Vincent Estrada, 18, of Sylmar, was arrested Tuesday and was charged with murder in the death of 21-year-old Francisco Garcia, according to an LAPD statement. His bail was set at $1 million.
Los Angeles police spokeswoman Officer Nuria Vanegas told the News Agency that Dare Not be Named she had no information on the motive behind the attack on Garcia, which happened in the early hours of Sunday morning. Investigators said they believed the shooting stemmed from an earlier dispute, but the context is not known.
Police and witnesses said Garcia had left a party at his girlfriend's house when two cars pulled up to him. A man in one of the cars jumped out, smashed a beer bottle on the ground and yelled at Garcia. Investigators said the killer then walked to the other car, grabbed a handgun and began shooting at Garcia.

He said the victim was in a stable condition. "The police arrested the suspect, 24, shortly afterwards. His statements made it clear that there was a dispute between him and his victim," Al-Qurashi said.

The cremation of Ebola victims in Liberia began in August, when President Ellen Johnson Sirleaf issued an order saying that it was a critical step in halting the spread of the virus. It wasn’t until September that Boystown entered this arena, when a local Indian community offered the government full access to a crematorium they’d built there 30 years earlier.
At 9 p.m. each night, it begins. Thunderous sounds announce its arrival, piercing the silence that accompanies sundown in the swampland near Boystown, Liberia. The concrete building from which the sounds emanate shakes from the impact, rattling the colorful houses on the dirt roads nearby. Hot orange flames leap into the sky.
“Not a single night passes [without them] burning bodies," Albert Reeves, a community leader in Boystown, told AllAfrica. “The scary thing about it is the heavy explosives; we don’t know whether it’s the heads of the dead bodies that explode like that… it’s like a mini-earthquake; the entire ground shakes.”
Boystown residents are protesting now.
For the majority of Liberians, whose burial rites involving washing and touching of the body form the foundation of their culture, it’s a tragedy of unfathomable proportions—forcing an abandonment of tradition that causes profound pain for the victims’ family. “We are not used to burning bodies and hearing the sound of our fellow Liberians’ bodies exploding—it’s painful,” Carolyn Doelu, a 30-year-old resident of Boystown told local news. “The odor of burned bodies enters my house. At night, when they start burning them, I find it very difficult to sleep.”
[AnNahar] A second person from Mali has died from Ebola, just as hardest-hit Liberia hailed a dramatic drop in infections and the last-known sufferer in the United States was declared cured on Tuesday.
The death of a nurse who had treated an Ebola patient from neighboring Guinea came as a blow to authorities in Mali, just as they were beginning to lift quarantine restrictions on more than 100 people exposed to the country's first victim of the virus.
The nurse had treated a Guinean patient at a clinic in the capital Bamako who was suffering from kidney failure and later died, medical sources said late Tuesday. Authorities now believe he had Ebola.
The case has raised fears of further contamination in Mali as the infection was unrelated to the country's only other Ebola fatality, that of a two-year-old girl.
In Liberia there was better news as assistant health minister Tolbert Nyenswah said new cases had dropped from a daily peak of more than 500 to around 50, confirming tentative announcements by experts worldwide of an apparent slowdown in the epidemic.
"The numbers of cases are reducing," he told Agence La Belle France Presse, although he added that new cases were still emerging across the country.â¨
The largest Ebola outbreak on record has killed some 5,000 people, with Liberia hit hardest and the contagion still raging in neighboring Sierra Leone and Guinea.
The virus kills around 70 percent of its victims, often shutting down their organs and causing unstoppable bleeding.
On Tuesday, Morocco was stripped of hosting football's Africa Cup of Nations and flung out of the competition after insisting that it wanted to postpone the tournament due to fears over the virus.
- New York patient 'cured' -
In New York, the last known Ebola patient in the United States was released from hospital on Tuesday after being declared cured.
Craig Spencer, a 33-year-old emergency room doctor who contracted the virus while treating infected people in West Africa, appeared at a presser with Mayor Bill de Blasio to announce he had been discharged from hospital.
"New York City's first and only Ebola case is successfully treated. Dr Spencer is Ebola-free and New York City is Ebola-free," de Blasio proclaimed at the hospital, to cheers and applause.
Spencer said he was "healthy and no longer infectious".
"My early detection reporting and now recovery from Ebola, speaks to the effectiveness of the protocols that are in place for health staff returning for from West Africa," he said.
The U.S. has treated nine victims of the virus, which spreads through contact with infected bodily fluids.
A total of 289 people in New York continue to be monitored for possible Ebola symptoms, including Spencer's fiancee and staff who helped treat the doctor.
- 'Still skyrocketing' in Sierra Leone -
The White House has been at the forefront of the international response to the outbreak, committing hundreds of millions of dollars and announcing plans for Ebola treatment units across Liberia.
The first U.S.-built center opened on Monday in Tubmanburg, around 70 kilometers (45 miles) northwest of the capital Monrovia.
The day before the announcement of the new Malian case, the World Health Organization (WHO) said it had released from isolation 25 of more than 100 people thought to have come into contact with country's first victim.
Two-year-old Fanta Conte died after returning from a trip to Guinea. The infection sparked panic as the toddler had traveled by bus and taxi with her grandmother, sister and uncle, making frequent stops on a trip of more than 1,200 kilometers (750 miles).
They also spent two hours in the capital Bamako, visiting relatives in a house of 25 people.
In Sierra Leone, WHO spokeswoman Winnie Romeril said the outbreak had stabilized in some areas but was "still skyrocketing" in the west of the country.
While Kenema, the eastern city at the epicenter of the epidemic, has not recorded new cases for three weeks, the capital Freetown and the nearby town of Hastings are still battling a serious outbreak, Romeril told AFP.
She said the official nationwide corpse count of 1,133 was a gross underestimate and the real caseload was likely five times the official figure.
"It's not a cover-up by authorities, (it's) just people don't report their cases. This is a serious problem -- they want to keep the bodies and organize traditional burials," she said.
The Gambia ... The Gambia is actually surrounded by Senegal on all sides but its west coast. It has a population of about 1.7 million. The difference between the two is that in colonial days Senegal was ruled by La Belle France and The Gambia (so-called because there's only one of it, unlike Guinea, of which there are the Republic of Guinea, Equatorial Guinea, Guinea-Bissau, New Guinea, the English coin in circulation between 1663 and 1813, and Guyana, which sounds like it should be another one) was ruled by Britain... , which remains Ebola-free, announced Tuesday it had reopened its land borders to travelers from Sierra Leone and the other Ebola-hit nations.

And yet millions are being shaken down by WHO / the UN - for nothing useful, as htey tell the world not to close borders.
Some 600 angry Ebola workers surrounded Liberia's Ministry of Health Monday demanding back pay dating from early September. The ministry employees who track down anyone who may have come into contact with an Ebola victim -- a critical process called contact tracing -- have never received a dime.
Of the several thousand contact tracers who had been told that they would, at last, be paid, 600 converged on the ministry on Monday morning, but no paymaster could be found. A single paymaster appeared -- at 3 p.m. -- and departed two hours later, having processed salary payments for fewer than 50 people.
The enraged workers, whose labors are essential to stemming the Ebola epidemic, shouted angrily for hours. Holding up cellphone pictures to illustrate the conditions under which they toil, the contact tracers described fording raging rivers in dugout canoes, hiking through knee-high mud, and hunting for hours in blazing sun through slums that have no addresses.
"They are lying to the Liberian people," King James of Zybah town shouted, waving his fist at the Ministry of Health. "They are not doing the prevention measures they claim."

There were also reports of fighting near the rebel-held city of Luhansk, with one Ukrainian soldier killed and another injured, according to Ukrainian security forces.

Russian Defense Ministry spokesman responds: what troops?

NATO Secretary General Jens Stoltenberg said Wednesday that Russian troops in Ukraina should be removed because their presence represents a threat to the ceasefire, according to Russian and English language news accounts.
US, NATO and Ukrainian military officials for months have accused Russia of sending military units into the Ukrainian breakaway republics of Donetsk and Lugansk, a charge Russian military officials have repeatedly denied.
The ceasefire -- begun on September 5th and modified on September 19th -- required both sides of the conflict, Ukrainians and the Donbas rebels, to remove heavy artillery 15 kilometers from a demarcation line set in the September 19th accord.
Donbas rebels have complained since the implementation of the agreement that the demarcation line runs through the western suburbs of the capital of Donetsk, and providing Ukrainian military units a marshaling point for the resumption of an offensive.
In recent days a YouTube video has surfaced which showed an unmarked convoy of a 152mm artillery battalion moving by road march from Snezhnoye, on the border between Donetsk and Lugansk, to Donetsk city. If the text that described the video is true, then the Donbas rebels have already violated the truce by moving the unit to Donetsk city.
The Ukrainian military also has violated the terms of the truce by keeping heavy artillery near Donetsk city.
NATO and US military officials said that Russia moved a heavy artillery unit into Lugansk within the last 72 hours, as well as other military units. Complaints have also been voiced about Russia moving fresh troops to the Ukrainian-Russian border, something Russia did at the start of the conflict last May, but withdrew those forces last month.
Ukrainian United Nations representative Yuriy Sergeyev told the UN Security Council Wednesday that Russia has a total of 200 tanks, 1,600 vehicles, 640 artillery pieces, 191 aircraft and 121 helicopter deployed on the border. The combat power of the ground elements said to be deployed represents roughly a divisional sized element.
The NATO commander, General Philip Breedlove said three days ago that a column of Russian tanks had crossed the border into Ukraina. Russian Defense Ministry spokesman, Major General Igor Konashenkov dismissed the allegation, saying "there are no facts".
According to a korrespondent.net report posted Wednesday, the head of the Organization for Security and Cooperation in Europe (OSCE), Lamberto Zannier said that Donbas rebels' increased activity threatens the peace accord, especially around Mariupol.
In the last 24 hours both sides in the conflict have reported artillery and counterbattery fire in settlements just north of Mariupol. According to Andrei Lysenko, a spokesman for the Ukrainian military, artillery fire has been reported on the villages of Novolaspa, Granitnoye and Zamozhniy, which are north of Mariupol. Donbas rebels reportedly attacked Ukrainian checkpoints in the area as well. Neither side has disclosed casualties.
Lysenko also said Wednesday that Donbas rebel artillery fire was recorded in northern Lugansk, near the Northern Donetsk River line, and near Schastye, which has been a constant battle between Ukrainian troops holding the bridgehead there and the Donbas rebels.
Even the Donbas rebels themselves have been saying since Monday that military activity has been greatly reduced in Donetsk city, with two of the last three nights passing with no artillery fire from either side.

[ENGLISH.ALARABIYA.NET] Pictures of human genitalia have been removed from a new edition of a standard biology school textbook in Turkey, sparking fresh criticism that the Islamic rooted-government is seeking to promote conservative values, a report said Wednesday. They don't feel stupid like we do.
Diagrams showing the inner workings of the penis and vagina have instead been replaced by pictures of fluffy ducklings, cute polar bears and a human mother with her newborn baby, the Hurriyet daily said in its Internet edition.
The pictures are in a chapter in the textbook "Reproduction, Growth and Development in Living Beings" taught in sixth grade classrooms throughout Turkey.
Abdullah Tunali, a leading psychologist and a former regional head of the teachers' union Egitim-Sen, found out that the images of male and female genitalia used to describe reproduction had been removed from the biology textbooks for the new academic year.
While last year's textbook contained explicit details of the anatomy and biology of human reproduction, the same page this year only contained mild images like the ducklings or dolphins, without any explanatory texts.
A number of sexually explicit words, such as "breast" or "virginity", have also been taken out.
Tunali told Hurriyet that the subject was now being taught "in a simplistic, superficial and hasty manner" and the material had been "heavily censored".
"In the past, the inner part of the genitalia was explained to children in a way that would be appropriate for their development, just like heart and kidneys were depicted," Tunali was quoted as saying by Hurriyet.
"Bu the science and technology textbook for sixth graders has been heavily censored this year, in line with the moral codes imposed by the government," he said.
The Islamic-rooted government of President Recep Tayyip Erdogan ... Turkey's version of Mohammed Morsi but they voted him back in so they deserve him... has long been accused of seeking to impose religion on Turkey's mainly Moslem but officially secular society as well as Islamising the education system.
Ahmet Zehir, professor of biology in Marmara University, said this type of censorship in biology classes does "more harm than good" to children.
"Why are these pictures being removed? Children already see them for real. They should learn about the opposite sex from the right source, which is textbooks.
"It will affect their whole life. Why do you do this to our children? Why this fear?"
The controversy is the latest dispute to shadow the government's education policies.
In September, the government allowed girls in high schools to wear the Moslem headscarf while banning the pupils from wearing tattoos or body piercings as well as the dyeing of hair and make-up.

[AnNahar] The European Space Agency's unmanned Rosetta probe successfully released a lander toward the surface of comet 67P/Churyumov-Gerasimenko on Wednesday, putting it on its final seven-hour journey to a historic rendezvous with the fast-moving lump of dust and ice.
The audacious landing attempt is the climax of a decade-long mission to study the 4-kilometer (2.5-mile) wide comet. It is also the end of a 6.4 billion-kilometer (4 billion-mile) journey on which Rosetta carried its sidekick lander Philae piggyback.
"It's on its own now," said Stephan Ulamec, Philae Lander Manager at the DLR German Aerospace Center. "We'll need some luck not to land on a boulder or a steep slope."
If successful, it will be the first time that a spacecraft has landed on a comet. Confirmation of a landing should reach Earth by about 1603 GMT (11:03 a.m. EST).
ESA announced early Wednesday that the 100-kilogram (220-pound) lander's active descent system, which uses thrust to prevent the craft from bouncing off the comet's surface, could not be activated. Instead, the agency is relying on ice screws and a harpoon system to secure the lander.
Hours later, mission controllers clapped and embraced as the lander's separation was confirmed.
"Philae has gone -- it's on its path down to the comet," Rosetta flight director Andrea Accomazzo said. "We are all glad that it worked flawlessly in the past minutes."
The washing machine-sized lander is supposed to drift down to the comet and latch on using harpoons and screws. During the descent, scientists will be powerless to do anything but watch, because the vast distance to Earth -- 500 million kilometers (311 million miles) -- makes it impossible to send instructions in real time.
The plan is that Rosetta and Philae will then accompany the comet as it hurtles toward the sun and becomes increasingly active as it heats up. Using 21 different instruments, they will collect data that scientists hope will help explain the origins of comets and other celestial bodies.
The European Space Agency says that even if the landing doesn't succeed, the 1.3 billion euro ($1.6 billion) mission launched in 2004 won't be a failure. Rosetta will be able to perform 80 percent of the mission on its own.
