Venezuelan farmers ordered to hand over produce to state

Venezuela's embattled government has taken the drastic step of forcing food producers to sell their produce to the state, in a bid to counter the ever-worsening shortages.

Farmers and manufacturers who produce milk, pasta, oil, rice, sugar and flour have been told to supply between 30 per cent and 100 per cent of their products to the state stores. Shortages, rationing and queues outside supermarkets have become a way of life for Venezuelans, as their isolated country battles against rigid currency controls and a shortage of US dollars – making it difficult for Venezuelans to find imported goods.

Pablo Baraybar, president of the Venezuelan Food Industry Chamber, said that the order was illogical, and damaging to Venezuelan consumers.

"Taking products from the supermarkets and shops to hand them over to the state network doesn't help in any way," he said. "And problems like speculating will only get worse, because the foods will be concentrated precisely in the areas where the resellers go.
It is, however, remarkably efficient in producing graft, corruption and insider deals. Which is a big part of why it's happening...
He pointed to statistics showing that two thirds of hoarders – or "bachaqueros", giant ants, as they are nicknamed in Venezuela – buy their goods from the three state-owned chains, to resell at a profit.

"Consumers will be forced to spend more time in queues, given that the goods will be available in fewer stores."

The state owns 7,245 stores, compared to more than 113,000 in private hands. Mr Baraybar said that many of the private shops were in densely-populated areas, meaning that people will now be forced to make longer journeys to the state stores.

#8  Does anyone really doubt that he has passed the bar for impeachment hearings? A Congress with an actual commitment to their oath of office , or for that matter an Attorney General who was actually faithful to theirs, would have already started impeachment/investigations for malfeasance in office and failure to enforce the law across a wide spectrum of unconstitutional actions or failures to act. The depth of cowardice in our elected Congress cannot be overstated I'm afraid. SO this Imperial President will continue to expand his reach as his sense of the end of his Presidency grows. #9  People - you miss one important fact: Congress, via GOP Senator Bob Corker's bill, gave up its right to refuse this by passing a law (endorse by McConnel and Boehner) ceding power to Obama to make this deal and it can only be overridden by a 2/3 vote of BOTH houses.

Don't like the treaty? Blame Obama. Don't like that they cant take a simple voter per the Constitution? Blame the GOP leadership in DC for rolling over and begging to take up up the *ss.

The GOP leadership in DC is to blame for not having the guts to oppose this tyrannical transnational progressive. They have a majority and are afraid to use it.

The fragments of the Koran are still legible.

The tests, carried out by the Oxford University Radiocarbon Accelerator Unit, showed that the fragments, written on sheep or goat skin, were among the very oldest surviving texts of the Koran.

These tests provide a range of dates, showing that, with a probability of more than 95%, the parchment was from between 568 and 645.
interestingly, script is in a form of Hijazi calligraphic that the Saudis would probably consider too decorative and, if brought for the Hajj, the Saudis would seize it and burn it.
Very exciting, indeed. I wonder how the text compares to modern Korans -- copy errors creep in over time, if nothing else.

And the earliest possible date would put it before Mohammed was born. There's very little actual information in the article. To properly evaluate the claim, we'd need to know:
1) Did they date the ink and parchment, or just the parchment? In other words, what's the over/under on whether this is a palimpsest?
2) What passages does the fragment contain? Are they definitely not the sections which supposedly read like older Syraic Christian hymns, which some scholars thought were incorporated by the Koran's compilers?
3) Do the scholars think this fragment is from a Hafsaic Koran, or is there any indication that it's part of one of the "private Korans" with possibly variant text ordered burned by Uthman in 653?

If this report is true, this moves back the first extant verses from the Dome of the Rock inscriptions circa 691/2.

Hmm, the Guardian article on the report indicates the fragment is suras 18-20. The same paragraph:

The significance of Birmingham’s leaves, which hold part of Suras (chapters) 18 to 20, was missed because they were bound together with another text, in a very similar hand but written almost 200 years later.

kind of leads to the "palimpsest" theory, if the fragment is in the same hand as the rest of the text, though.

"The levying of fuel taxes by the finance ministry in Ramallah is preventing the (Hamas) energy authority from running the power station," a statement from the authority said.

The PA must "lift all taxes on fuel" to get the plant up and running, it said.

US places 4 Hezbollah figures on sanctions blacklist
[IsraelTimes] Treasury says the new action was latest in efforts by US government against Lebanese terror group

The US Treasury imposed sanctions on three Hezbollah military officials and a businessman tied to the group on Tuesday, citing their support for the regime of Syrian Hereditary President-for-Life Bashir Pencilneck al-Assad

The Treasury named Mustafa Badr Al Din, said to be in charge of Hezbollah's military operations in Syria; and Fu'ad Shukr and Ibrahim Aqil, both members of Hezbollah's top military body, the Jihad Council, and both involved in the group's military activities in Syria, in support of the Assad regime.

The Treasury added that Aqil was involved in the hostage taking of two Germans in the late 1980s and bombings in Gay Paree in 1986.

Also named was Abd al Nur Shalan, which the US called the "point person for the procurement and transshipment of weapons and materiel for (Hezbollah) and its Syrian partners for at least 15 years."

Being designated for sanctions allows the Treasury to freeze any assets on US territory tied to the individuals, and forbids any Americans or US institutions from doing business with them.

The Treasury said the new action was the latest in efforts the US government is taking against Leb-based Hezbollah "for its violent terrorist activities and its support to the Assad regime's attacks against the Syrian people."

"We will pursue all of Hezbollah's revenue sources, whether charitable fundraising, criminal proceeds, or state sponsorship," said Adam Szubin, Treasury acting under secretary for terrorism and financial intelligence.

troops have killed several people in separate incidents in the Somali capital Mogadishu and the southern port city of Merka.

In Mogadishu, troops belonging to the African Union Mission in Somalia (AMISOM), who were said to be stuck in a traffic jam, opened fire on a minibus, killing two of the passengers and injuring two others.

Eyewitnesses said it was not clear why the troops opened fire.

In Merka, about 109 kilometers south of the capital, AU troops killed at least nine people and maimed eight others after opening gunfire on boys playing football in a sports field, an eyewitness told Al Jazeera news agency.

"They then went to the nearby houses where they dragged people out and rubbed out seventeen people. They also left 14 people badly injured," the witness said, claiming that the AU soldiers had also "raped two women" there.

Speaking to DPA, a police brass hat, who asked not to be named, gave a different account of the incident. "At least ten non-combatants were killed deliberately by AU troops ... and several were hospitalized with gun wounds," the officer said.

He said he did not know the reason for the killings; however, he held out the possibility that the civilians may have been killed in an act of Dire Revenge after unidentified bombers destroyed an AU water tank the previous evening.

He said the fatalities included a woman and young people.

Meantime, Somali Interior Minister Abdirahman Mohammed Hussein Odowaa said, "We cannot accept such deeds and we will launch swift investigations."

Kyrgyzstan terminates cooperation deal with US

According to the Kyrgyz government's press service, Prime Minister Temir Sariyev signed a directive terminating an agreement on Cooperation to Facilitate the Provision of Assistance on Tuesday.

The agreement is expected to be officially terminated by August 20.

The move by Kyrgyzstan comes a day after Washington warned that an escalation in tensions in the country and the termination of the agreement could jeopardize assistance programs "that benefit the Kyrgyzstani people."

The agreement was signed in 1993.

On July 17, Kyrgyzstan's Foreign Ministry protested the decision by the US to award rights activist and journalist Azimjon Askarov, who is currently serving a life sentence for "creating a threat to civil peace and stability in society" in 2010.

Askarov was convicted after ethnic festivities in southern Kyrgyzstan in June 2010, which left hundreds of people dead.

Kyrgyzstan has been under domestic and international pressure to release Askarov.

Three Police Killed in NE Nigeria Bomb Blast

Yobe state police front man Toyin Gbadegesin told AFP initially that two officers were among eight people who died, including two bombers.

But he later said: "More investigations as to the circumstances of the incident have revealed that all the other five people, including a woman, were in the car that went kaboom!.

"Three coppers were killed in the blast," he added.

The kaboom happened at about 1:00 pm (1200 GMT) to the north of the city, which is the capital of Yobe state, on the main road to Maiduguri in neighboring Borno state.

"A police highway patrol team was searching vehicles just outside the city and an SUV with a foreign number (plate) arrived at the spot," said witness Umar Goni.

"The police were uncomfortable, so they decided to search the vehicle. While the search was going on, another SUV arrived. It was stopped for the same search."

The second car went kaboom! during the search, he added.

A news hound with state-run Yobe Television, who was at the scene shortly after the blast, said a handbag belonging to the woman in the car was found and some explosives were recovered and defused.

Gbadegesin confirmed his account.

US authorities allege Oregon imam assisted radicals in Pakistan, America
[DAWN] US authorities are seeking to revoke the citizenship of a holy man in Oregon who they say tried to conceal past associations with radical Islamic groups.

Mohammed Sheikh Abdirahman Kariye raised money, recruited fighters and provided training for krazed killer groups battling Soviet forces in Afghanistan in the 1980s, the US Department of Justice says in a complaint filed Monday in US District Court in Portland.

Government lawyers say Kariye for a time "dealt directly" with the late Osama bin Laden
... who used to be alive but now he's not...
and Abdullah Azzam, the founders of Al Qaeda, and he recruited sympathisers in the United States and Pakistain for an Al Qaeda precursor known as Maktab Al Khidamat.

Kariye is also accused of being a founding officer and director of the now-defunct Global Relief Foundation, which authorities say provided assistance to terror groups including Al Qaeda and promoted radical jihad.

Federal authorities say Kariye failed to reveal those details in his application for citizenship, which was granted in 1998.

Attempts to reach Kariye through his Portland mosque and a former attorney were not immediately successful.

Born in Somalia, Kariye came to the United States on a student visa in 1982, according to the complaint. Between 1985 and 1988, he traveled to Afghanistan, where he went to a jihadist training camp and fought with the Afghan mujahedeen against the Soviets.

Maneuvering Russian Satellite Has Everyone's Attention
WASHINGTON -- A Russian military satellite launched in March has made at least 11 close approaches to the rocket upper stage that released it into orbit, according to a spokesman for the U.S. Air Force.

Such maneuvering capability is consistent with, but not necessarily indicative of, an on-orbit anti-satellite weapon.

Air Force officials previously said they were closely watching the satellite, and independent space tracking experts and policy analysts have joined the vigil. The maneuvers started in April, and the most recent occurred in early July, experts said, adding that in at least one case the satellite appears to have nudged the upper stage to a higher orbit.

The mortar shells landed in a deserted area, however, they caused panic among the residents of Soorap, the official said.

Tehsildar Maula Bakhsh and other officials reached the site and started an investigation into the incident.

The Levies official said security in the area was tightened in aftermath of the mortar attack by Iranian border guards.

The district administration informed the provincial government of Balochistan regarding the border violation by Iranian security forces, he added.

Clashes were ongoing, the sources said, with advancing troops facing heavy fire from the radical Sunni turbans who seized large swaths of the country's north and west last year.

Fourteen others were maimed in the blast about 25 km (15 miles) north of the capital Baghdad when the bomber detonated his vehicle packed with explosives.

How Antimatter Could Stop Iran From Cheating On the Nuclear Deal
But what regular radiation detectors miss, antineutrino detectors could catch. Neutrinos--and their antimatter corollary, antineutrinos--are subatomic particles with no positive or negative charge. They pass through virtually all material you can imagine, from lead shielding to the cores of stars. That could allow monitors to "'see' into the core of a running nuclear reactor and to measure the plutonium content in situ," said Patrick Huber, an associate professor of physics at Virginia Tech. Nuclear reactors produce antineutrinos in unimaginable quantities -- up to 100 billion billion per second.

Spotting neutrinos, which move through matter without interacting with it, is very hard. You have to track these "ghost particles" indirectly, by detecting their collisions' effects on other charged particles, and you need a lot of sensors. Examples include Japan's Super-Kamiokande neutrino detector, which is lined with more than 13,000 sensors for observing subatomic neutrino interactions, and the lake-sized Antares detector in the Mediterranean.

But antineutrinos have a different energy profile and much larger energy flux so they are easier to detect. When an antineutrino meets a proton, the collision produces a neutron and a positron. (Positrons are the antimatter equivalent of electrons.) As positrons move through matter, they lose energy and eventually collide with electrons.

When that happens inside of a so-called scintillator material like mineral oil or plastic, these processes combine to produce measurable light. Similar flashes occur when the neutron meets with a gadolinium or lithium atom. Both of these flashes serve as a smoking gun for antineutrinos -- and possible illicit nuclear activity.

Antineutrino detection has never been a part of any weapons monitoring regime. Huber, working with researchers at Los Alamos National Laboratory hopes to change that. They plan to deploy a prototype of a novel detector by the end of the year at a commercial reactor. With enough funding, Huber says that a fully calibrated detector could be ready to go Iran in two years (but one with a full safeguards system likely would not be available in fewer than five.)

Pictures which purportedly shows defenseless chickens strapped with boom belts have recently emerged online showing the savagery of the terror group.

It has been reported that the defenseless chickens have been used by the members of the terror group in and around the city of Fallujah.

The ISIS snuffies apparently use remote controls to set off the devices by encouraging the chickens to wander into enemy camps, killing all those close by.

This comes as reports suggest the terror group is running low on ammunition as US-coalition forces target delivery lines leading to Syria and Iraq.

An unnamed British man fighting alongside Kurdish troops in the region quoted in a report by MailOnline said 'ISIS will use whatever means they can to bring death and destruction. Using animals has little military value -- it is just another example of how their twisted minds enjoy dreaming up bizarre ways to kill people."

In the meantime, reports also emerged recently suggesting the terror group strapping IEDS to a goat that was sent into a Kurdish base in the Syrian city of Kobane.

Sickening photos also emerged during the recent days which purportedly shows the turbans using shopping trolleys and arming them with deadly machine guns. It is believed fighters have no heavy lorries available so have to improvise to transport the weaponry.

Floods once again
Unexpectedly.
[DAWN] WITH five consecutive years of flooding since 2010 one would have thought that by now some basic lessons would have been learned.

But going by the experience of Chitral and Alipur and parts of Layyah in the past few days, it seems that no effort has been made to increase preparedness.

Flash floods have devastated most of Chitral, and large parts of Alipur were submerged with locals having little to no warning about the impending disaster.

Technologies exist that can provide up to three hours of warning of an impending flash flood for mountainous regions, and have been deployed in places such as Bangladesh.

Likewise, alerting local populations in the plains of a breach in the embankment and the imminent arrival of floodwaters is possible using SMS technologies. But nothing of the sort happened.

The most important aspects of flood preparedness, it seems, have not been addressed despite disasters year after year every monsoon season.

Flood preparedness is not so much about building brick-and-mortar infrastructure as it is about putting in place systems to lengthen lead times in weather forecasts, accurately model river flows and generate targeted alerts for affected populations so that they can move to higher ground before the arrival of the floodwaters. But in Chitral, and again in Alipur, no warnings were issued, except in a few isolated cases using mosque loudspeakers, which is a woefully inadequate method in this era of mobile communications.

And despite the passage of more than five years now, a model to accurately forecast river flows is only just getting ready for deployment as the monsoon season brings with it its first large-scale flooding.

Unfortunately, the government insists on repeating the same mistake year after year: getting caught by surprise, then rushing to announce compensation after the floodwaters have already inflicted much damage.

The Met department remains stubbornly wedded to its hopelessly outdated forecasting techniques, and other departments, such as irrigation and revenue and the myriad different disaster management agencies, all become spectators, while the district management struggles to run relief centres and arrange boats. But the key tasks of managing any disaster -- forecasting where it will occur -- continue to languish.

Not were there any visits to Europe on the horizon. "I am not intending to leave Libya or go to Europe," he stated. "I'll stay until the turbans have been destroyed," he said. "We'll carry on fighting until we have security and have saved the country."

Maybe then, he added, "we might take a break," ­-- but not before.

EU foreign ministers are reported to be exasperated at the lack of progress of the UN-brokered Dialogue process and what they see as moves to sabotage it by a number of key Libyan players including, supposedly Geroushi and Hafter. "We need to be ready to implement sanctions ... to put pressure on those who will not come to the table", Belgian Foreign Minister Didier Reynders has said.

Europe has considered imposing sanctions of its own after Russia and China last month vetoed UN proposals to sanction Sewehli and Zintan commander Othman Milaiqtah.

10 Taliban Insurgents Killed in Farah Clashes
[Tolo News] At least 10 Taliban holy warriors, including their commander -- an apparent Arab - were killed in festivities with security forces in western Farah province on Monday night, local officials said.

The festivities took place near a military base in Gulistan district of the province after Taliban gunnies attacked the military base, deputy front man for national army forces in Farah, Hanif Rezayee said.

"Their leader named Abu Zarifa which is an Arab is also among the dead," he said.

Report: China Holds Uighur Who 'Planned Bomb Attack'

The report said the man had been "caught" but gave no details of when he was arrested, or what charges he faces.

Uighurs speak a Turkic language and many complain of religious and cultural discrimination in Xinjiang, their homeland in northwestern China, which has seen escalating violence in recent years.

Beijing blames the unrest on Islamist terrorist groups seeking independence for the region, although many analysts are sceptical.

Chinese state-run media have repeatedly cited unnamed sources linking Uighurs to jihadist violence in the Middle East, without giving evidence.

Dilxat Raxit, a front man for exiled group the World Uyghur Congress, slammed the CCTV report, implying that authorities had used coercion.

"For the sake of their family's safety, arrested Uighurs have no other choice than to become propaganda tools for the Chinese government," he said in a statement.

A number of Uighurs have attempted to flee China in recent years, in what rights groups say is an attempt to escape repression.

I'd add that there was a conspicuous lack of "righteous anger" after 9/11 as well.

There was a military reaction. But it was justified in terms of therapeutic intervention, not retaliation.

There was no outrage, only justified grief and shock over the "tragedy", sometimes verging on maudlin sentimentality.

Obama is not a cause, he is a symptom as he's just executing Western consensus policy.

appellate court have said the case will be referred to the Supreme Court of Afghanistan for final hearing in the next couple of days.

Head of Appellate Courts of Crimes against Internal and External Security Ali Abdul Nasir Murid said justice has been availed in Farkhunda murder trial however he said a final decision will be taken regarding the case by Supreme Court.

"Specific conditions have been set for death penalty since the crime has not been verified but the higher authorities are authorized to decide regarding verdict," Murid quoted in a report by Radio Free Europe (RFE) said.

The primary court of Kabul awarded death sentence to Zain-ul-Abideen, Mohammad Yaqoob, Mohammad Sharif and Abdul Bashir who were found guilty of murdering the 27-year-old Farkhunda.

Farkhunda was brutally beaten, murdered and her body was set on fire by angry mob after she was accused of burning Koran.

Thirty-two people were killed and more than 100 maimed on Monday when a bomb destroyed a crowd of young socialist activists in a mainly Kurdish region preparing to take aid over the border into Syria.

The attack in Suruc was one of the deadliest in Turkey in recent years and the first time the government has directly accused the ISIS group of carrying out an act of terror on Turkish soil.

Graphic images of the carnage in a cultural centre shocked the country, with the press publishing front page photos of the mutilated corpses of the activists lying on the ground covered in pages from broadsheet newspapers.

"One suspect has been identified. All the (suspect's) links internationally and domestically are being investigated," Prime Minister Ahmet Davutoglu said in televised comments.

He added there was a "high probability" the attack was caused by a jacket wallah with connections to ISIS jihadists.

"We expect this investigation to be concluded as soon as possible," he said.

Davutoglu said the corpse count had risen to 32 and that 29 injured victims were still in hospital.

"What is necessary will be done against whomever responsible for (the attack)," said Davutoglu.

"This is an attack that targeted Turkey."

With little precise information disclosed, some Turkish press reports suggested the suicide bomber was a woman while others said it was a man dressed as a woman.

The daily Hurriyet said Turkey's intelligence agency had previously warned the government that seven ISIS members - three of them women - had crossed into the country in recent weeks with the aim of carrying out attacks.

The ISIS group, which has claimed swathes of territory in Syria and Iraq right up to the Turkish border, has so far not claimed the Suruc bombing.

But Davutoglu said Turkey was taking steps to improve border security, which has long been criticised by its western partners.

He said the cabinet would discuss Wednesday an "action plan" on border security and the government will then take the "necessary measures".

Indian corps commander warns 'elements in Pakistan' of 'unexpected damage'
[DAWN] Indian army's Lieutenant General KH Singh on Monday warned "certain elements in Pakistain" of "unexpected damages" in the wake of repeated exchanges of fire between Indian and Pak border forces along the Line of Control and Working Boundary over the past week, according to a report on the NDTV website.

Commander of the Nagrota-based Headquarters 16 Corps outside Jammu, Lt Gen KH Singh said, "There are certain elements across the border who want to create trouble on the Line of Control... we have to give them certain unexpected damage to so that they don't repeat it in future."

He claimed that the Pak Army shelled and opened fired on Poonch sector villages in India-held Kashmire's Jammu region on Saturday as Eidul Fitr celebrations were underway because the Indian Army had 'stopped Lions of Islam from crossing the border' just a few days earlier.

"One girl was killed on the Pakistain side ─ we regret the incident. The Mighty Pak Army also suffered major damages. They chose the Eid day to retaliate and targeted our civilian areas after Eid prayers," the Indian general said.

Over the past week, at least four Paks were killed in three separate incidents of cross-border firing, and Pak troops had shot down a spy drone along the LoC.

As Donetsk ministry of defense officials continue to claim that they have withdrawn more than 300 armor vehicles from the front line, exchanges of artillery fire between the rebels and Ukrainian forces continue, according to Russian language news accounts.

According to data supplied on the website of the Donetsk ministry of defense, a total of 84 tanks and 222 infantry fighting vehicles (IFVs) have been moved at least three kilometers from the front line as a unilateral gesture in advance of peace talks.

A total of 36 tanks and 61 IFVs have been moved from areas in and around the western suburbs of Donetsk city including Kamenka, and from Gorlovka, said the report. Areas north of Donetsk and around Debaltsevo still have armor vehicles on the front line.

Since at least the first ceasefire, Minsk I, and the second, known as Minsk II, both sides on this year-old conflict have been required to remove all heavy weapons with bores over 100mm from the front line. Both sides claim they have done so, and both sides claim the other side has failed to do so. Rebels have long claimed that Ukrainian forces keep artillery parks and tanks closer than the required distance, especially mobile artillery platforms, ready to move forward in the event of enemy action.

For example, in the rebel mini offensive which took Markinka, near western Donetsk city last May, a large number of Ukrainian self propelled guns and tanks quickly appeared to counter tanks they say the rebels used to take the town. Since that time, rebel officials have claimed the Ukrainians have been massing more self propelled artillery pieces near the front line

The new withdrawal program by the rebels now includes heavy weapons regardless of caliber, including such vehicles as the BMP-1 (IFV) which sports a 73mm cannon. The BMP-1's younger brother, the BMP-2 has a 30mm autocannon and is capable of firing a relatively advanced antitank guided missile (ATGM). The BMP-2 has been used as direct fire artillery, although few reports from either side have emerged if either side has used ATGMs as artillery. Heavy weapons also included, but not specifically mentioned, include the 82mm mortar and the 73mm SPG-9 recoiless rifle, which both sides have adapted with indirect fire capable carriages.

Nearly every tank both sides use has a 125mm tank gun, often used as direct fire artillery. On T-72Ms, which are in widespread use, and on some later versions of the T-64, the 125mm tank guns can fire ATGMs.

So far, the Ukrainian ministry of defense has not answered the rebels' actions with a withdrawal program of its own, instead preferring to criticize what the rebels are doing as a "cynical fraud," said Ukrainian ministry of defense official Colonel Andrei Lysenko, according to a news account posted on hst-ukraine.com.

According to reports on korrespondent.net, officials with the Organization for Security and Cooperation in Europe (OSCE) could not confirm the rebels' claim of such a massive withdrawal of military equipment. Rebel reports say, however, that some OSCE observers have watched the rebels' actions in the last three days.

Fighting in Donetsk

Rebel media said that Ukrainian forces have fired on rebel forces a total of 53 times in the last 24 hour period.

According to data supplied by the Donetsk ministry of defense, Ukrainian forces have fired on rebel forces in western Donetsk suburbs, including at Spartak and in the Petrovsky district and the airport grounds near Donetsk. Ukrainian artillery and small arms fire were recorded in Zaistevo, Gorlovka and Logvinovka.

The Ukrainian ministry of defense said that rebels have fired on their forces more than 40 times, including artillery strikes using 120mm mortars on residential housing and at the coke plant in Avdievka, 120mm mortar, 122mm artillery, 152mm artillery and tank gun fire at Zaitsevo and Gorlovka.

Col. Lysenko said Tuesday that rebels fired on civilian vehicles near Marinka, wounding three civilians traveling nearby aboard a private vehicle. Lysenko said also that one Ukrainian soldier was killed and one was wounded in western Donetsk.

General Major Andrein Taran, a Ukrainian commander who is part of the Joint Center for the Monitoring of the Ceasefire, said Tuesday that rebel artillery fire fell on the Uglegorsk thermal power plant, causing damage. Weapons used in that attack included 122mm and 152mm artillery.

On Monday, the rights group said dozens of cases of enforced disappearances had been documented from 2013 through 2015.

"Egyptian security forces have apparently snatched up dozens of people without a word about where they are or what has happened to them," said the HRW deputy Middle East director Joe Stork.

The HRW said three of the cases it documented involved individuals who had been found dead after being incarcerated

The HRW added that the independent civil society organization Freedom for the Brave said in a report on June 7 that it had documented 164 cases of enforced disappearances since April 2015. The organization says 66 people are still missing. It later reported an additional 39 cases to the Egyptian National Council for Human Rights (NCHR), saying most of them took place in April and May.

The HRW says enforced disappearances are considered a serious violation of international human rights

First UN Aid Vessel Docks in Yemen's Aden After 4 Months of Saudi Aggression
[ALMANAR.LB] An international ship carrying desperately needed relief supplies docked in Aden on Tuesday, the first UN vessel to reach the southern Yemeni city in four months of persistent Saudi-US brutal aggression.

"This is the first boat carrying the UN flag to dock in Aden since the war began" in late March, governor Nayef al-Bakri told news hounds at the Aden refinery port.

province, Mohammad Mohaqiq, the Second Deputy to Chief Executive Officer has said.

In an interview with Voice of America Ashna TV, Mohaqiq said based on the information they have received the ISIS recruits are receiving salaries upto $1,000 along with a cycle of violence.

He said the group has so far recruited around 700 to 800 fighters in the country and warned that the group poses a serious threat to Afghanistan.

Mohaqiq further added that the group will fight the Talibs in the first step as witnessed in eastern parts of the country where they have captured some districts.

Mohaqiq also added that the ISIS affiliates have also started persecution of Hazaras and Shias where they kidnapped 31 Hazara passengers in Zabul and some others were kidnapped by the group between Jaghoori and Qarabagh.

He said ISIS murderous Moslems also kidnapped two women which was rare during the past three decades of war in the country.

This comes as Mohaqiq called on his supporters during the second day of Eid al-Fitr to remain alert and vigilant for self defense amid deteriorating security situation.

A former aviation minister in the Taliban regime and a former shadow governor of Kandahar, he has long been known for his moderate views on reconciliation that pitted him against hardliners.

Obama Made Side-Deal on Iran's Military Site, Hid Details From Congress
You don't say! Without telling Congress or anyone else?
[IranTruth.org] Congressmen Mike Pompeo of Kansas and Senator Tom Cotton of Arkansas issued a press release today in which they outlined aspects of the Iran deal which are being kept secret from the public and even the U.S. congress which will soon vote on whether or not to approve the deal.

Pompeo and Cotton met with the International Atomic Energy Agency (IAEA) in Vienna on Friday. During this meeting, it was disclosed that two undisclosed side deals are part of the greater agreement between Iran and the IAEA.

The first regards inspections of Iran's Parchin military complex. The second has to do with the military aspect of Iran's nuclear program.

From the press release:

"According to the IAEA, the Iran agreement negotiators, including the Obama administration, agreed that the IAEA and Iran would forge separate arrangements to govern the inspection of the Parchin military complex – one of the most secretive military facilities in Iran – and how Iran would satisfy the IAEA's outstanding questions regarding past weaponization work. Both arrangements will not be vetted by any organization other than Iran and the IAEA, and will not be released even to the nations that negotiated the JCPOA. This means that the secret arrangements have not been released for public scrutiny and have not been submitted to Congress as part of its legislatively mandated review of the Iran deal."

The American public has not been given all the facts on the Iran deal, nor has congress. This is not only distressing but a violation:

"Even under the woefully inadequate Iran Nuclear Agreement Review Act, the Obama administration is required to provide the U.S. Congress with all nuclear agreement documents, including all "annexes, appendices, codicils, side agreements, implementing materials, documents, and guidance, technical or other understandings and any related agreements, whether entered into or implemented prior to the agreement or to be entered into or implemented in the future."

Both Pompeo and Cotton are U.S. military veterans. Each of them included a personal statement in the press release:

Pompeo said: "This agreement is the worst of backroom deals. In addition to allowing Iran to keep its nuclear program, missile program, American hostages, and terrorist network, the Obama administration has failed to make public separate side deals that have been struck for the ‘inspection' of one of the most important nuclear sites‐the Parchin military complex. Not only does this violate the Iran Nuclear Agreement Review Act, it is asking Congress to agree to a deal that it cannot review.

"The failure to disclose the content of these side agreements begs the question, ‘What is the Obama administration hiding?' Even members of Congress who are sympathetic to this deal cannot and must not accept a deal we aren't even aware of. I urge my colleagues on both sides of the aisle to stand up and demand to see the complete deal."

Cotton said: "In failing to secure the disclosure of these secret side deals, the Obama administration is asking Congress and the American people to trust, but not verify. What we cannot do is trust the terror-sponsoring, anti-American, outlaw regime that governs Iran and that has been deceiving the world on its nuclear weapons work for years. Congress's evaluation of this deal must be based on hard facts and full information. That we are only now discovering that parts of this dangerous agreement are being kept secret begs the question of what other elements may also be secret and entirely free from public scrutiny."

#1  The Parchin military complex is just 20 miles or so from Tehran and the site of a large explosion in 2014 (apparently a non nuclear explosion). Many (but not all) in the IAEA are on record as saying that access to this complex is critical to verifying compliance.

Bomb blasts in Iraq's Baghdad Province kill 12
[Iran Press TV] Three kabooms targeting civilians and security forces in Iraq's Baghdad Governorate have killed at least 12 people and injured dozens more.

Security sources said Tuesday that three people were killed in a boom-mobile south of the Iraqi capital Baghdad.

According to al-Sumeriyah news channel, the car bomb which exploded near a gas station in Baghdad's Zafarniyah district also injured 12 others.

Another attack targeting Baghdad's al-Jadidah neighborhood, east of the Iraqi capital, killed five civilians and injured 16 others, according to a report by Al Jazeera.

Unidentified sources said the blast came after a man attacked a joint command of police and military forces in Lakes area in the district, about 50 kilometers north of Baghdad.

No group has claimed the attacks, although they bear the hallmarks of attacks by ISIL, a terrorist group which is in control of some territories west and north of Iraq.

The Borno State-born Major General, who took over command of the nation's army last week, said he was ready to lead soldiers to the dens and enclaves of the myrmidons.

He, therefore, re-christened the operational code of the counter insurgency efforts from "Operation Zaman Lafiya" to "Operation Zaman Lafiya Dole" -- which in Hausa means 'the quest for peace becomes a must'.

Mr. Buratai, who was in neighbouring Yobe State to celebrate the Islamic eid-el-fitri festival with Nigerian troops, moved to Borno on Sunday afternoon. He arrived Maiduguri by road and was received by the Borno State Deputy Governor, Zannah Mustapha, who immediately accompanied the army boss to visit the 103 Battalion of the 7 Division, Maiduguri in Konduga Town where they met the troops and hailed their courage and gallantry.

In his address, the army chief called for general collaboration amongst the troops and other security agencies as well as the general public in curtailing activities of the Boko Haram.

He stressed that without the synergy of intelligence amongst all security forces, it would be difficult to defeat Boko Haram whose insurgency has caused the death of over 15,000 people since 2009.

"The ongoing activities of Boko Haram is assuming an alarming dimensions in Borno state and other parts of the north east," he said. "We will not tolerate the killing of citizens and destruction of property; in as much as we urge you (troops) to adhere strictly to human rights

Right Sector militants refuse to surrender

A group of six Right Sector militants said to be involved in the shootout in Mukachevo in western Ukraine last July 11th continues to be holed up in a small village near Mukachevo, according to Russian language news accounts.

The Mukachevo shootout killed four including two Right Sector members and two police, and wounded 13.

According to a news account posted on regnum.ru, nationwide leader of Right Sector Dmitri Yarosh said Tuesday that he has no contact or connection with that group. Just after the shootout ten days ago, Yarosh had alerted his groups in what he called a "combat alert" in reaction to the shootout.

In the wake of the shootout, Ukrainian officials detained four and are investigating 13 more in connection with the incident. The group of six are still in a plantation near Bobovische.

The shootout prompted Ukrainian president Piotr Poroshenko to appoint Gennady Moskal as new head of the Transcarpathia Regional Administration four days later. Moskal formerly was head of the Lugansk Regional Administration.

Moskal said Tuesday that the Transcarpathian group involved in the shootout had engaged in kidnapping for profit, torture, theft and extortion, all, he said, under the guise of "patriotic slogans," according to a new account in regnum.ru.

Moskal said that a new investigation will be opened of the 13 or so suspects associated with the local Right Sector group for robbery, which means that further arrests will be for that crime.

The shootout and its fallout has hurt Right Sector. In the immediate aftermath Yarosh claimed to be associated with the group involved, but recently denied any connection. This misstep by Yarosh, among others, has prompted Ukrainian officials to talk about once again cracking down on illegal armed formations.

Right Sector in the past provided effectives for several private military units involved in the fighting against Russian supplied rebels in Donetsk and Mugansk. Most of those units have since been folded into Ukrainian ministry of defense command structures. Ukrainian officials probably refer to illegal armed formations as the 18 battalions Yarosh claims still exist throughout Ukraine.

Yarosh, according to a new account in korrespondent.et, said he will organize a no confidence vote in all regions in Ukraine against the current government of Poroshenko. He also plans to organize such a vote in the Ukrainian Verkhovna Rada, the Ukrainian parliament. The vote is obviously intended to remove the sitting prime minister of Ukraine, Arseniy Yatsenyuk. Yarosh also will rename his group "National Liberation Movement of the Right Sector".

Right Sector in closely associated with the Maidan movement, which staged the 2013 coup. Its members have a reputation as a group of steroid taking, antisemitic Nazis.

Dostum Opposes Militia Force Idea During Jowzjan Trip

he stressed the need for a public uprising against the Taliban -- a move that began about two years ago in southern Ghazni province.

In a meeting Tuesday with the elders and security officials of Jowzjan in his guesthouse -- called Dostum Palace -- the former warlord praised the sacrifices of security forces and promised to address their concerns.

"I am the first Vice President and I came here upon the request of elders. How can we conduct arbitrary operations and how can we build militia forces?" Dostum said in Sheberghan, the quiet provincial capital.

Following his war experience, Dostum -- leader of Junbish-e-Milli Party -- said he was directed by the president to visit the province and assess the security situation.

Over the past few months there have been constant attacks by the Taliban and other bad boy groups in northern Afghanistan that often resulted in the collapse of districts -- which were then retaken by security forces.

Ret General Says China Could Reclaim Disputed South China Sea Reef From Philippines 'By Force'
[International Bus Times] SHANGHAI -- In a further sign of rising tension between Beijing and Manila over the South China Sea, China's official Global Times newspaper has published an article by a retired senior military officer, calling for China to use force if the Philippines does not leave a disputed reef in the region.

Major General Luo Yuan, a leading hawk, said the Philippines had recently been "reinforcing" its presence on an old warship, which has been stranded on the disputed Ren'ai Reef since the 1990s. He said Chinese sovereignty over the disputed area was "beyond all doubt," but Manila "stole the reef" -- known in English as Second Thomas Shoal, and in the Philippines as Ayungin Shoal -- by deliberately stranding the boat there.

Luo said if Manila, which he called a perpetual "troublemaker in the South China Sea," was unable to remove the ship itself, it could pay China to repair and move it, adding that Beijing would treat the Philippines sailors on board "as refugees and give them humanitarian aid." If, however, Manila declined these "generous offers," Luo said, China "should drive away the ship and reclaim the reef by force," and he said the methods China could use to do so were "beyond the Philippines' imagination."

The disputed reef has long been a source of tension between Manila and Beijing, and Luo, who is vice president of the China Strategy Culture Promotion Association, officially described as a non-governmental organization run by retired military officers, has previously spoken out on the issue. His views do not necessarily reflect those of China's top leadership. However, he is reported to be extremely well connected, and his latest comments come as China takes an increasingly assertive stance to what it says is its sovereignty over islands in the region -- including reclaiming an area of land large enough to build an airstrip on Fiery Cross Reef -- and may also reflect Beijing's concern at recent developments in the Philippines.

Footage shows India vigilantes beating alleged sexual offender
[Iran Press TV] Local Indian vigilantes have tied a man accused of sexual molestation to a tree and beaten him, a video shows. The incident took place in the Malda district of India's West Bengal state following a local search for the accused, RT reported on Tuesday.

Residents launched the neighborhood search after the alleged victim sounded the alarm. The footage shows a man bound to a tree being repeatedly beaten by angry locals and then being taken away by a police officer.

Such events are not uncommon in India's eastern region, where locals recently beat up a government physician who had referred a pregnant woman from one hospital to another. On the trip, the women went into labor and the baby died.

Rape victims in India often receive harsh threats and intimidation from the assailants after the attack, and police often discourage the victims from filing complaints.

But vigilantism has increased in India following a 2012 gang rape of woman that resulted in the victim's death.

Mumbai bomb plotter on death row loses final appeal
[DAWN] India's top court on Tuesday rejected a final appeal by Yakub Memon, a key plotter of kabooms that killed hundreds in Mumbai in 1993, paving the way for his execution.

Media reports said Yakub Memon would hang on July 30 -- more than two decades after the deadliest attacks ever to hit India --after the Supreme Court rejected his final plea.

The Bombay Stock Exchange, the offices of Air India and a luxury hotel were among the targets of the March 1993 blasts, which killed 257 people in India's commercial capital.

The attacks were believed to have been staged by Mumbai's Moslem-dominated underworld in retaliation for anti-Moslem violence that had killed more than 1,000 people.

Memon was the only one of 11 people convicted for the 1993 attacks to have his death sentence upheld on appeal. The sentences on the others were commuted to life imprisonment.

Executions are only carried out for "the rarest of rare" cases in India.

But President Pranab Mukherjee has rejected a number of mercy pleas in recent years, ending an unofficial eight-year moratorium.

A Kashmiri separatist convicted of involvement in a deadly 2001 attack on the Indian parliament was executed in New Delhi in 2013, while the lone surviving gunman from the deadly 2008 Mumbai attacks was hanged in 2012.

Syria, Hezbollah seize full control over Zabadani plains
[Iran Press TV] Syrian troops and fighters of the Lebanese resistance movement Hezbollah have established full control over some strategic areas on the outskirts of the Syrian border town of Zabadani.

Syria's official SANA news agency said Tuesday that the allied forces managed to retake the Sahl Zabadani region, which is located around 45 kilometers north of the capital Damascus.

A statement by the Syrian army said the allied forces are now in full control of Zabadani's southern entrances as well as a road leading to Lake Barada.

A highly strategic region along Syria's border with Leb, Sahl Zabadani is also home to lakes and basins which supply water to the urban population in the Syrian capital.

Man 'planned to kill US serviceman and tried to join IS'
[BBC] A 24-year-old man has appeared in court charged with planning to kill US military personnel based in the UK.

Junead Ahmed Khan is accused of plotting to run over a serviceman, possibly from an US air base in East Anglia, and then kill him with a knife.

Mr Khan was also charged, along with his uncle Shazib Ahmed Khan, 22, both from Luton, over attempting to join Islamic State in Syria.

Both men were remanded in custody to appear at the Old Bailey on 10 August.

The men appeared at Westminster Magistrates' Court charged with being involved in preparation with the intention to commit acts of terrorism, dating between 1 August 2014 and 10 May 2015.

The additional count faced by Junead Khan dates between 10 May 2015 and 14 July 2015.

It is alleged the delivery driver planned to stage a car accident and then kill a US serviceman, a method of attack that has echoes of the murder of Lee Rigby two years ago.

The two men, of Marlow Avenue, were arrested a week ago in an operation involving officers from the national counter-terrorism network.

Another man, in his 30s, was also detained. He was released without charge on Monday night.

Searches were carried out at two addresses in the Luton area.
