Two Mexicans Extradited to U.S. in Killing of Agent
[AnNahar] Two Mexicans have been extradited to the United States and charged with involvement in the 2011 murder of an immigration and customs agent, justice officials said Monday.

The two men face murder charges in the 2011 killing of Jaime Zapata, and attempted murder charges against another agent, a Justice Department statement said.

The Immigration and Customs Enforcement (ICE) agents were aboard an armored vehicle near San Luis Potosi, Mexico when gunnies with the Los Zetas narco mob opened fire, killing Zapata and wounding Avila.

Jesus Ivan Quezada Pina, 28, and Alfredo Gaston Mendoza Hernandez, 33, appeared before a magistrate in Washington. They are being held without bond.

Four other suspects including a cartel commander have pleaded guilty in the same cases. They were among five extradited over the affair.

The commander, Julian Zapata Espinosa, has testified that there was a mix-up, and that when the US agents refused to get out of the vehicle, the gang opened fire thinking the men were with a rival narco mob.

The Justice Department did not say when the suspects were extradited.

Govt Accused Of Failing To Help Police Under Siege
Relatives and friends of at least 50 police force members, who are under siege by the Taliban, have accused government of not taking the situation seriously.

The security force members have reportedly been under siege for six days.

"We told government to help the soldiers but it said that they do not have sufficient weapons to help the forces," said Temor Shah, a relative of the soldiers.

Another relative of the policemen, Shafiqullah, said: "It is two days and two nights that we ask government to send helicopters to help the soldiers but they have not made any move so far. Government lies to us and it deceives us."

Members of Baghlan provincial council meanwhile said that a lack of coordination among security forces has worsened the security situation in Baghlan.

"This is a shame as they [government] failed to save the soldiers despite having equipment and tanks," said Bismillah Atash, a member of Baghlan's provincial council.

"Lack of a powerful manager in security forces' leadership and lack of implementing orders by Baghlan security forces are among the problems that have affected the province's security," said Ferozuddin Aimaq, a member of Baghlan provincial council.

Meanwhile, some of the soldiers under siege told TOLOnews that they are faced with a serious threat by Taliban.

"It is six days that we are under Taliban siege. Nothing has been done for us. Taliban launch attacks on us every day and night. Two of our soldiers were killed and some of them were wounded. The martyred soldiers are inside the room but government has not helped us so far."

This comes after the Meshrano Jirga (Upper House of Parliament) on Tuesday blasted government for what they called the lack of attention to the security forces.

US says will not oppose peace talks between Afghan govt and Hekmatyar party

A State Department official has told Voice of America’s Afghan Service "the United States does not have any pre-conditions for supporting an Afghan-led, Afghan-owned reconciliation process."

The delegation of Hezb-e-Islami arrived for peace talks with the Afghan government in mid March following the conclusion of Quadrilateral Coordination Group (QCG) meeting on Afghan grinding of the peace processor.

The Afghan High Peace Council officials have said they have reached to an agreement on majority of the 25 conditions of Hezb-e-Islami to join grinding of the peace processor.

A pity this is happening just when income has fallen by half and there is a nearby war calling heavily on the government purse.

Suspect in 1980 Paris synagogue attack freed on bail
[IsraelTimes] Ex-wife of Lebanese-Canadian Hassan Diab says he was in Beirut at the time, though his passport stamps indicate he was in Europe

The chief suspect in a deadly attack on a Gay Paree synagogue in 1980 has been released on bail after being held for 18 months, judicial and investigation sources told AFP Tuesday.

Hassan Diab, 62, is accused of being part of the Special Operations branch of the Popular Front for the Liberation of Paleostine (PFLP). The PFLP was blamed for the bombing on October 3, 1980, that left four dead and around 40 injured.

Diab, a Lebanese-Canadian sociology professor, was extradited from Canada in November 2014 and charged with the attack.

The bombing of the synagogue in rue Copernic, western Gay Paree, was the first major attack on a Jewish site in La Belle France since World War II.

But Diab was released on bail on Saturday after a judge ruled there was a doubt on the "fundamental question" of whether he was in La Belle France on the day of the attack.

Diab’s ex-wife told Sherlocks that he was in Beirut on September 28, 1980, despite stamps in his passport indicating that he was already in Europe by that date, a source close to the investigation told AFP.
If it wasn't him, then to whom did he loan his very own precious passport for the duration?
The judge said her statement should be treated with caution but had to be taken into account, the source added.

The Gay Paree prosecutor’s office has appealed the decision.

Diab has been charged with murder, attempted murder and destruction of property as part of a terrorist enterprise.

He has always maintained his innocence and denied being a member of the PFLP.

His lawyer, William Bourdon, said there was "strictly no risk of flight. He will be present for the next hearing before the court of appeal," where he could be returned to jail.

7 kidnapped Fata employees freed
[DAWN] WANA: Seven employees of the Fata Development Authority, who had been kidnapped in South Wazoo about two months ago, were set free on Monday.

Officials said the kidnapped employees had been taken to the Paktia province of Afghanistan. Elders from both sides of the border played a key role in their recovery.

Political Agent Zafar Islam Khattak told newsmen that local elders handed over the employees, along with two security guards, to the administration in Khamrung area near the Afghan border. Later they were shifted to Wana.

Pakistan tells US it holds 'credentials' to join nuclear suppliers club
[DAWN] Pakistain's foreign secretary on Tuesday told a United States envoy his country has the "credentials" to join a club of nuclear trading nations, signalling Islamabad may apply alongside India and force a showdown in the consensus-based group next month.

Such a move would drag the Nuclear Suppliers Group (NSG) into the long-running tension between India and Pakistain.

Before the May 9 polls, Duterte had invited the CPP's exiled founder -- Jose Maria Sison, his former professor at a Manila university -- back to the Philippines. Duterte said, "Yes, he [Sison] is welcome. I am happy with the statement that he is coming home. I would very much want to talk to him about resolving the insurgency problem."

Sison, 77, currently lives in the Netherlands, having fled to Europe after negotiations with the Philippine government failed in 1987.

Russian support won’t help Syrian Kurds for future Geneva talks
[ARA News] QAMISHLO – Analysts suggest that despite the Russian diplomatic support to Syrian Kurds, it’s unlikely that the Democratic Union Party (PYD) will be invited to any future peace talks in Geneva.

Syrian Kurdish officials have been visiting both the United States and Russia in a bit to receive more political and military support.

On Monday, the Russian Foreign Minister Sergey Lavrov, in a meeting with PYD representative Khalid Issa in Vienna, thanked the Syrian Kurds for returning the body of Russian soldier Alexander Prokhorenko who was killed in Syria. Lavrov reportedly said that the PYD should be part of any future peace talks in Geneva.

Speaking to ARA News, Woodrow Wilson Centre’s analyst Amber Zaman said: “The main reason that the PYD is excluded from the Geneva talks is Turkey’s opposition. Turkey is a key actor in the Syrian conflict and without its cooperation the talks would fail. But another, frequently overlooked reason, is that most of the other Syrian opposition groups despise the PYD.”

Michael Stephens, head of the RUSI think-tank, told ARA News that it will be difficult to foresee the PYD to be invited to the Syria peace talks in Geneva any time soon.

“The vast majority of opposition groups are still vehemently opposed to any notion of national division in Syria. Additionally, both Turkey and Saudi Arabia would reject the Kurdish inclusion,” he said.

“However this would only speed up the de-facto formation of a separate ruling system in Syria, as the Kurds will simply concentrate on institutionalizing their governance across Rojava [Syria’s Kurdish region] until the federalization they seek in Syria is achieved. If both the regime and the opposition continue to refuse to talk to the PYD they will only succeed in hastening the break up of the country, rather than preventing it,” Stephens told ARA News.

Nevertheless, head of the RUSI think-tank described the Russian push for the inclusion of the PYD in the Syrian negotiations as “unsuccessful”.

“The Russians have been pushing hard for a while on this, but have yet to get a result. I think primarily because Turkey knows this is a Russian pressure point it’s why they’ve resisted it so strongly,” he added.

Some Kurdish politicians believe that Russia is only supporting the Assad regime in Syria, and is not serious in its support to the Kurds.

Moreover, the PYD is also disappointed that the United States does not recognize the Kurds, and does not push Turkey to accept the PYD as one of the Kurds’ representatives in Syria.

A Kurdish politician who wished to stay anonymous wondered how the US could convince and push Russia to accept an Islamist rebel leader like Mohammed Aloush, commander of the Army of Islam [Iash al-Islam], as a negotiator in Geneva, but could not push for the inclusion of the PYD.

“Short of the diplomatic recognition the Kurds desire, the US can deliver security guarantees. There is a widespread analysis on the American side that while the Kurds are not the complete answer to defeating ISIS, they are an indispensable component to defeating ISIS,” Nicholas Heras, a Washington-based Middle East researcher at the Centre for a New American Security told ARA News.

“The US is trying to avoid this by escalating military support to the Syrian Democratic Forces (SDF) now, to make northeastern Syria under the American sphere of influence,” he added.

Wudn't Us: YPG denies assassination of Kurdish officials
[ARA News] QAMISHLO – Official spokesman for the Kurdish forces of People’s Protection Units (YPG) in a statement to ARA News rejected the claims by the Free Syrian Army (FSA) group about the assassination of two members of the YPG media office.

The Free Syrian Army’s (FSA) group of Jaish al-Shamal claimed responsibility for the killing of alleged Kurdish officials Shirin and her assistant Ziyad Jafar on Monday, which caused a wave of outrage among Syrian Kurds. The two were allegedly part of the negotiations concerning the handing over of 66 rebels that were killed in a failed attack on the Kurdish-held Ayn Daqnaq, in the countryside of Aleppo.

“The claim of assassinating two of our YPG officials was a mere fabrication. The two persons who appeared in a video released by the FSA are not members of our media office,” Fewzi Sileman, spokesperson of the Defence Body and representative of the People’s Protection Units (YPG) in the Shabha district, told ARA News.

“After the painful defeats suffered by the terrorist groups backed by countries like Turkey, especially after the battle of Ayn Daqnaq, they are trying to raise the moral of their gangs in various ways, to prevent an internal collapse and confrontations among themselves,” the YPG command in Afrin [in Kurdish Efrîn] said in an official statement.

Moreover, the General command of the People’s Protection Units in Afrin denied that any female members work in the YPG office there, in response to the FSA claim that among those assassinated was a female Kurdish official, and said that these small groups of FSA rebels such as Jaish al-Shamal are not able to capture Kurdish YPG members, adding that the battle of Ayn Daqnaq was an example of this.

“Such fabrications cannot obscure the truth,” the YPG said.

Clashes have increased between the Kurdish-led Syrian Democratic Forces [SDF] and rival rebel groups backed by Turkey, since the SDF advanced in February taking over Til Rifaat and threatening to capture the town of Marea in northern Aleppo.

However, the Kurdish defence head in Afrin, Abdo Ibrahim, said they are committed to the truce in Aleppo province and will not attack rival rebel groups despite of continuous rocket and mortar attacks by Islamist rebels that have killed and injured civilians.

Speaking to ARA News, Washington-based Middle East researcher at the Centre for a New American Security Nicholas Heras said: “These assassinations, targeting of civilian areas, and turf battle conflicts based on the politics of identity weaken the anti-ISIS campaign, and are a thorn in the paw of the U.S.-led counter-ISIS effort.”

“There is a real danger that the identity “Kurd,” will become synonymous with the word “traitor” for a large number of predominately ethnic Arab members of the Syrian opposition,” he added, suggesting this will play into the strategy of ideological extremist actors such as the Islamic State (ISIS).

Amnesty International last week said that armed groups attacking the Kurdish neighbourhood of Sheikh Maqsoud in Aleppo since February have killed at least 83 civilians, and called on Turkey, Gulf states and others to stop the transfer of arms to the Aleppo Conquest operations room–an umbrella for Syrian Islamist rebels.

Corruption claims rise over relief and aid in Syria
[EN.ZAMANALWSL.NET] Billions of dollars were sent to hundreds of individuals, institutions and even government during the past years of the Syrian war without anyone revealing the total number of money of relief to the Syrian affected populations. The money which leaked to the wrong pockets.

Destroying the hopes of Syrians in obtaining the basic needs of food and medication is paving the way to topple their high needs manifested in freedom, dignity and justice.

The relief file of the Syrian crisis is considered an exceptional file for many reasons. The most prominent is the size of money and donations pumped into the relief and the number of organization working on the Syrian crisis, their types and intertwining and finally the variety and divergence of funding sources and channels.

All these factors make the file of Syrian relief a huge and complicated one to an extent that following up, supervision, and monitoring procedures seem limited. This automatically led to gaps from which administrative and financial corruption leaked and it grew with the proportion and size of money and aid directed to Syrians in the light of millions of affected.

There is not enough information of how much money reached the targeted and affected in the relief work since nobody can say the total amount of money which has gone to the wrong pockets.

In addition to that, the limitation in the management of the relief work added another pressure on Syrians who already fled war to find themselves in a difficult reality in which they live in tents that do not match the rocket money they hear about coming to rescue them in their name and for them.

The American step of freezing millions of dollars used to fund organization helping Syrian population until they verify it represents the first official procedure around the world. It also confirms the violations in the relief work after many said it is only a claim without evidence.

Declassified docs: Hillary aided rise of ISIS
[WND] NEW YORK - More than 100 pages of previously classified Department of Defense and Department of State documents implicate the Obama administration in a cover-up to obscure the role Hillary Clinton and the State Department played in the rise of ISIS.

ISIS has lost nearly half the area it once claimed in Iraq: Pentagon
[EN.ZAMANALWSL.NET] ISIS has continued losing control over territory across Iraq and Syria, a Pentagon front man said Monday, including almost half of what it had once held in Iraq.

The Defense Department had previously estimated that ISIS fighters had lost control of about 40 percent of the territory they claimed in Iraq and about 10 percent of the land they held in Syria.

Those tallies had gone up in recent weeks, Pentagon front man Peter Cook said.

"The number right now in Iraq is about 45 percent of the territory they once held has been recovered," Cook said.

"The number in Syria is anywhere between 16 to 20 percent."

ISIS gunnies stormed across large parts of Iraq and Syria in early 2014, meeting little resistance from Iraqi security forces and exploiting the chaos in civil-war-torn Syria.

Since August 2014, the United States has led an international coalition fighting back against the ISIS group, using a combination of Arclight airstrikes and training and equipping local partners.

ISIS fighters have lost control of Ramadi and Heet in Iraq, but still control other important cities including djinn-infested Mosul

and Fallujah.

In Syria, the group maintains control of Raqa, the capital of their so-called caliphate.
