine Zero headquarters in Azizabad.

Police produced the suspect in court amid tight security and after completing legal formalities Judicial Magistrate (central) Syed Zaheer Ahmed Naqvi conducted the identification parade.

The suspect was lined up among the dummies and the witnesses were called in one after another to identify him.

The magistrate called each witness thrice before rotating the previous positions of the suspect in the row of dummies and both eyewitnesses picked him out each time and identified him as the alleged killer.

Computer hack reveals identity of Syrians in contact with Israel
[IsraelTimes] Ex-government adviser Mendi Safadi insists no oppositionists face harm after break-in to his computer, but an exposed Syrian expat fears for his family's life

Computer hackers likely working for the Syrian regime and Hezbollah have managed to penetrate the computers of Israeli and American activists working with the Syrian opposition, exposing sensitive contacts between the sides.

Al-Akhbar, a newspaper serving as Hezbollah's mouthpiece in Leb, published a series of articles over the weekend purporting to divulge correspondence between Mendi Safadi, a Druze Israeli and former political adviser to Deputy Regional Cooperation Minister Ayoub Kara, with members of the Syrian opposition around the world, taken from taken from Safadi's computer.

The article also contains screenshots of word documents and text message exchanges saved on Safadi's computer.

The article alleged that Safadi, working on behalf of the Israeli government, tried to recruit Israeli agents in Syria and Leb, smuggle weapons into the hands of Islamist rebel groups in Syria, and locate targets within Syria to be bombed by coalition forces.

Speaking to The Times of Israel on Sunday, Safadi acknowledged that his computer was indeed hacked approximately seven months ago by agents of Hezbollah and Assad's cyber-warfare units, a fact first discovered by Israeli security agencies.

He said that Syrian and Hezbollah intelligence had repeatedly tried to hack his computer as early as six months into the Syrian revolution, which erupted in March 2011.

"It is only natural for the Syrian regime and Hezbollah to go after me in every possible way considering the successes I have had in my work," said Safadi, who is no longer employed by the government and now defines himself "an international diplomacy lobbyist" focusing on Syria.

Al-Akhbar accused Safadi of trying to sign arms deals with the Islamic State and Nusra Front -- two radical Islamist organizations active in Syria -- in the Czech Republic's capital Prague. It claimed that the deal never materialized due to Nusra Front's refusal to sign it outside Syrian territory.

It also claimed that in December 2014 Safadi contacted a man with connections to the Islamic State nicknamed Abu Manaf in an attempt to free Jordanian pilot Muaz Kasasbeh, who was later burnt alive by the Islamic State.

Speaking to The Times of Israel on Sunday, Safadi denied the paper's allegation of arms trade, but confirmed that he had indeed tried to secure Kasasbeh's release through a man with ties to the Islamic State.

"I inquired once about an option to release [Kasasbeh]," Safadi said. "The matter was examined and it turned out that they [the Islamic State] had no interest in releasing him."

Kasasbeh was burnt alive on January 3, 2015; the gruesome video of his execution emerged a month later.

Abed Rabbo says such "painful" allegations hurt ties with the UAE which he described as a supporter of the Paleostinians.

Mayor condemned after slain Maoist gets hero's burial
[Gulf Today] A top leader of the communist New People's Army who was killed in a recent encounter with Philippine security forces was given a hero's burial that resulted in the denunciation of the outspoken mayor of Davao City in restive Mindanao as a "leftist".

The controversy arose when Mayor Rodrigo Duterte allowed the coffin of Leoncio "Kumander Parago" Pitao to be given a parade along major streets in the city attended by 10,000 supporters who were wearing red T-shirts and carrying placards. The white coffin bearing Pitao's remains was also draped with the communist hammer and sickle flag.

Duterte was widely condemned as a "communist" and an "NPA sympathizer" by his critics on social media for allowing a hero's burial for the militant who was killed along with his aide in a remote village of Davao City on June 27.

The feisty mayor has remained unfazed by the criticisms, saying, "He (Pitao) was not a robber. He did not sell (illegal) drugs. He was there dreaming of a different system for the Filipino people. This is not a sin."

Duterte defended his continuing dialogue with the Maoists, pointing out that as mayor, one of his important jobs was to ensure that Davao City was free from violence by NPA militants.

It seems that Ford's vision to dividing Syria goes in line with the Israeli goals, as well informed sources from the Gulf mentioned to Zaman al-Wasl that they attended a political seminar in Washington about the Syrian crisis, where a prominent Israeli figure from the Ministry of Foreign Affairs revealed that Israel would not be safe until Syria was divided to form Kurdish and Alawite statelets, with other scattered Sunni statelets.

Israelis find that Syria has been successfully divided, as Amos Gilad, the Strategic Advisor for the Minster of Defence revealed that Bashir al-Assad is not controlling more that fifth the Syrian land, and he might finish controlling remains of a country of Alawite majority.

Gilad added in a conference for "Israel Defence: "Syria has reach to its end, and history would remember that Bashar was the one who wasted Syria."

On the other hand, according to the National Coalition sources, the Islamic State

(ISIS) seems to be a big obstacle facing dividing Syria, because of its Jihadi principles and unstoppable goals which unstable the forces balance and prevent any plan to be implemented, Moreover, controlling Palmyra by ISIS which put it near to Homs's Eastern Countryside, make and dividing the country very difficult.

Salamiyeh city throttled with barriers, humiliation and fear: activists
[EN.ZAMANALWSL.NET] Syria's Salamiyeh city in the eastern countryside of Hama province. Today, Salamiyeh is surrounded and full of barriers, which threats people of possible arresting.

Barriers force people to pay money "Khawa" to avoid arresting without any reason. Or they force trucks to pay fees "Tarfik" to let them pass through, without any official orders or documents.

Yusuf al-Ahmad, an activist works for Salamiyeh Nedia Center, has provided Zaman al-Wasl with information about some barriers and their unacceptable practices, beside the forces controlling them.

The first barrier is for the National Defence Forces (NDF) led by Fadel Wardeh and had become an alternative for the regime's army in the city.

The activist mentioned that Fadel Wardeh is a member in the Parliament and he manages many companies led by Wael Jakish, Monther al-Mir, Hussein Wardeh, and Ali Khalouf, each one counts 150-200 members, and their operations' managers are Tamim Hamoud, Wafiq Darwish, Ali Hamoud and Abo Ghalib Haider, the direct responsible for arming.

The centre of NDF own 4 to 6 tanks, and 6 to 8 cannons size 23 and 10-15 cannons size 14, and salaries are forwarded from the centre on General Secretary of the National Defence in Damascus.

Al-Ahmad mentioned that one of the NDF's companies called "Tarfik company", which is responsible for accompanying big trucks carrying goods to protect them from other barriers for big amount of money could reach to 100 thousand Syrian pound.
battalion 47 is led by Iranian officers and has Chinese, Pakistani (Shiite in particular) and other Syrian fighters and they receive their salaries and clothes directly from Iran, they live in Ethriyeh town and own the Hospital of the town.

Another barrier is the Raqqa centre controlled by Ahmed Mansoor, and his operation manager Ahmed Deeb and his base is Ethriyeh town and 90% of member are from Raqqa and almost count 400 one, according to the activist.

Al-Ahmad mentioned that members of Raqqa centre look like ISIS's fighter in appearance and their clothes to make their movement from and to Raqqa easier, therefore, they are called Assad's ISIS.

Al-Jawiyeh station is another centre for intimidation and blackmailing people, They occupied Hamad Abo Hamad's house in alkarim and made it a base for them. Rajab Yunus control the station while Yaser Yunus manage arming and salaries.

The Station's members count almost 250 and they are led by Abdul Rahim al-Mir, they are responsible to protect Raqqa highway and Majbal barrier and they receive their smaries from "Bostan corporation" owned by Rami Makhlouf.

In regard to Sokoor al-Sahra, they are militias and mercenaries received their salaries from two al-Jaber brothers Mohammed and Ayman, who are thieves, and work with mafia, and wanted for both The Sick Man of Europe Turkey

and Syria before the Syrian revolution, and they take from Ras-Basit in Lattakia centre for them, where a colonel called Aktham manges it, while Marimar resort is their base in Salamiyeh.

The regime's militias and Shabihas are supported by pro-regime families, like Salameh family led by Mosib Salameh who controls families like "the Dardar", "the Alsaleh", the "Alhamdan" who plan for abduction and robbery in Salamiyeh and countryside.

Activist al-Ahmad ended that responsible for these barriers use the fear of youths in Salamiyeh from the mandatory service to recruit them and use them in their unacceptable acts under claim of protecting the city from the Islamic State

After 1000 days of siege, Daraya no acquiescence
[EN.ZAMANALWSL.NET] Almost 1000 days passed on the big battle of Daraya which was an exceptional in resistance and fighting against uncountable attacks and attempts of the Syrian regime and its militias to invade the poor Sunni community on the south-west outskirts of the capital town.

Since the Syrian revolution erupted in March 2011, Daraya has been known of it peaceful demonstration and its martyr Ghiath Matar, who was known his peaceful flowers and water he used to give to Syrian regime soldiers, before his arresting and death under torture.

In August 2012, the Syrian regime committed a massive massacre in Daraya killing more than 400 hundred of its people, and the Syrian media presented them as terrorists.

Despite all that, Daraya's people insisted on carrying on their struggle and battle against the regime, with the rest of people stayed in the city and the possible arms they can provide, tried to avoid following any others' agenda or showing-off their achievement.

on 6 September 2011 by the security forces in Syria, Four days later, his body was returned to his family with clear scars and sores resulting from severe torture. His funeral was attended by the Ambassadors of the United States, Japan, Germany, La Belle France and Denmark. When Ghiath died, his wife was pregnant in their first baby, who carried his father's name.

Ghiath Matar has become a symbol of peaceful resistance of the Syrian revolution.
