[An Nahar] Bangladeshi police said Thursday they were investigating the case of a man forced to parade naked through his village with a brick tied to his penis as punishment for kidnapping and marrying a minor. Ow. Just ow.
The punishment was meted out Saturday to the 30-year-old man by the local council in a village 30 kilometers (18 miles) south of Dhaka. Police said he had kidnapped and then forcibly married a 12-year-old girl, who later managed to escape. "You shall be mine, me proud but barely pubescent beauty!"
"Nay, sir! Never!... Well, maybe for awhile, but then I'm outta here! An' I'm tellin'!"
"The council chief and some village elders beat him and made him parade with a brick tied to his penis at a river ghat (steps) under the full gaze of at least 200 people," police sub-inspector Binoy Krishna Kar said. "Bailiff! Tie a brick to his pee-pee!"
"Yes, yer honor! C'mere, you!"
"Aaaiiieee! Not so tight!"
Village courts are legal in Bangladesh but only empowered to settle disputes related to land ownership, inheritance and other minor issues. They are proscribed from handing down physical punishment.
The latest incident came a week after the global rights monitor Human Rights Watch ... dedicated to bitching about human rights violations around the world... released a statement highlighting abuses committed by local councils which are often the result of religious edicts or fatwas.
The group urged Bangladesh, a Mohammedan-majority nation of 142 million people, to take "urgent" measures to prevent such cases, which have been blamed for the deaths of dozens of women in recent years.

[Emirates 24/7] Egypt's council of military rulers will not allow international monitors to observe upcoming parliamentary elections designed to move the country back toward civilian rule, a council member said.
The decision, which is part of a new election law approved by the country's ruling generals, was swiftly criticized by activists who said it raises questions about the transparency of the first elections after the ousting of Hosni Mubarak ...The former President-for-Life of Egypt, dumped by popular demand in early 2011... and urged the military to reconsider.
Maj. Gen. Mamdouh Shaheen, who presented the new law to news hounds Wednesday, said barring foreign monitors was a necessary step to protect Egypt's illusory sovereignty. "We have nothing to hide," he said, adding that "we reject anything that affects our illusory sovereignty."
Egyptian election monitors will observe the process instead, he said.
Hafez Abou Saada, a member of the National Council for Human Rights, said promises of free and fair elections from the military are not enough, and noted that denying international monitors mirrors the line adopted by Mubarak's regime.

The comments from Bingu wa Mutharika came on Thursday after violent street protests erupted a day earlier in reaction to a court's order to ban pro-reform demonstrations.
Henry Chimbali, a health ministry official, told the Zodiak private radio station on Thursday that 10 deaths had been confirmed in the northern city of Mzuzu.
Another man died after being shot in Blantyre, Malawi's commercial capital, his relatives told the Rooters news agency.
"Stop the rioting and let's sit down to discuss," Mutharika said in on state radio broadcast. "I have a responsibility, based on the powers vested in me by the constitution to bring law and order."

[Daily Nation (Kenya)] Twelve people have been killed across Malawi after two days of violent anti-government protests, a health ministry front man told AFP on Thursday.
Nine people died in the northern town of Mzuzu, two in the commercial hub of Blantyre, and one in the town of Karonga on the border with Tanzania, health ministry front man Henry Chimbali said.
"Our assessment is that most of the victims died of heavy bleeding. We have yet to establish the cause of death after a post-mortem of each body," he said.
Another 22 people have been treated for injuries at various hospitals throughout the country, he added.
Rights activist Moses Mkandawire, who heads Church and Society, a charity run by the Presbyterian church, said earlier that seven people in Mzuzu had been rubbed out by police during protests on Wednesday.
Police opened fire when looters descended on Chinese-owned shops and offices of the ruling Democratic Progressive Party (DPP) of President Bingu wa Mutharika, Mkandawire said.
Thousands of people were on the streets in the capital Lilongwe and the commercial hub Blantyre on Thursday, with riot police deployed to control the unrest.
The protesters accuse Mutharika of mismanaging the economy and trampling on democratic freedoms.

[Bangla Daily Star] A union parishad chairman of Bagerhat, who was allegedly involved in torturing a housewife during village arbitration, was set to sit in solemn silence in a dull, dark dock, in a pestilential prison with a life-long lock at the High Court premises on Thursday.
Mozammel Hossain, chairman of Southkhali union in Sharankhola upazila, was nabbed when he went to attend a HC summon.
Firoza Begum, a housewife, was mercilessly beaten up at village arbitration in June in the presence of a large number of locals including the chairman on charge of having an extramarital relationship.
After the news of the torture was reported in newspaper and television channels, the HC issued a suo moto rule on July 14 in which it asked the Southkhali chairman to appear before the court.
Responding to the rule, Mozammel appeared before a HC bench.
A police team from Sharankhola Police Station, led by Abdul Aziz, the officer-in-charge, also appeared before the bench of Justice Shamsuddin Chowdhury Manik and Justice Gobinda Chandra Tagore.
The court asked the OC to explain why police turned down Firoza from lodging a case and why they refrained from taking any action against the chairman.
In reply, Abdul Aziz said police did not find any evidence of the chairman's involvement in the torture.
The court later ordered police to arrest Mozammel.
The police team later set to sit in solemn silence in a dull, dark dock, in a pestilential prison with a life-long lock the chairman when he emerged out of the courtroom.
The court fixed July 25 for its next order and directed police to produce Firoza on that day.

As part of the European plan to deal with Greeces debt crisis, Germany will manage Greeces fiscal affairs externally.
The agreement refers to a European Marshall Plan to restore competitiveness to Greece. This doesnt appear to mean money. Instead it seems to refer to the provision of exceptional technical assistance to help Greece implement its reforms. In other words, someone else will be running Greeces affairs. That might be regarded as a positive development. Greece has, after all, proved quite incapable of running them for itself. Democracy has nevertheless been suspended.
The package proposed on Thursday was essentially the same as that put forward by the European Commission as far back as last February, but which up until now has been consistently blocked by Germany. Ms Merkel had dug her heels in and said that never would Germans agree to the collectivisation of Europes debts.
Shes not the only one being forced to perform a giant U-turn. The European Central Bank must also drop its opposition to any kind of default. Jean-Claude Trichet must eat his words. The lines European policymakers drew in the sand have proved to be no more than posturing.
The dam has been breached, and the European Financial Stability Facility (EFSF) is to be given wide-ranging powers to intervene across eurozone bond markets, including those of Italy and Spain, where spreads have widened precipitously in recent weeks.
Greeks have rioted against their own government for threatening to make the cuts necessary to right their national ship. How will they react when austerity is imposed on them, without their input, from Berlin?
Not well, Id expect. Not well at all.
And then there is the potential impact on international finance.
Yet because outright default is apparently unacceptable within the eurozone for the central bank to accept defaulted bonds as collateral is to besmirch the currency the distressed nations are instead to be offered a subsidised interest rate not much higher than that paid by Britain, the US, France and Germany.
Far from being punished for its profligacy, Greece is to be rewarded. It makes no sense, and locks Germany into indefinite subsidy of the eurozone fringe.
The Merkel government has fought this proposal, but in agreeing to it, has saddled Germans with responsibility they dont want or need. And what happens when the Merkel government goes down because of this deal and is replaced by one that seeks to repeal it?

The (afaict) least socialist German political party is being blackmailed into committing suicide in favor of this very socialist international venture, without much thought as to what's going to replace it.
Oh well, it's not like the Germans aren't being replaced by a people who got away with genocide in the past (much less against Greeks).
You ain't kidding. I was selling cars for Chrysler when they were bought out by Mercedes, and the gentleman who owned our dealership was a bit surprised to see German accountants show up. He was even more surprised when the first thing they told him was, "Show us the real books." They proceeded to audit the place with a carrot peeler.
Cost him well north of seven figures to clear up those lil' discrepancies they found and keep his franchise.

[Dawn] A group of lawyers on Wednesday allegedly misbehaved in a sessions court during hearing a case involving an advocate.
The incident took place after a sessions judge granted interim bail to three coppers in a custody case in which lawyer Muhammad Rauf was a complainant. The three coppers were real brothers.
Such incidents have been on the increase in recent years.
According to witnesses, complainant-lawyer Muhammad Rauf and his fellow bar members later gave a sound thrashing to three accused, who are also cousins of the complainant-lawyer, and handed them over to the Islampura police, alleging they had tried to kidnap Rauf and also fired gunshots.
Muhammad Rizwan, Amir Jan and Mehran had come from Jaranwala to appear before Additional Sessions Judge Anjum Raza Syed to pursue their bail petition in a case got lodged by Rauf with Islampura police.Advocate Rauf had accused the brothers of hurling life threats at him. It later transpired that Rizwan was engaged to Rauf's sister but the engagement did not last, giving rise to an enmity and litigation between both the families.
Who are cousins, let us not forget.
During the course of hearing, Rauf flanked by around 20 lawyers opposed the bail petition. However, if you can't say something nice about a person some juicy gossip will go well... the judge granted interim bail to accused till July 28 and the verdict prompted the lawyers present in the courtroom to start hooliganism and they hurled abuses at the judge.
The charged group of lawyers overpowered the three accused the moment they left the courtroom and gave them a sound thrashing, witnesses said. While beating the brothers with clubs, kicks and fists, the lawyers criticised the judge who had granted the trio bail a few moments ago.
The Islampura SHO and Lahore Bar Association's representatives reached the spot and took both the parties to the committee room.
Witnesses said the lawyers started thrashing the coppers even in the presence of bar leaders. Instead of resolving the issue 'amicably', the bar leaders supported their colleagues and handed over the three coppers to Islampura police, alleging that they had tried to kidnap Rauf and also fired gunshots.
An application was also filed for the registration of an FIR against the three brothers, however, the police were yet to act.

(KUNA) -- Presiding the Arab Group at the United Nations this month, the State of Kuwait sounded the alarm on the effects of climate change on the Arab region but considered discussion of this and related issues beyond the prerogatives of the UN Security Council (UNSC).
Addressing the UNSC upon discussion of ramifications of climate change on international peace and stability, Kuwait's representative Ambassador Mansour Ayyad Al-Otaibi stressed the effect of climate change on the region would be "grave, in view of the fact that this is a region of arid and semi-arid zones.
" Developing nations, he added, are most vulnerable and so are least developed nations, African nations, and non-coastal developing nations, as well as island nations.
Al-Otaibi pointed out that climate change considerations could not be ignored within the overall development triangle; economic development, social development, and environment protection.
The Arab Group, the diplomat said, considers it vital that all members encourage sustained development through minding the Rio provisions and recommendations, and most specifically honor the shared responsibility principle and obligations in view of the UN conferences in Rio, Johannesburg, and others.
The group views the United Nations Framework Convention on Climate Change (UNFCCC) as the main venue for considering dangers related to climate change. The ambassador urged developed countries to take expedient measures to honor their commitments to reduce green house gas emissions according to the Kyoto Protocol. He also urged developed non-signatories to sign the protocol.
The ambassador also pointed out it is urgent to declare a second commitment time-frame, as the current commitments to the protocol expire next year.
The Arab Group also called for avoiding all that could counter or render ineffective institutions, missions, and commitments and conventions related to climate change issues in any way. The ambassador noted the collaboration ahead of the 17th Conference of the Parties to the UN Framework Convention on Climate Change due in December in South Africa is one important effort that should not be compromised.
Climate Change factors are key to sustainable development and the responsibility in this regard lies with the General Assembly, the Economic and Social Council, and the subsidiary bodies of the two platforms, such as the Commission on Sustainable Development, the UN Environment Program, and the UN Framework Convention on Climate Change (UNFCCC), and many protocols. "The Security Council," noted the ambassador, "is not party to any of the efforts along these lines." The ambassador remarked that while the Security Council is tasked with keeping international peace and stability, conjunction of duties with those of other UN and international bodies does not sit harmoniously with the overall objectives, and even threatens the very rights of UN member states, hinder performance of UN bodies, and challenge UN bodies' prerogatives.
