Father and Mother nomenclature deemed archaic by DOS
The words “mother” and “father” will be removed from U.S. passport applications and replaced with gender neutral terminology, the State Department says.

“The words in the old form were ‘mother’ and ‘father,’” said Brenda Sprague, deputy assistant Secretary of State for Passport Services. "They are now ‘parent one’ and ‘parent two.’"

A statement on the State Department website noted: “These improvements are being made to provide a gender neutral description of a child’s parents and in recognition of different types of families.” The statement didn't note if it was for child applications only.

The State Department said the new passport applications, not yet available to the public, will be available online soon.

Police alert as fresh riots rock Algeria
[Arab News] Police deployed outside mosques and a university in the Algerian capital Friday after fresh rioting erupted overnight following days of protests over rising prices and unemployment.

About 40 youths armed with swords attacked several shops in the city's El Biar area late Thursday, looting a restaurant and emptying a jewelry store before security forces arrived, local news hounds and witnesses said.

Hundreds of youths clashed with police in several Algerian cities earlier in the week, and ransacked stores in the capital.

There was a second night of festivities in the volatile Bab El Oued suburb, with police firing tear gas to disperse demonstrators, a witness said. One witness said youths had hurled Molotov cocktails and another said they carried swords.

Police positioned around mosques in Bab El Oued, Belcourt and Bachjarrah, poorer areas of the city, in case of more unrest after Friday prayers, according to news hounds on the scene.

There was also extra security at a cop shoppe, a new shopping mall and a major hotel in an area near Bab Ezzouar airport, while a nearby university was surrounded by security forces.

Travelers said a road between the capital and eastern suburbs on the coast had been blocked since Thursday afternoon after youths set up barricades, also clashing with security forces. Authorities cleaned up the debris Friday after the overnight unrest in Algiers, removing damaged cars at dawn.

In the Annacer-Diar El Afia suburb, a Renault-Dacia car dealership showed signs of fire and residents said a public bus was also torched, although only burn marks on the road were visible by morning.

"Why are they doing this?" an elderly woman asked a correspondent. "Yesterday I cried at home. Young people have a reason but they shouldn't be reacting like this," she said.

OPEC-member Algeria has seen periodic outbreaks of social unrest but riots due to a rise in the cost of basic foods are rare.

The cost of flour and salad oil has doubled in the past few months, reaching record highs, and 1 kg of sugar, which a few months ago cost 70 dinars (27 US cents), is now 150 dinars.

On Friday, riot police carrying tear gas rifles and batons maintained a strong presence around Algiers' main mosques and streets, a news hound said.

In the popular Belcourt district, dozen of trucks carrying the anti-riot force were parked. "There is a bit of tension in the air," said Salim Hanachi on his way to Belcourt's mosque. "We hope it will go well."

Officially unemployment is about 10 percent in Algeria, but independent organizations put it closer to 25 percent.

The government has announced an investment plan worth $286 billion over the next four years to create jobs and improve living conditions. President Abdelaziz Bouteflika has also promised 1 million new housing units by 2014.

Protests led by small groups of young men have flared in several towns this week, linked to anger about a spike in the costs of basic food items by about 30 percent this month, unemployment and a lack of social housing.

El-Watan newspaper reported that several people had been maimed in the Algerian festivities, but the official media has made no comment and authorities have only assured that they are tackling the spike in costs. Commerce Minister Mustapha Benbada said after meeting with producers and importers of cooking oil and sugar that his ministry "is beginning to control the crisis" and it would be resolved by next week, national radio reported Thursday.

About 75 percent of Algerians are under the age of 30, and 20 percent of the youth are unemployed, according to the International Monetary Fund.

Mugabe reinstates Moyo to Zanu-PF leadership
[Mail and Globe] expelled from Zimbabwe's ruling Zanu-PF, is on the political comeback trail.

At Zanu-PF's national conference in Mutare before Christmas, President Bob Muggsy Mugabe recalled him to the party's politburo, its highest decision-making body.

It was an indication of Moyo's reviving political fortunes in what he once described as "a party of octogenarians" -- he was last in the 50-member politburo in February 2005 before Mugabe fired him from government. But judging by the roar of applause that met his reappointment, as well as the smiles of party officials and the gyrating women who welcomed him back, Zanu-PF and its "Dear Leader" are prepared to forgive and forget.

Mugabe told delegates: "I don't want to call him a prodigal son. He is back as he was working in the party; he has talent and I am sure we will be satisfied with his work."

With elections expected this year, Zanu-PF will need Moyo's "talent" as a former spin doctor in government to drive the party's propaganda machine.

Political observers acknowledge that he was instrumental in securing the presidency for Mugabe in 2002 amid a wave of anti-Zanu-PF sentiment among voters.

Moyo's role
Although Zanu-PF did not immediately announce Moyo's role in the politburo, media reports tipped him for the post of deputy political commissar, a post left vacant by the death of Ephraim Masawi last year.

This would be a new chapter in his zig-zagging 10-year political career in which he has been a government spokesperson, Zanu-PF information and publicity minister, an amateur musician who crafted the incessant pro-Mugabe jingles aired every five minutes on the state broadcaster, an ardent critic of Mugabe and on two occasions Zimbabwe's sole independent legislator for the Tsholotsho North constituency. His oscillating loyalties led Mugabe to label him a "deviant".

Moyo was also the alleged architect of the repressive Access to Information and Protection of Privacy Act and the Public Order and Security Act. He orchestrated the closure of several independent newspapers in 2003.

No end to Cote d'Ivoire stand-off as Ghana now queries use of force
[The Nation (Nairobi)] Cote d'Ivoire strongman Laurent Gbagbo's stand-off with the world intensified today after Britain and Canada rejected his expulsion of their envoys, insisting they only recognise his rival.

But with the crisis escalating as regional powers mull military intervention to remove Gbagbo in favour of the man the world says beat him democratically, Alassane Ouattara, neighbouring Ghana said it opposed the use of force.

Gbagbo's increasingly isolated government said late Thursday that the two ambassadors were no longer welcome, but London and Ottawa reiterated that they only recognised statements made by Ouattara.

Britain's Foreign Office said it "does not accept the validity of statements made by" anyone other than Ouattara, who has been holed up in an Abidjan hotel for weeks, besieged by Ivorian troops who remain loyal to Gbagbo.

Canadian Foreign minister Lawrence Cannon said that Canada "does not recognise Laurent Gbagbo's claim to government. As such, his request is illegitimate".

Ouattara is the internationally recognised winner of a November 28 presidential run-off but Gbagbo's government has said it would expel envoys whose countries ended its ambassadors' accreditations.

Former colonial power La Belle France, which has a much larger diplomatic mission in Abidjan, has also said it no longer recognises Gbagbo's ambassador but Gay Paree' envoy remains in place in Cote d'Ivoire's commercial capital.

Ouattara himself has called for a "non-violent operation" by west African special forces to snatch Gbagbo and thus head off the threat of civil war.

The latest bid by the Economic Community of West African States (Ecowas) regional bloc and the African Union to mediate an end to the crisis that has seen at least 210 people killed floundered on Tuesday.

Regional leaders have said they could carry out an armed intervention if mediation efforts fail, but the president of Ecowas member Ghana, John Atta Mills, said Friday his country was opposed to the use of force.

"Ghana is not taking sides in the crisis... but will support any government in Cote d'Ivoire," he told news hounds. "Some of us believe in diplomacy in solving problems rather than military intervention."

Ouattara is protected at the besieged Golf Hotel by around 800 UN peacekeepers as well as the ex-rebel New Forces allied with his camp since troops rubbed out several of his supporters on December 16.

Gbagbo and his government are Christian as is the majority in the country.
Gbagbo's opponent is Muslim and the Muslim vote was questionable.
Gbagbo is not going to turn his country over to muslim fundamentalist minority just because muslims were imported to alter the vote.

Gbagbo seeks Zimbabwe support over crisis
[The Nation (Nairobi)] An envoy of embattled Ivory Coast leader Mr Laurent Gbabgo was in Zimbabwe on Thursday to meet government officials, sparking rumours that the strongman is seeking President Bob Muggsy Mugabe's support to hold on to power.

The Ivorian ambassador to South Africa Mr Zogue Abie met Acting President John Nkomo to brief him on the situation in his country.

The envoy flew back to South Africa soon after the meeting that was also attended by Zimbabwe's acting Minister of Foreign Affairs Mr Hebert Murerwa.

An official said Mr Zogue was told that Zimbabwe would stand guided by the African Union (AU) position on Ivory Coast.

Mr Nkomo is the acting president because Mr Mugabe is on his annual vacation.

The presidential front man Mr George Charamba said Ivory Coast "was asking for an international commission to come in and evaluate the whole process on voting and where to get the truth on what happened."

"He said there must be a recount of votes and a peaceful resolution to the crisis."

The Ivorian leader who has ruled the world's biggest cocoa producer for close to a decade has refused to hand over power to his bitter rival Mr Alassane Ouattara despite losing in the November 28 elections.

Mr Ouattara has set up a parallel government that has received recognition from the AU, the United Nations, aka the Oyster Bay Chowder and Marching Society, Western and some African governments.

The situation playing out in Ivory Coast has been liked to President Robert Mugabe's disputed 2008 re-election.

The veteran ruler won a controversial presidential run-off against his rival and now Prime Minister Morgan Tsvangirai but in a surprise move a number of African governments refused to recognise his victory because of the massive violence and fraud that accompanied the election.

Mr Tsvangirai who had won the first round but failed to garner enough votes to claim the presidency was forced to withdraw before the runoff because of the violence.

Last month, Mr Gbagbo defended Mr Mugabe's refusal to hand over power saying he was a victim of Western interference.

"When you go through what I've been through, you tell yourself: perhaps Mugabe wasn't completely wrong after all," he said.

Many Zimbabweans have commended the tough stance taken by the Economic Community of West Africa, which they say shows that the Southern African Development Community has been treating Mr Mugabe with kid gloves.

Gbagbo expels British and Canadian ambassadors
[The Nation (Nairobi)] Cote d'Ivoire's President Laurent Gbagbo on Thursday announced the expulsion of British and Canadian ambassadors after their countries terminated the functions of his representatives.
What if they just refuse to leave, like he has?
Gbagbo's Cabinet front man said in a statement read on State television that in a courier dated December 22, Ottawa removed Cote d'Ivoire's ambassador accreditation.

"In light of this decision and through the application of the principle of reciprocity governing diplomatic relations, the Ministry (of Foreign Affairs) informs Madame Marie Isabelle Massip that her accreditation as Canadian Extraordinary and Plenipotentiary Ambassador in Cote d'Ivoire is also ended," declared Mr Ahoua Don Mello.

The statement added that "under the same conditions and for the same reasons" the ministry withdraws the accreditation of United Kingdom and Northern Ireland ambassador Nicholas James Westcott, who resides in neighbouring Ghana.

Gbagbo is not breaking diplomatic relations with the countries, as the statement read that pending the appointment of new representatives; the ministry will continue to deal with staff of the embassies.

Decision rejected

Few hours later, UK Foreign Office and a spokesperson for Foreign Affairs Minister of Canada rejected the decision saying it does not come from the "legitimate" authorities they recognise.

It should be recalled that like Ottawa, London informed on December 31, Gbagbo's ambassador that "he is no longer the Ambassador for Cote d'Ivoire to the United Kingdom of Great Britain and Northern Ireland". Earlier Belgium and the UN welcomed the ambassadors appointed by internationally backed Alassane Ouattara while La Belle France said the accreditation of Gbagbo rival's envoy was underway.

In Abidjan, Ouattara continued on Thursday a media offensive started a week ago with interviews in various media outlets.

At a presser at the hotel where he is holed up, the opposition leader explained that a military intervention would not lead to a civil war.

"It is a force to remove Laurent Gbagbo ... There are non-violent special operations which allow simply to take the unwanted person and take him elsewhere". He also said that his rival would leave before the end of January.

Ouattara harshly warned civil servants who continue to collaborate with Gbagbo's government. He disclosed that they might lose their job and even face "long time" prison term. After opposition's Cabinet was set up early December, it called on civil servants to stop cooperating with Gbagbo's administration, then all the workers for civil disobedience and finally a general strike.

'Heavily armed' soldiers

In another development, the former rebels of New Forces movement said they would not move from the opposition hotel headquarters as requested by Gbagbo's camp as a condition to lift the military blockade.

They said that they would only leave if "former Head of State Laurent Gbagbo accepts his defeat in the second round of the presidential election" and "decides to leave power peacefully". The group warned any attack on the hotel would face their "heavily armed and well trained" 850 soldiers instead of 300 as stated by Gbagbo Foreign Affairs minister.

The New Forces who have been holding the northern part of the country since 2002 sent 1,500 troops to the South in October to take part to the secure of the elections. It is not clear how many of them went back to their base in the central city of Bouaké.

In Western Cote d'Ivoire about 16 persons were reported killed and 60 maimed in the town of Duékoué. The unrest that lasted from Monday to Wednesday involved native communities Guéré and Malinké.

According to local witnesses, a bus going from Duékoué to a neighbouring town on Monday morning was attacked by gunnies. A Malinké woman was rubbed out in the attack and rumours said the gangsters were members of Guéré ethnic group. In retaliation, young people attacked the Guéré. About a hundred shops and houses were set on fire in the market.

#4  A single carrier is a target. It takes more than owning one to have an effective carrier fleet. You need a lot of planes, some pretty awesome pilots, a fleet dedicated to protecting the valuable asset.

If China wants a carrier it'll help them train their navy and naval aviators, help against pirates, and perhaps disaster relief and make a lot of the folks proud of their nation but it won't be a threat. If they get a second or third carrier however.

I suspect this was a Cartel or Gang hit. One report has witnesses claimg a late teens to early 20's. The spread of the shots too is sloppy. Fox has source saying Gifford is dead too, looking for another, so I expect she will be. I want to know who the shooter was NOW.

Blasphemy case registered against mentally challenged Muslim
[Pak Daily Times] The Kot Addu police have started the paperwork but haven't done much else under the blasphemy law against a mentally challenged Mohammedan at the request of a local mosque's holy man allegedly in an attempt to settle a rivalry with the family of the accused.

The case has been registered against Muhammad Amjad, son of Muhammad Nazir, by the holy man of their local mosque named Muhammad Sajid in Chak 621 PDA Chowk Sarwar Shaheedwala area of Kot Addu.

The case number 4/11 was registered by the Chowk Sarwar police on Wednesday while the complainant has also accused Amjad's father Muhammad Nazir and a relative Muhammad Iqbal of conspiring to desecrate the holy Koran with the main accused.

The police raided the house of the accused and rounded up the son and his father on the same day on Sajid's request, who stated in his registered FIR against Amjad that he set the holy Koran on fire in the courtyard of the mosque, where he (Sajid) is serving as the chief holy man, and then bravely ran away.

Sajid claimed that the incident took place on Wednesday morning, but he did not see Amjad perpetrating the act personally, and only found the desecrated Koran in the mosque premises, while his students told him that the deed was committed by Amjad. Moreover, he has also stated in the FIR that Amjad committed the blasphemy on the orders of his father Nazir and a relative Muhammad Iqbal, and sought action against both of them as well.

MQM gives govt new lease of life
[Pak Daily Times] Prime Minister Yousaf Raza Gilani has gained majority in parliament after his government's disappointed coalition partner, Muttahida Qaumi Movement (MQM), rejoined the treasury benches. But, reportedly the MQM will not join the federal cabinet despite firm commitments on its reservations from President Asif Ali President Ten Percent Zardari.

Speaking at the MQM Headquarters during his first visit where he also held a meeting with members of party's coordination committee and a teletalk with party chief Altaf Hussain on Friday, the prime minister assured the MQM of consultation in every decision-making and legislation process at the federal and provincial level.

"I came here (Nine-Zero) after reducing the POL products' prices and it is my first visit to the MQM Headquarters." Gilani said, adding, "I assure you (MQM) on behalf of the provincial government that every problem faced by the MQM ministers in discharging their duties will be removed from now."

The PM said, "I have spoke to Altaf Bhai over the telephone on several issues and he has advised the coordination committee to take up all the issues with me." He said that Sindh Chief Minister Syed Qaim Ali Shah assured him that he would take along the MQM in all legislation in the provincial assembly.

He also said that the bill relating to the commissionerate system had been deferred until such time as the consultation on it was completed with unanimity. "I called a meeting of the heads of all the parliamentary parties in parliament and informed them about my difficulties and economic problems. We have reversed the decision of increasing the POL prices," the prime minister added.

Gilani said the government had deferred the RGST bill on the demand of the MQM and other political forces. "I want to assure you with sincerity that for the solution of all issues we want to take along all progressive forces in the country," he said. "I urge you on behalf of PPP and President Asif Ali Ten Percent Zardari

Thai opposition eyes Thaksins sister for PM
[Straits Times] A SISTER of runaway former Thai premier Thaksin Shinawatra has emerged as a possible opposition candidate for prime minister as elections loom, a party front man said on Friday.

'Some Puea Thai members are throwing their support behind Yingluck (Shinawatra) as one of the party candidates for prime minister but we have to consult and vote at the party's general meeting,' said Pormpong Nopparit.

He said the party would pick their candidate after Prime Minister Abhisit Vejjajiva, the leader of the pro-establishment Democrat Party, dissolves parliament, which by law must be done sometime this year.

Thaksin, 61, lives abroad to avoid a jail term for corruption. He remains a deeply divisive figure in Thailand and is wanted on terrorism charges for allegedly inciting anti-government protests in Bangkok last year.

The telecoms tycoon-turned-premier drew wide support from Thailand's rural poor during his time in office but was deposed by a military coup in 2006 and faces allegations of corruption and abuse of power.

He still has many supporters, particularly within the 'Red Shirt' opposition movement behind mass street protests in Bangkok in April and May that left more than 90 people dead in festivities between armed troops and demonstrators. Yingluck, 43, is the youngest of Thaksin's siblings. If elected to office, she would be Thailand's first female prime minister.

Philippine police arrest suspect in victims photo
[Straits Times] PHILIPPINE police say they have jugged a man who appeared in a photograph aiming his gun at a local councilman who was fatally shot moments later.

The picture, taken by the victim, earlier led to the arrests of a second suspected gunman and an alleged accomplice.

The victim, Reynaldo Dagsa of Caloocan city, took the picture as he was standing outside his house photographing his smiling wife, daughter and mother-in-law on New Year's Eve.

Police Chief Jimmy Rivera of north-eastern Isabela province says the suspect, Arnel Buenaflor, was captured in Aurora city late Thursday.

Police believe Buenaflor, who had been released on bail while facing robbery charges, took Dire Revenge™ against Dagsa for ordering his arrest last year.
